C, Dec. 19. It being understood that there would be but a short sevdon of the Home this niorning,the at tendance of members was very small. The Committee on Utiles held a brief meeting ami determined to report to the House a rule empowering the Speaker to appoint the committees of the list House, with fol lowing changes: The membership of the Committee on Ways and Means increased from 13 to 15 member:, the Qiiadro-Centen-nial Committee from 9 to 11 members; the Committee on Indian Depredation Claims'to be dispensed with. The journal having been read and ap proved on motion of Mr. McMillin, of Tennes-ce, a concurrent resolution was agreed to, providing for a holiday recess from Weunetdav, 2.?rd inst., until Tuesday, 5th proximo. Mr. McMillin, of Tennessee, from the Committee on Kules, reported the rule deisnating the committees of the IJoue and the membership thereof. Sir. McMillin made a brief statement in ex planation ot the report. The membership of the Committee on "Ways and Mean was increased from 13 to 13. The reason for this was the tact that sinci the number had been fixed at 13 there had been a large increase in the membership of the Houe. The committee on quadro-cen-tenuial has been increased from 9 to 11, and a similar increase has been made in the Committee on Immigration. The Commit tee on Indian Depredation Claims had been abolished lor the reason that at the last Congros a law had been parsed submitting alie-e claims to the courts. The name of tbe Committee on Commerce has been changed to she Committee on Inter-State and Foreign Commerce. The method of designating chairman of any committee was cliansreil in tln: iormerly, in the event ot the death ot a chairman the second member succeeded to the office. This was changed liv civmg the appointment of the chairman to the SpeaVc. Mr. Surinser, of Illinois, suggested that the designation of tbe Quadro-Centennial Committee should be changed to the Com mittee on the Columbian Exposition. Mr. McMillin jocularlv remarked that it might be called the Committer on the Chi cago Imposition; but he had no objection to tbe change proposed, and the suggestion v as agreed to. J.ne report was then adopted. Mr. EnJoe, ot Tennessee, ottered a resolu tion for the appointment of a special com mittee of five members to inquire into the charges made against the Commissioner of Pensions and the administration of his office. Iteferred to the Committee on Rules. Mr. Chipman, of Michigan, announced the death ot his colleague, Melbourne II. ford, and in respect to the memorv of the deceased, the House adjourned at 12:44' o clock, till Wednesday, with the under standing that on that day no business shall be transacted except that referring to the reccs resolution and to the announcement of committees by the Speaker. The Urazilian Minister has formally notified the Secretary ot State of the desire of his Gov ernment for an extension of the time for the exebange of ratifications of the arbitra tion treaty formulated by the International American Conference. This treaty has lapsed by reason of the failure to fully ex change ratifications within the specified limit of time Other Snath American countries have also expressed a desire lor an extension of the period of ratification, and the proposi tion is warmlv indorsed by this Govern ment. The President advocated such a course in his recent message to Congress. The extension of time can be secured only by the concurrence of all the countries con cerned, and the diplomatic agents of this Government are now striving for that ob ject.
