Now, that the slaves have become "free persons" they will be entitled to a representation in Congressand in the Electoral College equal to our other population. But inasmuch as the appor tionment for representatives was made in 1861 the three-fifths representatives will continue until 1871. After that, they will be represented "In full," as all other the persons now are. This basis of representa tion, the reader will bear in mind, is not a new plank of the Unionists. It is one of the original planks of the Consti tution, put firmly in its place, by the fath ers of the Republic. Why should we grant the South this su periority over all the rest of the country! This lathe real question, shall the whites in the South have a greater voice in sits ping the affairs of the Government, than the same number of people in Ohio or Pennsylvania? In many of the southern districts, the freed population will equal the whites In numbers—and it the former are not admitted to the ballot, the latter will, in such case, count just twice as many as their peers at the North. The popula tion of the disorganized States will be about eight mihions of whites and four millions colored. After counting - in the lat:er as a basis of reprezentation, two whites at the South will have the same value sad for 4‘t the ballot-boa, as threw of the most intelligent and worthy loyal Ines el-the North.
