The result, no man can foretell, but it will be the prayer of every loyal heart that God will help the Right and be with our braie boys when the shock of tat tle comes. And now, ltow do those who hsve not gone forth te battle answer the questloni—What cats we do. to help along the good fight? Is there a duly for us to perform?' and, if so, are we doing It? Everyindividnal must slower those questions for himself Every community most answer for itself. We eon Spook for Pittsburgh and , Allegheny county. lhns far we have done one whole duty. Our young men have voluntarily gone forth into the thickest of the fray, and haveborne themselves everywhere honorably sal well Bat :the patriotism of this community did not stop with the sending forth of our thousands of Union soldiers. We followed them to the battle-field, to the hospital, to ther prisons of the eftemy, and, with noses levies and delicacies, with food and clothing, with medicines and words of good cheer we have encouraged and assisted them. And not them only, but wherever there was a Union soldier in need of help, and it was In our power to help him, we did not pus him by, on the other side. The Pennsylvania Belief Association at Washington was mainly sustaiued by the efforts of Pitts ' burgh men residing in that city, and by the contributions of Pittsburgh merchants and others. After the battle of Pittsburgh Lauding, on the Peninsula, after Pope's defeat, and again when Fredericksburg and Gettysburg were m pde Ibe graves of martyrs, Allegheny county promptly and liberally responded to the oath for relief Which accompanied the new■ of battle We sent stores and mss, and some of those men were oor leading citizens. We can think of two of them, eminent physicians, who laid down their Byes in the good work For nearly three years our glorious Subsistence Committee has furnished a substantial meal gratis to every soldier passing through the city, and, if necessary, a comfortable bed to sleep in. Whole regiments have been fed In one day. Since July, Nal. we have fed 144,000 soldiers! Generally the food has been prepared by the heads of volunteer cooks from the ranks of our loyal ladies. 11mi soldier who has stopped in the city long enough to eat a hearty meal will not • aeon forgot the kindness of the Pittsburgh Subsistence Committee. But our charities did not begin nor end with What we have already enumerated. The records of the . Sanitary Commission and the Christian Commission will show that thou-noble as iodations have been liberally aided by the Willing hands and open punts of the men and women and children of Allegheny county. and, latterly, at the Great Fair - -yta ladlesof"that' good city could point to more than one article of value Which the loyal teen of the Smoky City sent to them greeting _ The new campaign calls.r new efforts by our people. The soldiers who are to fight the coming battles will need help. Ire are getting reedy to help thenm. Already have our local columns carried to OUT read ers the intelligence that the Pittsburgh branch of the Sanitary Commission. has re solved to hold a Public Bair in this eityier the benefit of the now exhanoted treasury of the Commission. H. C. Stebbins, of New York. :::.:MARCH 9 11;54. The able speech of Mr. Henry O. Stebbins, made lately in the Home of Representatives, has created mush sensetion among the oppo nents of the Government. Mr. Btebbine is a loading of New York, president of . the Board of Brokers, and is withal a Dem ocrat. He has therefore unusual claims to be Maud by all patina. Ills speech is an elo quent and unanswerable defence of the Gov ernment credit against its invidious assail ants, chief of whom is Mr. Fernando Wood. Mr. Stebbins, it will be seen, hued his argu ment upon fact and troth, ant not upon spec elation, taking for his text the recorded opin ions of the Secretary of the Treasury, and Opposing them to the (else statements of Wood and others. "Mr. Olume'd avowed and recorded opinions are, that imMalent circulation has been pro. tided—that it cannot be increased except at the hoard of swift destruction to the whole system—dot . charms whatever, tioviiing or increasing the quantity of eircaforieg medium, Wads ie four hundred viillione, •hou:d hr roe sidereal for coo moment." He showed that the $400,- , 000,000 legal tender 5 nor cent. was, like the funded debt, a merchantable commodity, par taking of the character of the English ex chequeriaill—rising and falling In price with the sugMentatl , of interest—lloating as cur rency a few value of money, increasing in value deity with the days after being issued, bat presently absorbed and gone from the snreket, not to reappear until preeented fur payment, on maturity. Had there beau bales in the neighborhood of Fernando Wood's seat, numerous chairs had been vacated under the ring of these Democratic words, vacated with undulatory baste, and biases of leave-taking. The orator then rose with his theme, and treated paper mousy like a &minim:en as well ae a banker. He said "I am taught by history that groat ware have always been curried on with paper money. My judgment and toy experience teach me that:tine country ewenot hose to tie an es caption to this rule. I therefore do not pro • pose to discuss the event:: of • paper money, nor to point out its imperfections. A finan cial spited, the offspring of thie greet neces sity, has grown up. It has been In operation far the past three years. It te interwoven through every part of our industrial system. We cannot abolish It if we would; wo ought not to abolish it If we could. We must wait for peace to prevail before we undertake to pull down the struct u re, and build in its place another. To undermine and destroy it now, would be to bury the nation under its ;mine." Mr. Stebbins next indorsed Mr. Chase's national banking scheme u calculated to strengthen the national credit, to provide mode and means of selling Government debt, to considerable quantities, and to prepare the way for resumption of specie peyme ots and the gradual displacement of the legal tender. And the resumption of spears' payment', he believed, would take plea through the influ ence of the national benklog law without any of the disorders and convulsions which always heretofore haul followed great financial eh.- Ile uttered hie faith in the funded American debt, and beses the faith of the people in the bonds of the United States with economical troth as well a. rhetorical - beauty: the plowed lei& and the homesteads between the Atlan tic and the Missouri, on the public domain of a thousand million of square miles welt of the Missourilnexhaustible mineral§ of coal, iron copper, silver abd gold ; on its .Paelfic RailrOad to tra and cot through this bed of eternal wealth, and to tap the commerce of the Paeitio world; on the enter -prise and Intelligence of the free race that this road, Pais that wealth, and draw off that commerce. - , "Sir " said the orator, "the people believe in this beats of their country's debt. Does it need any prophecy to foretell the fearful disaster that would ensue while this frenzied multitude dashed atthe contracted outlets, and through the crowded corridors 7 Hundreds might be crushed, limbs be broken, numbers suffocated, while thousands might be robbed by the brig ands who had perpetrated tbe calamity for the purpose of plunder. Sir, will any one under take to say that the building is really on fire because of the infuriated cry of fire No,' sir ! And sir, this is precisely the owe of the people of this country. "During the past three years disloyal voices have kept :crying fire against the national finance., and there have been convulsive movements to escape tho leaded calamities said to threaten the paper system, and which Is finally to be entirely demolished. And while this cry continues, and every Imagina ble auxilliary is need to magnetise the notion into each belief, and while the masses are rushing out of the Federal building in mad disorder, a system of pillage has been going forward that defies description, and human ingenuity is lazed to its utmost to keep up the alarm, that the spoils of the villainy may augment, and the opportunity for plunder be protracted yet awhile longer. Sir, it is our solemn duty to assist in 'correcting thie scan dalous state of things. The firetsteri that we are bound to take is to relieve the Govern ment from the fearful position of being a hoarder of gold. "Sir, I repeat with all the emphasis I am capable of expreezing, that in advocating ever] measure for strengthening our financial system: by encouraging the Secretary of the Treasury to persevere in carrying out the ideas distinctly presented in his consul report: by pointing out to the extent of my humble ability the way to roll back the current that has set in such irresieible force against the public credit; by pointing out the vast mimin g. of our country, and showing that an issue of *400,0,10,000 ol aarreney:is only a substitute fur the gold and bank olrenlation It bas dis placed, I fulfil my duty UR a Dom wra , te rep reaeotutive."
