'"" MUM A NEW JUDICIAL DISTRICT _ . The people of Washington County tried hard, last winter, to get themselves attach ed to this judicial district, and an act was parsed for that parpose by both llouses of the Legislature; bet the Governor vetoed it on account of some defect in it, and an other bill was not arranged, In time, to ob viate the Governor's constitutional objec tions. At the next session a bill will be proposed to create a new jtidictal district oat of the counties of Washington and Beaver; and this we regard as preferable to the bin of last winter, and free from ell constitutions/ objections. This would leave Fayette and Great° in a district on one side, an. Law ' refer, Mercer and Buller is anotneron the other Bide. Washington and Beaver are both large and populous countries, and there f s abun dant legal business !Daum for a judicial district. There is a sufficient reason In that, therefore, for its creation, and no oth er need be g i r en. The State forms her ju dicial di s t r icts for the accommodation of the people ; and as the State grows in popnla do,4 the number ci districts must increase. w e treat, therefore, that the legislature will pass the bill promptly, and the more especially that there is no serious objection to it on the part of the districts from which Washington and Beaver will respectively be detached. The point will be made that it will add to the expences of the State; but we do not consider that as having any weight whatever. The additional expense is bat a trifle, and will not be felt; and as the ma chinery of the government Is framed with a view to the accommodation of the pub lic, the simple question is whether the new district is necessary for the convenience of the people and the administration of jus tice. Believing that it Is we join with our friends in Washington and Beaver In urg iog the proposition upon the early attention of the Legislature. THE HOUSE COMMITTEES. In the arrangement of the Committees of !he House, Mr. WrtaJame still retains his place on the indicters , Committee--otte of the most important and laborious Commit tees of the Howe. Mr. 3fooartrao la again Chairman of the Committee on Manufac tures; and Is placed, In addition, on the Committee of Ways and Means—both of them very Important Committees. At the last Session It was decided that the Committee of Ways and Means should thereafter be divided Into three—one on Appropriations, one on Revenue, or Ways and blears, and one on Banking, and the now arrangement goes Into operation at this -Session. Mr. BT/ItE3B is at the head of the Copt:elf-tee of Appropriations, and is by virtue of that place, the recognized leader of the House, being always entitled to the floor. Mr. Iticeutfra., of Vermont, a vette Protective tariff man, is at the head (Attie Revenue, or Ways and Means Corn. cilium, and most of the other members are ardent high tariff Men. It Is a matter for local coogratulation that one of our mem hers is on this important Committee. The general arrangement of the Commit tees is good, and although there are person al disappointments, the Speaker has atm ceeded better than most Speakers hare done, in avoiding causes of complaint on that score. No man dared speak hls mind unless he con curred with the leaders of opinion around him. Nay, he did not dare let it be known that be had, beet in his private thoughts, any other ideas than theirs, Public law and popular violence both conspired to or ganize the republic into a gigantic despot sm. Perhaps, of the two races, the whites had as much need of emancipation as the iblacks. MISSISS IPPI RE:PUBES The Legislature of Mississippi refuses to ratify the Constitutional Amendment. The reason assigned in the report of the joint committee of the Houses is that slavery Is really abolished already, and any further prceoedlage are therefore unnecessary. But the real reason leaks out in the report. Tue second clause of the Amendment, giving Coegrt F. 9 the right to legislate for the pro. tection of the Freedmen is even more un• palalaule than their • emancipation. the some argument holds good as to that clause as to the second. Both will be alopt ed, and by die votes of the same States; for the dames stand ar fall together. Howev er, the new Constitution of Mississippi re cognizes the extinguishment of Slavery.
