UNITING FOE UNIVEBSAL SUFFRAGE Lady Henry Somerset, the most promi nent temperance worker in England, who is a delegate to the "World's "Women's Christian Temperance ITnwn meeting at Boston on Xovembcr 1C, will lecture to the English and "Welsh iron workers in Pitts bnrc nejct Sunday. Lady Somerset is in England what Frances E. "Willard is in America. She leads the temperance forces of Europe, and her visit to this country to attend a world's convention is the signal for more concentrated action against the liquor traffic than has hitherto been thought of. The Boston meet ing will be the first of its kind ever held. The World's Women's Christian Temper ance Union has been in existence for several vears, bnt little united work has yet been done. They now hope to become an organ ization in fact, that will battle for temper ance, the suppression of vice and universal suffrage. Their Efforts Outlined. In outlining the work to be done, Sirs. Brice, Allegheny county's Secretary, said: 'The National "Women's Christian Temper ance Union is increasing rapidly in num bers. It has spread to every State in the Union, and in order to broaden its scope Mrs. Mary Clement Leavett and JMiss Jessie Ackernian have been traveling in Europe as all around the world missionaries. They have organized many unions in England Trance, Switzerland, India and Africa, and the coming convention will have delegates from all those countries. 'The principal question to be discussed are the liquor trafiic and what steps can be taken to secure the right of suffrage for women. Ideas will be interchanged, and where one country has found a plan success ful in their work, the other nations will adopt it. FrancesE. Willard, who is Presi dent of the World's Union, as well as the national organization, has designed the meeting, and on the arrival of Lady Somer set at if ew York, showed the object of it by presenting her with a world of roses en circled by a white ribbon. They Will Meet Together. "At the same time that the World's Con vention is held in Boston the Xational W. C T. U. will have its annual meeting in the same city. This will give the American leaders a chance to meet their co-workers from abioad and to adopt whatever plans are suggested. One of the questions to be discussed is the Keeley cure. It has been praised and condemnedalternately by tem perance women, and at this meeting it is hoped that witnesses will be secured who will prove conclusively its worth. The old question of women's suffrage will be brought up and the platform on which the organiza tion has been built will be reaffirmed. "I do not think, however, that any steps will be taken to bring back the Women's Alliance, which left the Union on account of politics. The Alliance will meet at Brooklyn ai about the same time as the Union is meeting in Boston, but it is not likelv that either will recognize the other. "Thj meeting of the World's W. C. T. U. and the national branch, makes the event Opc of the most important temperance rnoves of the century. That an organization pn which the sun never sets is working to gether for one great object is the strongest proof that success is in the future. The ob jects of the Union, I think, will be broad ened and a more determined effort made, to secure a ballot for women. We feel that with the right to vote, prohibition would soon ie a lawand for that reason we demand suffrage." MUST DBOP ONE OFFICE. Thomas Sample Cannot Bo Hoseman and Firo Bureau Clerk, Too, The Committee on Public Safety of Alle gheny met last night and had rather a lively talk over the question of paying a salary to Thomas G. Sample, who acts as clerk for the Fire Bureau. When the question of ap proving the pay roll came up, Mr. Simon objected to it because Samples name -n as on the roll as a hoscman and clerk and he had not rendered any service. Mr. Drum moved to approve the pay roll with the exception of the name ot Thomas G. Sample. Chairman Home re fnsed'to entertain the motion. Mr. Bora then moved that the pay roll as a whole be approved and that, the question of Mr. Sample's performance of duty be referred to the sub-Coniniitte on Fire. This motion was adopted. Mr. Simon then moved that the Chairman and Clerk prepare an ordi nance abolishing the office of Clerk of the Fire Bureau and the motion was carried. Mr. Thomas A. Parke called up the ordi nance requiring the use of smoke consumers at manufactories and other establishments. This ordinance has been buffeting about in the committee for a long time. The ordi nance was made to read that it takes effect from July 1, 1802. and was affirmatively re turned to Councils. An Insurance Agent In Jail. J. D. Lupher was committed to jail for trial at the December term of court by Alderman Eeilly last night, on two charges of embezzlement. Lupher is the man ar rested last Thursday and held by Constable Mclnernyat the Sixth Avenue Hotel until Saturday night, when he was unable to get bail and was placed in jail for the hearing last night He is a Chicagoan, 38 vears of age, well dressed and of gentlemanly bear ing. He was an agent of the Equitable Assurance Company, whose local agent, E. A. Woods, preferred the charges against him and who alleges he retained about Sl,r00 of the company's money. A Long Lost Brother. Mrs. Egbert Jones, or Shalcrville, Thirty fifth ward, has just received a letter from a brother, William X. Cutter, whom she has not seen lor 45 years. She has not e en heard from him for over 40 years. During that time he has served in the late war, been in the regular army and is now con fined in the Soldiers' Home at Los Ancele, CaL, suffering from a wound. In his letter Mr. Cutter expresses n great desire to ce his sister and says he will come to ritts burg as soon as possible. Depository Donds Approved. The Finance Committee held a short meeting yesterday afternoon and approved the bonds and securities of the city deposi tories, the Freehold, Farmers Deposit, Alle nheny National and First National banks. The claims for exoneration of taxes of Robert Arthurs, K P. Zanes and Mrs. Brid get Daly were referred to the Controller and City Solicitor to consider and report back to the committee. t Chanrrd With Stealing n Watch. Simon Kanflhinn, of the East End, was given a hearing befoi e Magistrate llyndman yesterday afternoon charged with larceny by Alexander Smith, who, with several witnesses, testified that Kaufiinan stole a feilvcr watch from his vest that hung in a new house on Carver street. The regular meeting of the Allegheny Board of School Controllers was held last evening. The report of City Superintendent Morrow for the month of October showed that there was an enrollment tor the month of 13,400 pupils, with an average attendance of'll,727. Upon the nominations of new teachers a number of new teachers were elected. In the First ward, Miss Minnie Donahue and Miss Annie AVarren were elected addi tional teachers. In the Second ward, Miss Lillian Gazzam was elected in place of Marion Kadcliffe, deceased, and Anna Lyons and Estelle Murdock were chosen in place of Jennie X. Calhoun and Jessie F. Palmer, resigned. Nora Amberg was elected in place of Blanche Thornberg, re signed, and Lide Boardman was chosen for an additional leacher. In the Fourth ward, Bertha Kaltenbaugh and Hattic Brown were elected additional teachers. In the Fifth ward, Miss Mabel Montsier was elected in place-of Jessie Mahaffey, re signed. In the Seventh ward, Catharine Klin court was elected an additional teacher; in the Ninth ward. May Stemman, and in the Tenth ward, Miss Wolf, Anna Wilson and Jennie Irwin. In the Eleventh ward,,Emma J. Ruppert was elected in place of Georgie Mclntyre, resigned. In the Twelfth ward, Miss Marshall was elected an additional teacher, and in the Thirteenth ward, Miss Lizzie McKee. On motion th nrinciDal of the Seventh ward was promoted from the second class to the first, on account of the increased num ber of pupils in the ward, thereby increas ing his salary from $1,400 per annum to 51.600. Margaret C Davis, a grammar school teacher of the Second ward, was promoted to the position of High School teacher on account of her length of service. The Committee on Teachers and Salaries submitted a report recommending that tbe salary of Miss Seigmiller, teacher of draw ing, be increased trom 5800 to $1,000 per year, but the report was not adopted. The report of the Committee on Evening Schools, recommending that the schools be "opened on November 6, and that the same salaries as last year be allowed the teachers, was adopted. The Committee on Library reported that last month 2,089 books were issued and 60 new books purchased. The bill of J. B. Blchards ftr $357 Jo for printing the School Controller's annual report was approved. The High School Committee met and granted Miss Gregg, of the Second ward, six months' leave of absence on account of ill-health. THE SCHEME DENIED. W. L. Mellon Says a Pipe Line May Be Built Some Time. The new pipe line from the Southwestern Pennsylvania oil fields to the railroad is at present an indefinite thing. Yesterday W. L. Mellon was spoken to concerning the line. He said: "The whole matter grew out of the fact that some time ago I made arrangements with the Beading Bailroad Company to carry our oil, but since then the agreement has been broken. Such a pipe line may be built some time, but at the present it is foolishness to talk about it. That a company has been or ganized and all the details of the line ar ranged is entirely false."
