Be fore that company will render its aid which 11 indispensable to the success of the project, it requires, as a guarantee of the success of the road when made, that the lessees of tht Ashta bula and New Lisbon railroad compohy, who we to get up a company under the !general railroad law of Ohio, shall have Wised not -•• less' than thirty thousand acres of eckd lands - gout the route, thereby insuring a 4onstatit wetting of • the reins, and a • corresponding amount of freight and trifle. Thero is already a river route making extra., ordiny efforts to obtain the aid ef the At lantic v snd Great Western Railroad Compa.ny in running a branch from that road to the coal beds of Mercer county, Pennsylvania, and it will require great diligence cod prompt action in all interested in the 'Ohio river route to prevent its suceels. To obviate this the proposed lessees of the Ashtabula and New bon Railroad Company most obtain losses for about twelve thousand acres more of coal hods. Without these Wawa they can obtain no aid from the Atlan tic and Groat Western - Railroad Company; with theta that company stands pledged to aid them in procuring the necessary pecuniary means to build and equip the road. Pine township, 111 that county, has sent nearly enough of volunteers since the last draft to exempt it from this one. The Dispatch will, we hope, give this state ment to its readers, and thus remove no erroneous end discouraging impression De to the progress of this important work in the 23d district. County Teachers' AssoclieUon. The Association met this morning at the Fourth Ward Public School—Prof. Nowell in the coheir. The meeting was opened with prayer by Prof. Whiten) 4 and the minutes of the last meeting - read and adopted. Mr. David Den nison then delivered a lecture on "The Errors of the Selina Room." a n d well of the lecture was practical and well calculated to benefit the Leacher at largo. First, there should be an uniformity of teaching In the same building; that the system of instruction should be enforced, and dissimilar heories discarded as apt to confuse and perple t x. To secure this, Princip h als of schooLs should are full power to systemiae and arrange, and at jail times they should be cognisant of what bears upon this in the departments under their charge There also should be a precise hour fur reci tations; and that should never be deviated from, in order to superinduce regularity and order among the pupils, who, if they knelt the hour of recitation, are es a general thing prepared, and no clash or disorder arises. The demeanor of the pupils should be a source of constant me In the teacher. Habits of politeness and ease of manner. are thus taught, which have a great bearing upon so ciety and the comfort of the pupae in aer life. Comparatively little of that m denesa a ft nd beorishnees in young lade, or hoydenish dis position In girls, so annoying to others would be thus early rectified. Deed humor and kind ness of demeanor, and goodness o heart in the teacher will secure these good results. The lecturer entered into naisiderable detail in these matters. • At the close a discussion on the same topic followed. Prof. Cobenrendorsed the lecture, stating that te demeanor of pupils in tho Rubric schoo h ls of America compared very favorably with that in the most favored COUD tries. Ile enforced vary ably theta high .de of morality would have a very conserving effect on the demeanor of pupila in public: that roughness and disorder would be toned down, and effectually subdued by a constant Watchfulness, end practical and theoretical presentation of moral questions. In a walk up Broadway, one gets jolted and banged about to as groat an extent ea ever before. There is not the slightest diminution in the ebb and low of the great human current in that thoroughfare, though the city has pent to the war upwards of one hundred thousand soldiers. Buildings are .going up seemingly as rapidly as in times of pine*. Wood gives way to brick. brick to brownstone, and brownstone to marble and iron. The large number of gunboats in con struction, and the various government °stab lishmente in the vicinity, have gathered tare I a multitude of iedustrions men, who have 'i contributed another element to the extraan s,- 1 dinar, growth of the city in commerce, m ufactures and enterprise of all- kinds. It is estimated that the population of New York city, with its environs, is ono million other five hundred thousand Fords, larger than any civilised city on the globe, with the single exception of London. It doesn't look much like the grass growing in the streets, as OUT quondam friend Jefferson Davis once predict ed for as, does Br But almost commenuarato with our ad vancement, I regret to record the increase of crime and misery. Tender-hearted people shudder as they glance over the columns of their morning paper, teeming as, they do with horrible cases of murder, burglary, arson and &easter. Thin is owing in a great degree 'to the Police Commissioner imbroglio, whereby the heretofore excellent police systam of this city has suffered severely. Tho Corporation Chamberlain has refused to pay the force (whether by order of the Governor, or either of the conflicting boards, is not known, nor does it matter,) and as a necessary canoe queneerlhe men aro dissatisfiedrand petty lia ble to the charge of dereliction. Indeed there are instances of policemen having beenecen on their beau in a state of beastly intoxica tion. It is not likely WO shall have relief from this sad state of affairs till that talented and dignified body, the State Legislature (Don't you wish yours was organised?' shall see fit to extend it. One would think that that body, if It is bent on doing something for us, might keep us out of difftenlty rather than saddle on us a beeches ere don't require and would not have. Quite an alarm was created in the down town wards a night or two since, occasioned by the sudden breaking out and long tomtit, ning of a most unearthly noise.
