The subject of a public pack ,1-5 brought before the Councils of Allegheny, at their meeting last night. but .ti ,ut any definite action. The city of Allegheny, lice any other city in the Union, has broad and beautiful grounds, most eligibly located for 'a park, and the only thing remaining to be done is to enclose and beautify-these grounds. That this work has not been accomplished years ago is a matter of great surprise, and much to be regretted. The present generation might now be enjoying all the pleasures and benefits of a public park, equal to any in the country ; bet. alas ! we fear that most of them will "go the way of all flesh" before the park Is made. borne efforts have already been made towards Improving the common grounds, but they scarce ly deserve the name of "improvement." The South Common bon been enclosed, trees have been planted, grass grown, and the place has b een eh a ,ged from a barren waste to a green enclosure. But-while this' is the case, there has scarcely been an approach towards making the grounds what they ought to be.• They are “green," to be sure, tent that Is about all. The President of the Select Council, In reply to an intimation that tome of the South Commoners were getting their supplies of hay from this source, remarked that last year he gave tde•hay to a man for cutting the dock out of It, and wished to make the same bargain with him this year, but he declined, alleging that no horse would eat the berg grown on that ground ! The preaent mode of improvement" by piecemeal must be abandoned, and a thoroughly comprehensive system adopted. We agree with the suggestions of a member of the Select Council, that if the business of beantlfylng the commons is to be given into t h e bands . - of half dozen different committees, or trustees, the e g Job will be most effeett y spoiled. The grounds, although extending and a large part of the city, arc connected to_ ther, and susceptible Of being beautified and ved as a whale, and the work ought to be one under the direction of a single Committee, or Board of Commisalcm ers. This strikes no as being decidedly the proper view of the subject, and lf the people of Allegheny ever have a park worthy of the name, they will abandon the present hurtful plan, and adopt a liberal and comprehensive system, under a single Board of Commission ers. An Old Forger, Again In Trouble On the 21e.t. of January, 1802, a successful forgery was perpetrated none the Exchanae Bank, of this city, by a noted forger named Wal ter Patterson. It appears that, on the day above specified, Patterson presented a cheel , at the bank, purporting to have been drawn by Charles Churchman ,$ Co., on the Girard Bank of Pitila - delphla, and payable to James C. Carey or bearer. The check was for 01,600, was dated "Phlladel ' phis, January 15th, 1&k3," purported to have been marked "good" by Lehman, Teller of the Girard Bank, and. IrtlB endorsed by J. C. Carey. By means of this check, Patterson succeeded in swindling the Exchange Bank out of 8740. Ile made good his escape, but was subampaentayAr.. rested in New York, for similar effuses perpe trated there. He was tried, and we believe con victed, but for some reason Judgment was ens- Waded and he was finally restoredlo litraty. Some days ago, an agent representing the New York bank hateresis visited this city, and mode some liwpaiiy regard to the fraud perpetrated upon the Exehangdßank. 'Patterson was known to he d dangerous man, and It was desirable to have blm put out of harm's way. An informa tion for forgery was preferred against him before Mayor Lowry, and Chief of Pollee Long at once entered into a correspondence with a New .York detective, who was familiar with Patterson. A remshation wu obtained, And everything ITU in readiness for his arrest, when Cblef Long M. mitred the fallowing note from the New York °Meer .0n last Saturday I sent the papers toAlbany and on Monday Fro:dyed GOT. Wenton's requisi tion. A most singular eirctunatance has just been developed in rehash to this case. Patterson commenced his old tricks again. by forging check on the Dime Savings Bank of New Tort, on Saturday last, Which wee not dine Terc el until Monday, when the woman who twesluthid It was arrested—abe being the tool of Pattersom and led to his arrest about the same time.tl3at I received the requisition from Albany. What die m-Ilion be made of him I cannot say, but I am Of opinion that he will now be sentenced on the into charge on which Jadgmentzwas sot pended. and sent to Sing Slog prison. However, you map rely that if anything shonid obear here I wig, avail myself of the opportunity to take him and deliver him over to you. Patterson Ls a most accomplished rascal, but being nether:4d with several respectable andin• duettist families In Philadelphia and Now York, ht has manage:l thus fir to escape punishment. The Councils art not obliged to deal thus gingerly with Ibis evil, as the ordinance L at en.umes In foil farce and effect; but owing to the &Meanies attending Its enforcement:and to the fact that In nearly every instance, when an attempt is made to break up the practice, the pollee capture some half dozen of "innocent citizens" who are shocked and horrified at the Idea of being considered "loafers," It Is but proper that public notice be given, so that the aformaid "Innocent citizens" may keep out of the way; er, It caught, be left without excuse.
