There. seems to be every probability of a quarrel between the Adams Express Company and the "Wells Fargo Express Company, growing out of the attempt to settle the responsibility for the recent thefts of two money packages one containing ?25,000 and the other $10, 000. The first package, it will be remem bered, was shipped by the City National Bank, of this citv, to Ball, Hutchins & Co., of Galveston, Tex., and the $10,000 envel ope was sent by Kountz Bros., to the Island City Bank, of Galveston. The Wells-Fargo & Co. Express received the packages here and sent them to Cincin nati where they were transferred to the care of the Adams Express Company, which carried them to Nashville. The bill agreed upon is a combination of Senator Harris' Senate bill and of a measure introduced in the House by Mr. ltayncr. It puts the national quarantine system into the hands of the Hospital Service of the Eevenue Marine. Its lead ing provisious are: First That wherever State quarantine regulations exist the Hospital Service of the Bevenue Marine, under the direction of the Treasury Department, shall have the power to enforce the laws and regulations of the different States. Second Where there are no State quar antine regulations or where, in the opinion of the Marine Hospital Service, the quaran tine regulations ot the State are insufficient to prevent the introduction ot contagious diseases into the United States, the Marine Hospital Service shall repoit the facts to the Secretary of the Treasury, who, if in his judgment it is necessary or proper, shall order the Marine Hospital Service to make sued additional rules and regulations as are necessary to prevent the introduction of such diseases into the United States from foreign countries or in one State irom an other State. If in such event the State or municipal authorities shall tail to enforce such rules and regulations, then the Presi dent may detail officers lor that purpose. AVeckly Statistics to Bo Published. Third That the Hospital Service of the Revenue Marine shall obtain and publish Et.tistic.il information of the sanitary con dition of foreign countries lrom which con tagious and infectious diseases are or mar be imported into the United States, and shall publish weekly accounts thereof iu the ditlerent ports of the United States. Fourth The bill lurther provides for1 consular inspection at foreign ports by sani tary experts in consular offices, who are to supervise the inspection and disiufection of all essels leaving infected ports. The de tails as to the compensation and appoint ment of the sanitary experts are lett to be provided tor in the sundrv civil bill. Fifth The bill provides that whenever au infected vessel arrives at any port of en try in the United States the Marine Hospi tal Service may remand said vessel at its (the Teasel's) own expense to the nearest national or other quarantine station and treat and disinfect the same; and said vessel shall not be permitted to enter any port of the United States until it is pro'nounced tree lrom mlectious disease or danger of conveying the same. Sixth Wherever it shall be shown to the satisfaction of the President that, by rea son ot the existence ot any infectious disease in a foreign countrv.there is serious danger of the introduction ot the same into tne United States, then in such case the President may lor the time being suspend immigration until all danger irom infection lias passed. Havana Harbor Constantly Polluted. Surgeon General Wyman, of the Marine Hospital Service, to-day strongly com mended the visit ot the joint sub-committee of the House and Senate Immigration Comjiittee to Cuba, and thinks that they will gather some valuable information. Havana harbor, he ays, is closed, and is the receptacle ior the sewage of the mili tary and other hospitals, at which yellow lever and other diseases are treated, Snd in consequence is always dangerous.especially in the summer season. The harbor, he says, has frequently been investigated and reported upon by sanitary experts lrom this country, and its unhealthy condition established. The danger from disease in the harbor, he says, is so great that the Plant line of steamers, plying between Cuba and Florida, are prohibited irom cast ing anchor iu the harbor by the Florida laws, aud are required to tie to mooring buoys, as it is considered dangerous to hoist an anchor aboard which has been imbedded in the mud ot Havana barber. At the bottom of the 30-foot well in the rear ot the Darby Library are to be seen millions of globules mine constantly to the surface of the water. Each miniature globe is filled with gas supposed to be natural gas as found in the bowels of the earth west of the Alleghenies. So far no chemical analysis has been maae of the water, but it needs no "nasal organ trained to the odor of gas or oil to detect the odor of both in the water. A number of visitors who called yester day were of the opinion that the water from the well was connected with a subterranean outlet for a vien of gas or oil, ana that as such things were historical lads in the oil country there were no reasons to think that this was not also of the same nature. They further suggested that it would be a paying investment to the directors of the library if they would have the well not only exam ined by chemical experts, but also have the geological position of the strata determined as compared with the position of oil and gas giving sands of the "West. Mentzer was put on trial yester day on a charge of embezzling 51,233 money collected by him as tax on writs and due th Commonwealth during his last year of office. It was shown that the money was collected by Mentzer and was paid to the State by one of Mentzer's bondsmen after suit was brought against him, who'thus entered the criminal prosecution. There was no testimouy offered for the defense, Mentzer's counsel relying on a legal point raised that the indictment was defective because two distinct criminal charges were embraced in one count of the indictment. The court overruled the point, and the jury convicted Mentzer. The case will be appealed to the Supreme Court. Springfield, O., Dec. 2a Special The crusade against the illicit liquor traffic, which is spreading all over Eastern Ohio this winter, has begun here with great vigor. Mayor Charleston to-day issued per emptory orders that the saloons should take down their screens and sell their wares with the same degree of publicity as dealers in drygoods. Also, that the detection of an open back door, through which minors, "habituals" or others with whom the saloon men were forbidden to deal, might do busi ness without using the public entrance. would be grounds for closing the place.
