the former cap be paid off by the Government
Mire. years in greenbacks, while the latter b
not payablefor ten years, and then only in
gold, gine, although the Ten• Porty is only
tee per cent., it is really more desirable than
the Blve.Twenty super cent. The putting
,of *II new loan upon the market is a goad
thing, and should be heartily encouraged by
all sorts of people. It will check the depre
ciation of the carom by funding floating
greenbicks,. and put an end to the enhance
ment of_specie. The lire per oent. in gold, it
will be remembered, is equal to eight per cent.

Departure of the 102 d Regiment.
Yesterday afternoon the veterans of the
101 d (old 13th) Regiment returned to the seat
of war, their furloughs having expired. At
an early boor in the afternoon, Wood street,
in front of the headquarters of the regiment;
was crowded with the friends and relatives of
the members of the regiment, who had assem
bled to bra them adieu. The street was
blockaded by thousands of our citizens, and
se the regiment moved to the depot, abont 4
o'clock, it was impossible to pass along the
lhOroughfare. When the regiment arrived at
• the railroad, station, Meaty street was im
passible, the citizens thronging the street to
bid goodbye to their soldier friends. We do
not remember of ever ; seeing ea large a mood
at the `rate to hid farewell to !our volunteer
soldiers. The 1021 is a favorite Pittsburgh
regiment, and our citizens showed yesterday.

This volume gives an account of three of
the most stupendous speculative delusions
ever suggested by human cupidity, namely,
the Darien Expeditiona scheme of colonbi
salon and commerceprojected by a Scotchman,
named Patterson, to the dosing years of the
seventeenth center, j—the Mississippi "Bob
ble," also &project of colonisatteu and com
merce, on a gigantic scale, which, early In the
eighteenth ,century, was Originated by
another Seetehruan, John Law, cols-
brated then and since u a financier, whose
daring genius, combined with suh resources
of knowledge of the principle s regulating
credit and exchange, as probably no other I
man in that age•possessed, enabled blm to
become for a while 'the second in the
hingdoin of Prance—the French Sing of
Bankieg, Stocks. and Paper-Mon ;—atid, I
finally, the South See Bubble," e nEnglish ;
imitation of the scheme of Law, which, only
• year or two later, was raised up and inflat
ed to the utmost-magnitude that "babble"
ere: attained, by the management of Sir
John Blunt—for whom his contemporaries
were wont to gay that 'Sharp' would have
been a more suitable name—then chain:den or
president of a company originated by the
celebrated Harley, Earl of Oxford, seven or
eight years before, for the purpose of carry
ing on the Booth Sea trade,—whenoe the
"Bubble" got its name,. though. that did not,'
in this case, imply what the West Dramatist
has made an adjunct thereof, for its " local
-habitation" was only in 'Change Ailey,' and
not elsewhere in all theworld, or anywhere
in the Pacific Ocean,China to Peru. It
is enough to say of this volume that in it
the history of Law and his celebrated scheme

Alderman George Dobbs, of the Matt
Ward, yesterday visited one of our city banks
and drew some $3,000 In thirty one hundred
bills. While passing up Sin Street be
stepped into Davis' auction rooms, when his
pocket was picked of the money. During the
evening a man named. Robert Governor w
arrested by the police for drunkenness ,a

that lost by the Alderman was found on his
parson. He was committed for shearing this
morning.

Death of John Shea, Esq.
John Shed, Esq., Collector of Internal
Revenue for the 223 Congressional District;
died yesterday afternoon, at the residence of
his son-in-law, Mr. Joseph Rom, Penn
street. .I,lr. Shea woo one of our oldest and
most highly esteemed citizens, and his death
will be deeply lamented by • Large circle of
relatives and friends: lie had been for many
/ears -engaged in the dry goods business,
le this city, and was appointed, about
one year %go t , to the responsible posi
tion of Cofecto of Internal Serene for
this. district, the duties of which be dis
charged with fidelity to the Government and
acceptance Midi fellow citizens. Rehadbeen
in delicate health for tome time, but was al
ways prompt in attending to his arduous du:
ties. .B 0 ate breakfast as Usual on Friday
morning, and remarked that he felt unusu
ally well. While engaged in conversation
with a gentleman in his office, his pen fell
from his hand and he was taken soddenly
He was tested as soon as possible, but his
head fell upon his breast and he became on
conscious. He was soon after conveyed to
his residence on Penn street, where no ex
pired at four o'clock In the afternoon. Rh
disease was paralysit. Notice of the funeral
will be given in this evening's paper.
A Female Rebel
Sallie Pollock, a resident of Cumberland,
Md., who Was convicted on the 11th of April,
by a military commission, of carrying a rebel
mail, and senteneed to imprisonment In the.'
Western Penitentiat7 during the war, was
brought to this city yesterday, by Lieutenant
Meithart, of the th %Vat Virginia regiment.
Captain Birmingham, the Warden of the Pen
itentiary, refused to receive the erlioner on
lose she would be subjected to the regular
prison discipline, and ae the Lieutenant was
not authorized to is act towards her, she
wee placed under charge of Captain Wright
until further orders could bo received (rpm

the wufere on Secretary Chase Just„where
Frank Blair left It of, and renewed the
charges of trend, corruption, stealing, etc.
The introduction by Mr. Dowel of Schenck's
resolution, telegraphed last night, calling on
the President for the papers about. Frank
Blair's appointment, was made the pretext
for a violent ueault on Secretary Chase,
which led to an exciting coons ; the adminis
tration men again and again calling him to
order, and he as often deliberately proceed
ing to violate the rules: till, finally, the
Speaker ordered him to take his seat. As
loan as it was in order Mr. Garfield seised
en opportunity to introduce a resolution reci
ting Mr. Blair's and Mr. Brooks' charges
and thereupon ordering a 'pooled com
mittee of Sr., with power to send for
persons and papers, and are &stenographer to
make a full Investigation of the while matter.
This Is in accordance with Mr. Chase's wishes.
Meanwhile, Mr. Brooks and the Blairs find
aid for their effort to drive Mr. Chase from
the Cabinet in another quarter. A comblos.

under consideration the Senate amendment to
the army appropriatint bill. Mr. Wilson:"
amendment places white and black soldiers
on the same footing. The amendment chang
ing the time at which this is to take effect
from January hut to the first of May, was
concurred in. The House Military Commit
toe, converted by Fort Pillow and Plymouth,
have finally agreed to pay white and black
soldiers alike, and to raise the pay of all to
sixteen dollars ; negroes, holaver, to have
but one hundred dollars bounty. The same
Committee has agreed to pay Paymaster's
clerks twelve hundred dollars to place of eight
hundred as now provided. '

made that Wishbarn's amendment to the Tax
bill, taxing stacks of whist, on heed, can
not be enforced, as there is no machinery for
its enforcement. The bill, however, provides
la one of its sections, that the Secretary of
the Treasury shall have power to collect any
tax imposed by the bill, and to provide ma-.
chinery if it bo lacking.
It is reported that the Attorney General has
decided that colored chaplains are entitled to
the same pay as whits.
