By the last mail fiom China, he said, the Consulate received nn official reply from the Chinese Govern ment to the monster petition sent by the Chinese of this country to the Emperor, asking his assistance. The communication is signed by Prince Chung, Chief or tne Department of State, and says the Emperor pledges his word to make overtures to the United State Government with a view to opening negotiations that will lead to a reasonable modification of the law affecting Chinese subjects as it stands to-day.
