WenrrEn define!' radicalism to be " the
doctrine or principle of making radical
reform in governMant, by overturning and
changing the present state of things."
In this country the term has been made to
apply since the cOmmenoement of the war
to • political sentiment which favors the
most extreme misaures In dealing with
Seuthern slavery. At the outset of the war
it advocsated the pdlicy of immediate eman
cipation of tho eleves of loyal and rebel
master"' as a manna of crashing out the
rebellion, and butane also of an assumed
moral obligation resting upon the Govern
ment to do jostles" to four millions of
'slaves. This policy, it will bo observed,
was based partly upon the demands of mill•
tary necessity and partly upon the teach
.inge of old style Abolitionism. In time the
Gorernment decreed emancipation, but only
in the States thendn rebellion, and to ap
ply only to the blavea of rebel masters.
The emturolpation: proclamation was also
based exclusively'upon military necessity.
It was decreed solely as a means of raring
•flu Union.
A portion of the radicals were not sat
isfied. They condemned the President for
his alleged half-Way policy as severely as
they had previously condemned him for his
hesitation to proclaim emancipation at all.
They charged that his proclamation did not
take high moral ground, and that he should
have declared all eines overyw areto be free
-These men apparently did not c onsider that
Lascoth had done all that the . Consti-
tntion would perniit him to do, and all that. ;
the public sentiment of the country, upon
whieli he depended for moral and physical
support in subduing the Rebellion, would
indorse. They niparently did not consider
- that it is one thing tb decree and another
thing to enforce: what is decreed. They
maw only the end; desirable to be attained,
without considering that that end could
only be attained, tinder Providence, by a';
.pationt exercise of means, and that one of
the means necessary was a gradual educa
lion of the peopld up to the mark of general
emancipation. They acted, er rather talked,
• with as little ahoy of sagacity as the im
pulsive Frenclunin in the days of the Rev
elation, who rose in the National Con
vention and exclaimed at the top of his
voice, "Mr. President, I move that all the
knaves and destarde be arrested"— the
very thing that all the people wanted done,
but the difficulty was how to do it. And
that dyficalty the anther of the motion had
not considered. _

to divide and distract the Union party,

tendency of their efforts is to make the. par
ty of MCCLELLAN and VALLLSDIGILUI ne

Government. And Fancon, the once
' honored leader of the Republican party,

most treacherous, most selfish and most nn
edict for cf all political movements.
It is well for the people to under-

have entered into the composition of the
party that now styles itself Bodies!. First,
we may meation certain disappointed men,
whose inordinate self-esteem has led them
to believe that the Administration did not
rate their; services or their abilities as
highly as they deserved. Of this class are

now formally embraced in the Radical
party as organised the other day at Cleve
land,
compond of men who never were
llepublicarm- but who, for thirty years,
- have called hemeolves Abolitionists. Gen-
Arally, these men dill not vote for Fecasel
in 1856 or Tartnetsr in 188 a, because the
Republican party did not propose to carry
out the principiee which they professed.
They advocated: direct interference by the
General Government with elavery in the
Southera States; it proposed to let it alone
: in the States, but to keep it out of the Ter
ritories. They advocated the sooisl and
political equality of the negro with the
whitebait; the liepublisra party contem
pYttei. nothing of the kind. But the war,
and the prospeet of abolishing slavery by
the war, swept !them men for a time into
the counsels 00 the Union party. Now,
fatting to use at party and to pervert it
. from-its one high and holy mission of
spill, the Unki,a, they deliberately join
hinds with others of its enemies and set

very easy matter to denounce oar Generals
far net doing what we would like to Bee
them do, bat it is not always sereasy a mat
ter to show that this denunciation is just.
In the case In point, the men who find fault
wish Bcrt.r.a do not seem to care much
about the facts of his campaign. Be failed
to capture BEACHECLULD and his whole army,
and be failed to take Richmond. The col..
elusion is at once jumped at that hie cam.
paten is a failure, and that he himself is
but little else. Bat the/acts tell a different
story. They are gradually being brought
to the surface, and they show that Brrnsa
has managed his difficult taok with skill
and resolution. Already has one of the
slanders upon his management of the
James river expedition been effectually re
futed, and the authors of it been compelled,
as an act of justice, to publish a retraction.
We refer to the charge of the New York
asoing Post that General Ominous bad
advised General Borten to intrench in
front of Fort D trling, and that General
Burton had contemptuously declined to
accept the advice, and that disaster had
followed as a conseefuence of refusing to
accept it. The wholestery, it is now stated
ever General GILLMORE'I signature, had not
a particle of truth in it.
We have just read in the New York
bens of recent date a letter from the regular
correspondent of that paper with Gen. Bur
attn, in which the facts of his campaign
are summed up in an intelligent and, we
believe, fair manner. They do not justify
the aspersions that have been oast upon
the military character of the General. We
give the letter entire, and ask for it a
careful perusal:

The Instructions given to Gen. Butler for
the guidance of this movement up the James
River, were iamb/Lamm:

It was understood that, when a landing had
been effected and the force should be ready to
move forward, reinforcements were to be lent
to enable Gen. Butler to push strongly to
ward Richmond.

Gen. Batter gathered an expedition of thirty
(30,000) to forty (40,000) thousand men at
Yorktown and Gloucester Point. The 'expe
dition was admirably fitted out, and ready to
move promptly at the specified time. The
rebels, through the devices of Gen. Batter,
were completely blinded as to the destination
of the fetes..
Thls army was moved a distance of 140
mtlm and 10,000 of the troops landed Molds

River; and then Gen. Butler boldly pushed

twelve days there was more or less ligiiang
every day. The occupation of this line and

effected between Grant and Butler, with Ore

resistance of Lee prolonged General Grant's
campaign from ten to twenty six day., and

and in his eagerness he made the attack before

from that officer, in which he says he no. only

men day and night on the defterce until in
the opinion of his engineers his position wee
sufficiently strong to be held by a reduced
force, meaning to create a mobilo column of
20,000 men for offensive operations egainet
Petersburg. At the time the latter arrange
ment was completed, orders were received
from Washington to send every available
man, leaving sufficient to bold the line, to
White Rouse, under Gan. Smith, to establish
anew base of supplies. Gen. Bader, although
he bad his pontoons laid across the Appomat
tox, and the troops wore to maroh that night
alien Petersburg, at once decided to hold the
line with the lame and the halt, and send for
ward all that possibly could be 'pared to aid
Grant. The facto era that Gen. Bailer has
fatly carried out his plata the . plan, and also
done all that he could to annoy, harass, and
employ the troops in front of him. Be has

evening borrowed (if that.„ is the word) a
special dispatch, published in the G•LarrE
yesterday morning, giving interesting and
valuable particulars of the light near Dal
las, Georgia. The Chronicle was welcome
to the dispatch, es it had no special dis
patches of its own from the same field of
operations, bat it certainly could have done
no harm to publish the fact that, in espy
ing the dispatch in question, it merely gave
what the enterprise and liberality of a co
