the tests of purity ? I answer, color,

of the Worker be 6, also, to the praC- .

quite useless to' thernovice. if I were
to select for myself from an unknown_

The Department imp the appropriation
in the order the Animal Reports are re
ceived at Harrisburg, and undoubtedly
thetdelay is in eases where the Secretary
was late in forwaiding to County Super=
intendent the Reports; for the Reports
have been promptly sent on to Harrisburg.
*r. A 4 B. Cranmer, Secretary of Mon
roe Board, iwbo is one of the most prompt
in the county, says the, appropriation for
that town is always received at a very
early date. The Uppiopriation for that
township w as received this rear long be
fore some Boards bad made' the Annual

Board in, September . r To.prevent any de

the business of the District that at the or

at once forwarded to the County Superin

SCHOOL 4vrs.--Bunerintendent Wilt
was informed during his term that no More
copies of the School Likv could be furnish-.
ed before the winter of 1818-79. ,
Many directors are asking
,fot. copies,
and a letter has been sent to the iDepart
meat asking for a supply for this county.
The Superintendent his held twenty-one
examinations during the present fall, and
has one more to hold, November 23d.
When , the examinations shall have been
completed, about 550 teachers will have
been examined, of whom probably some
thing over 400 willihave received certifi
cates. Many of those receiving certill-
cates are too poorly qualified, -but it has
been necessary to permit them to teach
in order to have enough to fill our schools
and have a reasduable surplus: More.
than enough to 1,14.p1y the schools have
received certificates. There are from 75 .
to 100 others who bold professional, per
manent or Normal School certificates,
making a total of 500 teachers for our 400
schools.
Many teachers havereglected to apply
for examination,,llch \is surely no fault
of the examinerir4oliki glady license
any number w4ol . ove to ue properly
qualified.
The object of Superintendent thus
far has been to induce teachers\o become
better qualified and have better eaCterts,
by producing and using the best methods,
by systematic, patient self-culture, - 42 by
attending schools.
Doubtless there area few who though
lesSly I ask
. for private examination, en- 1
dorsemeut, or certificates for .riends with
out examination, who do not consider
that, if impar7l and true - to his oblig a -.
tions, a Superi tendent must refuse, but
there is a large 'class of Chronic grumblers
who selfishly arid willtully persist in such
demands, occasionally one who would
bribe or bull4lo6e.
have indivtdual refusals, all may ex
.
pect in the future as in the past, .that no
partiality or neglect of duty will knowing
ly be permitted. To give all an opportu
nity for examination two special examina
tions have been advertised—Troy Nov.
16th, and Towanda Nov. 24d.
The Teachers' Association at Monroe
ton NtArember oth, was a very successful
one, and chlcidedly profitable to ail pres
ent-- The same may be said of all the
sessions during past year. To the retiring
President, J. Andrew Wilt,, is the credi t
largely duo. -
At the time of his election as President
lie was not engaged in teaching, yet was
a regular attendant and worker in the As
iociation, gins manifesting his interest in
the cause of education. We- should like
to see some old teachers of our county
elected President of this organisation, but
they need never expect such recognition
unless regular attendants at the sessions.
A number of the younger teachers of our
- county came from the most distant town
ships during very unpleasant weather, to
attend the last meeting—one toe lite for
the stage walked a number of miles.
These teachers are among the most sue-,
cessful, and they certainly are among the
best qualified as their papers at the last
examination plainly show: .They realize
that the Association is a power for good,
and that it is the duly of each teacher to
aid and encourage it by attending and
striving to become better prepared to win
success. Such teachers will find a way
through any obstacles to obstacles to sue
cess or make it.
We aro aware that, in many - eases,
there are difficulties that prevent attend
ance,, but with far too many the, way is
'plain and easy enough, but the with is
wanting.
Ma. Enrron :—During the summer Va
cation; the Eureka Liquid Slating, with
which we w e e covering the blackboards
of the institiite, gave out before the
boards were covered, Mr. Jamei Platt,
who was paintin g thel building at -tll
time, Made a piepatation which was put
on the.setuaining boadii. -Thus far. they
have answered 'us the f.ame purpose as
those covered with the liquid slating. At
the request of Superintend pt Ryan and
several teachers, I 1141blish the recipe as
given me by Mr. Platt, in the Rlueation

V. S.• Peet, Cynthia Bull, It. A. Horton,

faithful workers, and are doing a valuable

are teaching the first term, and quite as
efficiently as the most experienced. Mr.

reading, use of blackboard for all classes,
analysis in arithmetib and grammar, and

the progress of the pupils, and proud of
the improvement in our schools. •
