The Forged Proelamatton—Arrest of
the Forger.
Nzw Year, May 2L—The forger of the
recent 'proclamation purporting to nave
been honed by P resident Lincoln has ttien
arrested, and confessed that he palmed it
off on the journals here for gold and stook
operations. Ms name is stated to be
Howard. a newspaper reporter.

Brooklyn Leyte, is the man who forged the

It seems that something like a week ago
Howard consulted Mr. Kent, member of
the firm of Kent & Clspp, Brokers, as to
the probable effect upon the market ot . —a

of a proclamation, which ho claimed to
know, through secret channels of intelli
gence at Washington, was about to be is
sued. After the publication in the World

morning, Mr. Kent at once identified the
published proclamation with the draft
which Howard had shown him, and gave
information of the ciretimstance to Gee.

to -the -General's headquarters yesterday

pated all the newspapers, which he euo•

in the transaction.
Howard had been connected in various
capacities with several of the city news
papers, the Tim's and Tf Oulu among them,
nd had thus acquired a knowledge of
their routine of business, which was 91

them.

Surgery After a Battle
The following passage from a recent 'attar
mitten after one of tho late'hattles, presents
a striking picture of tle surgeon's dales on
