Dealers Who Hake- Display Counters of the Public Footways Ef TOTAL DISREGABD OP STKEET LAWS The blockading of side waits is a matter which is causing much complaint among the pedestrians on the busy downtown streets these days, and it is probable that Mayor Gourley will take some action in the premises soon if the officers in whose charge i t is fail to recognize the necessity for abat ing the nuisance. Owing to the repaying of several streets in the business part of the city the contractors have filled half the sidewalk with piles of block stone which are a great impediment to travel, but this is considered only a temporary evil and will vanish as soon as the stone can be placed on the street It is the growing custom of many dealers In merchandise to appropriato large sec tions of the walk in front of their stores for the exhibition of their wares and the plac ing of big packages that are inconven iently bulky if inside the building that is causing complaint at this time. Complaints Made to the Uajor. The Mayor has lately received nnmerous requests to compel the storekeepers to carry on their business within their legiti mate territory. At first he paid little at tention to them, supposing they were prob ably the result of jealousy amonii the busi ness men themselves. Finally he directed the ordinance officer to look the matter up and was surprised at the result. At one place on Liberty street the officer reported a big water tank on the sidewalk, fully six feet square, in which an enterpris ing eating house proprietor displayed a col lection of live turtles as an advertisement of the brand of soup obtainable there. The wholesale blockade by the commission mer chants on the opposite side of the street was also reported, but this the Mayor regards as a necessary evil at the present time. But there were numerous places reported where dealers in all kinds of merchandise are simply making the sidewalk a part of their exhibition space, regardless of the rights of pedestrians, on nearly every down town street. Liberty street, Wylio avenue, Wood and Smithfield streets are the worst for the sidewalk nuisance, but others ap pear to need the attention of the authorities nearly as bad. Trouble From Fruit Venders. The most prominent class of offenders, and the ones who cause the most complaint. are the fruit venders, vho in some cases not -I only carry their uusmess out on the side walk, but allow the refuse or waste irom their stock to lie on the street in front. One case reported to the police yesterday was of a dealer in notions and jimcracks on Smithfield street, who displays his bargains in little baskets spread out over the pave ment. On "Wednesday evening a young man was arrested tor appropriating an article from the sidewalk display. When brought before the magistrate yes terday morning that official, alter learning the story, discharged the culprit and at the fame time gave the dealer to understand that he must not tempt people by placing his goods on the street where he could not keep an eye on them. The Magistrate's caution was the same cs that given by the Judge in the Criminal Court some years ago. It was before the late Chief of Police Gus Braun had issued his famous order tareqnfc, sidewalk ob structions and swinging signs. A Decision by the Court. A Smithfield street shoe dealer had a man taken into court for stealing a pair of bro gans. In the evidence it was brought out that this pair of shoes with manyothers had been displayed from an awning post on the sidewalk, and that it was only by acci dent that the proprietor of the store discov ered the theft The Judge charged the jury for acquittal, saying a storekeeper had no right to display his goods on the street where they would be a temptation to a poor man or a morally weak man to steal them. Chief Brown has caused several crusades against sidewalk obstructionists since he as sumed his position, and the Mayor expects he will do so again when his attention is called to the nuisance as it was to-day. Other wise it is possible the Mayor's officer will be instructed to proceed against the offend ers under the ordinances covering the case. Killed In a Stone Quarry. R, H. Huddleston, one of the largest property holders in the vicinity of Laurel station, was killed by a stone falling on him while superintending the work in his quarries. In reports published on the day following the name was given as B. H. Pat terson. The remains were interred yester day. Last Slonth'a Fire Beport. Chief Humphrey's report of the Bureau of Fire for June shows that during the month there -were 27 regular and 26 still alarms. The losses amounted to a total of $4,575. There was used at these fires 13,100 leet of hose, of which seven sections bursted. City Attorney Moreland has thoroughly examined the. court records and has pro nounced the title of the new Poor Farm property to be perfectly good and legal. The surrey of the land is now being made, and wUl be completed in a day or two. After that is done and the exact number of acres in the tract is ascertained Chief Elliot will authorize Controller Morrow to pay over the money to Captain Neeld. Then the work of making and selecting designs will be commenced. The competi tion among the architects will be confined to local talent, and they will be guided by Chief Elliot's ideas of what a modern charitable institution should be. There will be no effort to attain fancy effects, all the points must be plain, substantial and designed for utility above all things. Plain hard-burned brick will be used, and as little stone for decoration purposes as possible. It is not the intention, however, to make the buildings unsightly. The artistic effects will be attained in the grouping arrange ment and general exterior of the place as a whole. Since the city became the virtual owner of the new farm there have been a number of persons after the coal which underlies it One man has offered 9100 an acre for the privilege of mining the coal, and is so per sistent in the matter that he won't take a refusal. Chief Elliot declares that not an acre of the coal shall be sold. He is satis fied that gas can be found by drilling for it, and that he will be thereby able to save 54,000 or $5,000 a year in fuel, but he thinks the day may come when coal will be needed and it will be cheaper for the citv to mine her own coal than to pay other parties a profit GBAND LODGE OF TEMPLAB8. In the meantime Poertsel lodged an information against him and when he was released yesterday he was rearrested. Tribulations of a Baker.
