The distance from Kittanning to Mahoning is only ten Miles. The mouth of Mahoning is a very imports t point in itself, as at that place a large portion of the trade of Clarion, Jelfer eon, Elk; and other counties lying east of the Allegheny, concentrates. The most in telligent men connected with that road have always contended that the extension of the road from Kittanning to Mahoning would double Its business and revenues. But this is but the first step towards a far more important extension—we mein the Mahoning and Oil City Railroad, (which is practiaidly but ft - continuation of the Alle gheny Valley Road) to Oil City, following the valley of the river all the way. The distance from Mahoning to 011 City lasixty five miles. The survey and location will be completed early in August, when It will be immediately let oft in small contracts to men who will push the work vigorously. It is estimated that it can bo made at . an, ex pense. of from eight hundred thousand to one million dollars. The means will be mat* ftinsislied by some enterprising, citi zens of Pittsbargh, who have the saga City to see that It is a first rate operation; for the oll.business alone, to say nothing of the very large miscellaneous trade and travel it Will have, will make it one of the best pay -ing roads in tEe country. ; We congratulate the people of these cities Upon the prospect of an early and direct railroad communication with the oil region, and also with the iron and lumbet country with which they have long had such exten sive dealings, and which will be vastly in creased by this road. Even the short road to Bitt , Poing has been of very great utility; but - nothing in comparison with what may be el - peeled from the completed road.. The benefits of the extension of -the t V. It. E. to ;dab:a:lug will be felt at once; but the great disideratum is a direct road to Oil City. - We may as well notice in this connec tion, that a horse railroad will soon be in operation front il City to Pit-hote, which is some eight or ten miles further up the river. When the Allegheny Valley Railroad Ras projected and commenced, the' intention was to leave the .titer at Mah.miug and carry the road up the Manning a short dis• tance, thence across to Re ghank Creek, thence up that stream, via Brookville, theism on, via Ridgway, to the New York and RA'S road near Olean, a town far up the Allegheny river in the State of New York—a good route, and one that will prob. bly be improved some day. But at that time Petro/atm was not thought of as an article of extensive commerce. This ac• multi for the present wide departure from the oiiginai programme. . DESTITUTION IN THE SOUTH The accor&da of want and suffering among people ofthe South should be taken with considerate allowance for °regent ton. That In some parts such destrtudoit exists is doubtless true, such as along the line of Sherman's march and where the country has been inundated by the break- bag of the levees of the that, the state of the Southern people gen erally is one approaching actual starvation We think an erroneous inference drawn from narrow and inadequate observation of details. Not a fourth part of the counties of the Gulf States have suffered to any ap preciable extent by the direct =la of our soldiers, and certainly as regards the effects of the war in general, they are better off now than while it lasted- The tremendous bade laid on them by the confederate gov ernment—the impressment of enpplies, the taX. All imports are to be abolished, lest there should be some little Incidental protection to our native industry. Oar 'enormous revenue must, according to this ,Liverpool merchant, be raised solely by ",dlrect taxation." Very well, if that be .the case, the farmers will have to pay about nine-tenths of it; and by the time they pay that and the commercial tribute which they are bound to pay, under the free trade sys tem, to such merchants as the writer—and there la a chain of them reaching from ,Chicago to Liverpool—they will have a good time of iL When that time comes our manufacturers will have to turn what stock they may have on hand into plough shares and reaping machines and go to farming, for they will have nothing else to do: TUE FREE TRADE MOTEMENT. ' Thefollowlng letter from an eminent met- Chant, dated Liverpool, 3d duly, 7863, will be read with no little interest by the friends Of commercial freedom in this country : "I was this morning favored with your 'Declaration of Principles,' and truly re joiced to see such a start made to establish freedom and common sense Into American fiscal legislation—in which excuse my saying that we of this worn out old country have hitherto sought in vain for any trace of either. You may probably not have heard, that in common with some other old leaguers and Dew recruits, I have been for some time working in a financial reform association for absolute freedom of industry and trade and direct taxation ; and to this complex. ion we must come at last, depend upon it, and you scone; than we, because (except tea) there is hardly a tax which you can levy OD imports that will not be protective in its nature, either for produce or manu factures, and I imagine that this difficulty will drive you to 'go the whole hog,' rath er sooner than some of you count upon. libwever, you are right as far as you go, and most sincerely do I Wish you great and speedy success. Your President's name should be a tower of strength. Ask him to add a couple of stanzas to his 'Water fowl,' and supply the moral to trade. Providence would 'guide her steps aright,' as well as ours, if men would only leave her alone. If they will be of any interest, I will send a few of our free trade tracts and - Papers, and sho I) be glad to aid the good cause In any way you can point out. Meantime I remain, dear sir, yours, very truly, TUE RUSSIAN EPIDBAUC From time to time accounts have been published of an alarming epidemic which prevails in Western Siberia, and appears to be making its way westward, Sometimes it is called the Russian Plague, but other medical men speak of it as a variety of ty phus or typhoid fever. Rumor, however; bee already declared it to be identical with the great plague which raced so (earthily in London and elsewhere just two hundred years ago, and also with the Black Death, of the fourteenth century. Although we do not belie re in the identity of this epidemic and the 131aek Death, a short account of the latter, which we find in the New York Erening Port will not be uninteresting in thts connection: =ill In 13:12 China was severely afflicted by fandne. Floods and earthquakes preceded it, destroying about a half a million of per sons. Tne next year the plague followed, and more than five millions perished. Tar tary was next visited, the pestilence taking' Rae route of the caravans into Russia. It passed by the north of the Caspian sea to the Tam - Ic peninsula. Ilere ships were at hand to convey the merchandise of the East to Constantinople, and they a so took on board the dreadful contagion. All the sea ports and provinces of the Eastern Roman empire became focuses of the plague. Its form was that of a putrid typhus, more ma lignant than the common scourge of the Eaet. The boils and glandular swellings were frequed, tly undeveloped, death occur ring too slid enly. Mortification set in so speedily that \ the pestilence everywhere bore the na4f the 'black death." Europe to have undergone a simi larEu prepareti n for Its advent to that of China. In autumn of 1345 excessive rains prevailed In Italy, Spain, France and other countries, preventing the sowing of grain, and rotting it where it bad been sown. The next year universal scarcity raged throughout Italy, and the famine plague had already begun Its- devastallons when it was overpowered altd lost sight of by the terribly pestilence which some Genoese vessels had brought from the Le vant Language fails to describe the horrible scenes that attended its rapid progress. The destruction of human life was without a parallel. Whole families everywhere per ished together, or escaped in part by the dissolving of the beat feelings and affections of our nature. They who were yet unstrick - en shunned and fled away from their neatest relatives. Fathers, even mothers, aban doned their offspring on the appearance of the deadly swelling at the throat or armpit; children abandoned the death-bed of their parents; husband - and wife, brother and niter, forsook each other in the hour of agony. Between March and July following, ac cording to authentic reckonings, upward of a hundred thousand souls perished In the city of Florence; whereas, before that calamity, it was not supposed to have con tained so many inhabitants. We are told that eighty thousand died at Sienna, sixty thousand at Naples, one hun dred thousand at Venice, forty thousand at Genoa, seven in ten at Pisa, and at Trapani, in Sicily, not a human being survived. pßovnlivi AL CONFEDERATION. The English Colonial Secretary writes to the Governor of Nova Scotia asking him to urge the policy of Confederation upon the Legislature of that province. Food of the "Poor Whiten" A shrewd writer to the New York tri bune, and himself a Southerner, says: The diet of the Southern people has con tributed much to their degeneracy. In warm climates there is a tendency to scor butic dlgeases, Their food of corn bread and pork less degenerated their blood sad weakened their constitutions. It might be said that their brains are half pork. Acids and fruits are what they urea and crave. They greatly need and seldom have vinegar. Ei eryar here fruits can he grown abundantly, and more successfully than at the North. Grapes and peaches should blush and shine on every hill. Children eagerly devoured the coarsest fruit. The persimmon is so bit ter and coarse that hogs hardly eat it, if they will at all, and yet it is a favorite among the people. Bo are haws and paw paws, which the common taste rejects with disgust. A distressed and poor people never raise fruit.
