What the former has done and Oleander reveals we believe to be the only true policy in the present emergency, and for the following reasons : We have afloat too much paper money, issued by banking associations all over. the country, to Justify the hope that ) a wholesome condition of the money market can exist for a very long period. Much of this kind of money can never be redeemed either by specie or legal tenders. And among those associations the tendency is nowhere to contraction, but' everywhere to expansion. At the begin ning of the war, as we learn from compe tent authority, the batiks in the Northern States had about one hundred and fifty millions intimidation ; now they have more than low hundred millions. If this process is to go on, or even if It stops where it is, 1 there will be after while such a toppling ' and overturning—such an uprooting of confidence—as this tountry has not seen fora quarter of a century. As a matter of fact, confidence is beginning to wane el ready, for-everywhere the people demand greenbacki and national currency in pref erence to bank notes. Then again, as another evil effect of the expansion of the issues of private banks— as an effect of too much paper money—we have the constantly increasing expansion in prices and an increase in the speculating madness. Reduce the volume of currency four hundred millions of . dollars, and see how rapidly prices will tumble; and see a lso how quickly the mania for wild specula tion will suffer a decline. But perhaps the strongest argument in favor of the suppression of. the issues of private banks is that which is based upon the necemitim of the Government- If we mast have paper money, let,it be the promises to pay of the nation instead of individuals. Let the Government have the benefit of all the circulation of the country. It needs it, Make greenbacks and national currency' I , theanlycirdulatingmediam next to gold and silver, and the national credit is strength ened that much —that is, to the extent that bank notes are displaced. If the four hun dred millions of the issues of the banks of the country are withdrawn from circulation, the value of greenbacks and national cur rency will at once rise. But, is go still farther, if the necessities of the Government should require the bone of say four hundred millions of greenbacks or national currency in addition to that now in circulation, does not everybody see that to do this and at the same time withdraw that amount of bank notes from circulation would be equivalent to • farther loan to the Government. of the four hundred millions without increasing the paper money of the county one dollar ? The difference would be that the Government instead of private individuate would be responsible, and the Government would be benefited instead of its present rivals.
