THE PITTSBURG DISPATCH, FRIDAY, DECEMBER 18, 1891. A PROUD POSTMASTER. HcKean Pleased With the Showing Made fcv the Postoffice. MANY IHPEOVJQIEKTS WROUGHT. Advantages, of the Fast Mail Train That lias Just Been Secured. BUST KOTC WITH CHRISTMAS TKESENTS The new furniture for the second story of the new postoffice building is expected to arrive in Pittsburg this morning, and the Pension office, the Internal Kevenue Col lector's office and the Collector of Customs' office will be removed there at onco. Xew carpets were placed upon the floors yester day, and the rooms will be magnificent when the furnishments are arranged. The entrance to the postoffice is to be covered with boards for the winter, and now and additional lights are being constructed cbout the place. The importance of the Pittsburg postoffice Is growing rapidly. In postoffice business Pittsburg stands us the ninth city in the United States. The city is thirteenth in population. New York stands first in post office business, with Chicago, Philadelphia, Boston, St. ionis, Cincinnati, Brooklyn, Baltimore and Pittsburg following in "the order named. The sale of stamps, postal cards and stamped envelopes by" the 2sew York postoffice for the last year amounted to S6,3SG,521 29. The sales in the Pittsburg office amounted to ?5G8,536 28, or an increase over last year of 57,000. The expenses of the Pittsburg office for the year consumed 42 per cent of the gross receipts of the office. The expenses of the Philadelphia office were 52 per cent of the receipts, arid the expenses of the Brooklyn office were 72 per cent of the receipts. A tong-relt "Want Supplied. Postmaster McKean received many warm congratulations yesterday from bankers and business men onthe department having suc ceeded in placing swift mail facilities be tween Pittsburg and 2few. York. The new tervice is considered of the greatest impor tance by the bankers and business people. For tome time the Postoffice Department has been laboring with the Pennsylvania Railroad Company to induce them to put on another mail train similar to the one that is now known as 2o. 7, to leave New York in the morning, so there would be two exclu sively mail trains, one leaving in the morn ing and the otner in the evening. All the necessary arrangements have now been made aud the new train will com mence December 20. It will consist of four of the Pennsylvania Company's latest im proved postal cars and will be run as the first section of what is now known as the New York and Chicaco Limited. It will leave Kew York at 9 o'clock A. M. and ar rive in Pittsburg at 9:10 p. si. and in Chi cago at 9:43 A. m. the following morning. How Delays Were Caused. Heretofore the limited has carried but little mail, only such as the small baggage apartment in the composite car would "hold Alter the baggage is loaded, and sometimes the baggage is so heavy that there is no room for mail which necessarily- has to be held for the next train, causing a delay ot several hours in reaching its destination. Under the present system the train leaving New York at 4:30 A. ai. and arriving in Pituliurg at 8:10 r. si. has three postal cars and the one leaving New York at 9.-0G A. si. arriving at Pittsburg at ll'i has two cars and the limited has none. Consequently the bulk of the through mail for this city and points west of Pittsburg is held over for the 11:55 p. si. train- "With the new train all the mail will be brought to Pittsburg and pass on through to Chicago, as one of the postal cars will be taken on the limited and the other cars sent through to Cincinnati, Indianapolis and St. Louis. The public knows but little of the working of the postal service, especially on the rail roads, but when they consider that it now lequircs seven large cars to carry the mail that now arrives in Pittsburg from the East in the morning and five in the evening they can realize the importance and magnitude of this important branch of the Postoffice Department. Officials Entitled to Credit The officials of the Postoffice Depart ment who were most instrumental in secur ing ice new ana unproved service are Hon. .T. Leon Bell, formerly General Su perintendent Railway Mail Service and now Second Assistant Postmaster General, Tames Ewlin, formerly Superintend ent Railway Mail Service at Chi cago, now General Superintendent, It. C. Jackson, Superintendent at New York, and Postmaster JIcKean, of this city. These officers have been energetic in their efforts to convince the Pennsylvania Bail road people of the advantage such a service v ould be to the public Postmaster SIcKean yesterday issued a number of suggestions to the public regard ing the use of the mails during the holiday peason, to avoid the annoyance of Christmas gifts being delayed or lost, with the state ment that in case of loss or delay a report should be made as early as possible to the clerk in charge of the inquiry division, on the Third avenue corridor. A harbor tug losing some barges the other day by contact with the mounds in the Ohio river renewed the interest" to a considerable extent among navigators relative to the issue of suits now pending to render sand diggers amenable to the United States for obstructing the channel. A Government engineer states that the piles left by these modern mound builders cannot be raked down and distributed after they have stood awhile in the water without entailing much labor and considerable expense, and they are very annoying and dangerous im pediments to navigation, nullifying much of the good work effected bv the Davis Island dam, and he says the nuisance must be abated or in time " it will destroy the harbor. In view of this opinion it seems strange that no use can be devised to which the coarse gravel can be put At present the .sand diggers cannot find a profitable mar ket for the coarse gravel while within easy hauling distance the suburban roads are hub-deep with mud after every wet spell, and it is suceested that were the diggers to find sale for the gravel at a price that would barely compensate them at the landings thai it could be with profit put on these roads. Through Central"Ohio there are hundreds of miles of graveled ' roads that are superior to any in this county outside the cities arid they are made exclusively of gravel. The supply is taken lrom a gravel ridge that runs through sev eral counties and so anxious are farmers for there "pikes" that they build tramways on which the gravel is transported for many miles. The result is that farms lying im mediately along them, though remote lrom Cincinnati and Cleveland 150 miles, sell for more per acre than do Allegheny county farms five miles from a railway. If the roads in this county were built so that two horses could haul more than tour now can, farmers could haul manure from the city and make their farms raise produce instead of mortgages. The mortgage crop is about exhausted, as brokers do not care to advance more than 30 per cent on ex clusively farming land, and that limit has been reached. There are within an hour's drive of the city many farms that were left to the occupants by their parents, that are now mortgaged, and the owners have a hard struggle to keep their families after paying interest There is a screw loose somewhere. CABLES FOE MONEY. Lawyer Monaghan's Nam 9 Signed to an Australian Message. "West Chester, Dec. 17. fyecial' B. Jones Monaghan, the missing "West Chester lawyer, may be found, or someone may be trying to victimize his family. His wife at noon to-day received the fol lowing cablegram from Sydney, Australia: Love to vourself, Francis and Walter Cable inc $5ii0. Eobert Joses Monaohas. Robert E. Monaghan at onci cabled for a description of the man who sent the cable gram. Relatives fear that it is an effort to get the $500 by a swindler, principally be cause the missing man was never known to sign his full name as was appended to the cablegram. Francis and "Walter, named in the mes sage, are Mr. Monaghan's children. The news of the message has created intense excitement here. For some days there has been a rumor here that Mr. Monaghan might be in Australia. This rumor may have been set in circulation by someone in league with the person sending the tele gram.
