IT HAY BE A .POLITICAL ISSUE, If the Desires of the People Interested Are Not Eespected. A HEALTHY TATEONAGE A CERTAIXTT. R. S. Myers, a carpenter living on Forbes street near the Fifth avenue mar ket house, has hit upon a plan of letting the city officials know that the citizens in that -vicinity want the market house opened again for the purpose for which it was built. He believes that the people in the neighborhood would patronize markets, if they were near at hand, and in order to prove or disprove what he believes he stated yester day thit he thought it would be a good idea to have books at the polls at the next February election, in which every voter could write his name "for" or "against" opening the market house. In explaining his plan he aid: "The city could prepare blank books at verv small expense and have them on a table near the election stand. The news papers would explain beforehand what they were there for, so that it would not be neces sary to have a man to take care of each one. My idea -would he to have two col umns on each page, one to be for and the other against opening the mar ket house. Voters could then write their names in whichever column they desired, and if a sufficient number should be in favor of having mtrkets, the city would be justi fied in refusing to make the proposed lease with the militia. It would certainly be fair and would relieve the city officials of all responsibility VThy the Market Was Xot Patronized. "They claim that the market house was not patronized when it was open, and in answer we have the statements of former stall keepers, as well as good citizens, that the fault was with the city officials. It looked more like a sheep pen than a market house, and was lust about as inviting. It was a shame to take a public building need for public purposes and use it for a concert hail, but there was no use protesting because the people that had the May Festival and similar entertainments belonged to that gilt-edged class that are in the ring and run the citv. "The trouble with Chief Bigelow is that he is all theory and no practice. He wants thincs to look pretty and make a big show, recardless of whether they are useful or not. Tf he would give a little of his attention to things outside of Schenley Park, it might be better for the people of Pittsburg. I have no fault to nnd with the park, but I think it is an outrage for an official to do nothing but think up things ne can buy for it. The biggest disgrace of all. however, was making a stable out cf the market house for a lot ot animals that he calls a menagerie. The next thins we know he will want to pve ns a garbage furnace right in the center ot the city. The Proposed Military T-ase. "The Kiehtenth Regiment ard Battery B are all right, but it is a ridiculous idea to give them a lease on the propertv for CO rears and only reouire a ?i0,000 building to be put up. .Their agreement is that the ity is to get half the profits for entertain ments, but that wouldn't amount to'enough ' to pav the clerks that would have to watch it. The city might as well make a present of the ground to the militia as give them the proposed lease. It is Nothing but a scheme to get a site in the city's name, so that there will not be any taxes to pay. If Pittsburg would sell that ground they would get more than 540,000 in return for "taxes in the next ."i0 years. "The most important argument against making the lease, however, is that the peo ple in the nieventh and adjoining wards want their market house opened and they want it done right away. If it isn't done, ft will be because some people are nfrard their street car lines would miss a few fares, if the people outside of the center of the city were accommodated. There are enough "huck sters driving over the streets now to run a market house without any others and the majoritv of them, it is said, would willingly pav the small rent to pet a stalk The argument is also made that the people who cannot get stalls in the downtown mar ket house would move out Fifth avenue.
