In this country the term has been made to apply since the cOmmenoement of the war to • political sentiment which favors the most extreme misaures In dealing with Seuthern slavery. At the outset of the war it advocsated the pdlicy of immediate eman cipation of tho eleves of loyal and rebel master"' as a manna of crashing out the rebellion, and butane also of an assumed moral obligation resting upon the Govern ment to do jostles" to four millions of 'slaves. This policy, it will bo observed, was based partly upon the demands of mill• tary necessity and partly upon the teach .inge of old style Abolitionism. In time the Gorernment decreed emancipation, but only in the States thendn rebellion, and to ap ply only to the blavea of rebel masters. The emturolpation: proclamation was also based exclusively'upon military necessity. It was decreed solely as a means of raring •flu Union. A portion of the radicals were not sat isfied. They condemned the President for his alleged half-Way policy as severely as they had previously condemned him for his hesitation to proclaim emancipation at all. They charged that his proclamation did not take high moral ground, and that he should have declared all eines overyw areto be free -These men apparently did not c onsider that Lascoth had done all that the . Consti- tntion would perniit him to do, and all that. ; the public sentiment of the country, upon whieli he depended for moral and physical support in subduing the Rebellion, would indorse. They niparently did not consider - that it is one thing tb decree and another thing to enforce: what is decreed. They maw only the end; desirable to be attained, without considering that that end could only be attained, tinder Providence, by a'; .pationt exercise of means, and that one of the means necessary was a gradual educa lion of the peopld up to the mark of general emancipation. They acted, er rather talked, • with as little ahoy of sagacity as the im pulsive Frenclunin in the days of the Rev elation, who rose in the National Con vention and exclaimed at the top of his voice, "Mr. President, I move that all the knaves and destarde be arrested"— the very thing that all the people wanted done, but the difficulty was how to do it. Another class, now formally embraced in the Radical party as organised the other day at Cleve land, compond of men who never were llepublicarm- but who, for thirty years, - have called hemeolves Abolitionists. Gen- Arally, these men dill not vote for Fecasel in 1856 or Tartnetsr in 188 a, because the Republican party did not propose to carry out the principiee which they professed. They advocated: direct interference by the General Government with elavery in the Southera States; it proposed to let it alone : in the States, but to keep it out of the Ter ritories. They advocated the sooisl and political equality of the negro with the whitebait; the liepublisra party contem pYttei. nothing of the kind. But the war, and the prospeet of abolishing slavery by the war, swept !them men for a time into the counsels 00 the Union party. Bur attn, in which the facts of his campaign are summed up in an intelligent and, we believe, fair manner.
