The taking of Richmond will do infinitely more to bring about a peace I than_ten thousand sets of commissioners such as these at Niagara Falls. We protest against the idea of receiving any propositions for peace in this way, and against any terms proposed by Rebels in arms, whether reasonable (which these are not) or unreasonable (which they are). They do not dare oppose it, for no one can tell even the shadow of a reason against the adoption of this amendment; and billee, knowing that the eoldiers' votes will be al most unanimously against them, they adopt the only alternative left them of being snl- len and silent If it had not been for the Copperhead ma jority on the bench of the Supreme Court, there would not have been any necessity for this special election. We have a law permitting soldiers to vote—a law of long standing, and under which the Democrats polled and counted the vote of the soldiers from Penusylvaniaabeent in Mexico during the Mexican war• The law was all right then, because Matured them; but as soon as it began to operate against them they end• denly discovered it to be unconstitutional; and the Supreme Court, acting in a party interest, and not ass grave judicial tribu nal, set the law aside as being void an con• etitutional grounds. Hence the necessity for on amendment to the Constitution. We cannot afford to wait until we can change the character of the gupreme Court; and as its decisions are binding until reversed, the friends of the soldiers are compelled to present an amendment to the Constitution granting to the soldier the privilege Of exercising his inalienableright to tote. They have too much prudence to make a eampaign against it through the press ; but they calculate upon the Indifference and apathy of the Re publics:a. Recruiting In Rebel Staten. We are glad to learn from the Harrisburg Telegraph that Governor Coins has decla red his willingness to appoint agents for any districts in tho State, the citizens of which may desire to obtain recruits in the Hebei States. The only preliminary that will be necessary for each district or sub district to observe, will be, to recommend to the Governor theagente they may soled. It has occurred to us that the cheapest and roost effective way of procuring ro- omits in the Rebel States would be, for oreoral contiguous sub-districts to `units in the Beleotion.of one or two agents—the re cruits he or they might procure to be wed- Tied pro rata. "Itooroits" (volunteer) and representa tive recruits (probably representatives of penman not liable to military duty, though it to possible imibstitutes furnished in ad vance.of the draft, may be considered as representatives) arc, however, to be paid bounties, The premiums hitherto allowed will be discontinued. Every citizen who would be exempt from the draft must be biz own recruiting agent, or pay for the services of another. Short Term Volunteers. As a fixed military polio'', ebeit terms of service are not advantageous, but perhaps in the managemement of thus war, thus far andetake has been committed In con fining enlistments too much to the long period of three years. The great dif fienlty of obtaining recruits in sufficient number', has come from this cane. Tens of thousands, we believe, in fact, hundreds of thousands, would promptly enough have volunteered for six months, or even nine or twelve months, who felt it too great a eao- Waco to leave their business and their fam ilies for three years. Had they been called upon for the atom period, they would have relieved the veterans of a vast deal of work and care, exterior to the main campaign lines, and have greatly promoted corona baton. As a reserve, toe, they could have dorm elfettme fighting. There is, good reason to believe that Gettysburgh, the most momentous battle that has yet been fought, might have been lost to us, had it not been fee the numbers of nine months' men, who were among the combat ants; and the Western hundred daye* men now in Ben. Sherman's advance, have boon warmly complimented by the old gen eral officers for the vigor and efficacy of their assaults. Under the terrible baptism of fire and blood, the American, however inexperienced, quickly becomes a good sol tiler. Three years' enlistments ought to be kept up with an activity anfliolent to make good to the veteran regiments the heavy losses which they Dave eustained since the present campaign opened, and to fill the places of those whose terms are expiring. Beyond that, we believe that all effort should be confined to the raising of men for more limited periods. Probably it is not too math to say that it would be easier to procure four or five MOB for twefee months' service than one for three years' service. They take 15 days' rations and ammunition. There is now a large number of additional gunboats in Lake Pontchartrain, and more vessels have been added to the fleet off Mo bile. Sherman, at Balms, while others believe the troops are destined for Fortress Monroe."
