Among the papers presented 3nd referred in the Senate cre resolutions of the military order of the Loyal Legion of the United States, adopted at St. Paul, Minn., pre sented by Mr. Manderson, urging the com pletion, at the earliest moment practicable, of a "navy sufficient in ships and armament to command and enfoice the respect due the flag of this nation the world over." A num ber of bills of only local importance were then introduced. A communication from the Court of Claims, transmitting awards in certain Prench spoliation 'claims cases, was pre sented and gave rise to discussion as to what committee it should be referred, Mr. Mitchell and Mr. Cockrell arguing that it should go to the Committee on Claims, and 3Ir. Hale and Mr. Allison stating that for teveral years past the Committee on Ap propriations had had jurisdiction of those cases, finally the matter was referred to the Committee on Claims. Mr. Stanford, accompanied by his col league, Mr. Felton, advanced to the clerk'i desk and took the oath of office for his ntw Senatorial term. Senator Stanford's Lilt or Bills. Senator StanfonHhen introduced his bill of last session appropriating $950,000 for the extension of the Executive Mansion, in ac cordance with plans prepared by Mrs. Har rison. He also introduced bills for the erection of public buildings at Fresno, Ala meda, San Diego, Oakland and Los Angeles, Cal., and Ogden, Utah. 'Also his bills of last session appropriating 51,000,000 for the establishment of a gun factory on the Pa cific coast; and to provide the Government with means sufficient to supply the national want of a sound circulating medium. Senator Turpie introduced a bill appro priating $1,COO,000 for the erection of a pub lic building at Indianapolis. Senator Gibson, of Louisiana, reintro duced, with slight amendments, his bill in troduced early in the present session, ap propriating 510,000,000 to improve the navi gation and afford safety to commerce on the Mississippi river, and to prevent destruc tive floods. Amendments consist of only two unimportant verbal chances. The House concurrent resolutions for the payment of the December salaries to em ployes of Congress, on the 24th, inst, and tor a holiday recess from to-morrow until Tuesday, January 5 were presented and con curred in, and then, after a short executive session, and as a mark of respest to the memory of the late Representative Ford, of Michigan, whose death during the last re cess had been formally communicated from the House, the Senate, at 11 o'clock, ad journed until to-morrow. A Number of Officials Confirmed. During the executive session the Senate confirmed the following appointments: S. B. Elkins to be Secretary of War; Enos H. Eebeker, of Indiana, United States Treas urer; J. C. . Legare, Refiner of the United States Mint at Kew Orleans; J. C. .Qulnn, Collector Internal Revenue for Flrsl Cali fornia district: William T Brooks, Colleoi tor of Internal Revenue for the FirsfPenn sylvania district; W. E. Simonds, of Con necticut, Commissioner of Patents. All the military nominations, 202 in number, received up to the present date, were also confirmed. The judicial nominations were not considered, as tney nave not yet re ceived action by the Committee on the Ju diciary.
