Smoke consumption was the subject under consideration at the meeting of the Com mittee on Public Safety yesterday after noon. There were two ordinances to con sider. The first was that presented by Mr. "Warracast'.e, compelling manufacturers to adopt smoke consumers in usi-g coal. The fcecond as presented by Mr. Kobertson at a recent meeting of Councils, allowing rail roads iu the city to use coal in their locomo tives provided consumers were put on. The latter was affirmatively recommended to Councils without any discussion. Hut Mr. "Warmcastle'b bill met with opposition. Mr. Brow n I am opposed to the immedi ate approval ot this ordinance. It lias not yet been shown that the smoke consumers it a success as applied to manufactories. It uould be an outrageous injustice to our big manufactories to compel them to make costly e:periments with smoke consumers. To make such a law for immediate enforce ment would drive some of our big firms out of business. At a plant like one of Carnegie's or Moorhead, McCleane & Co.'s iron mills it would cost from 540,000 to STfl.OOO to equip a smoke consumer. It is peuerally claimed that a consumer has not yet been devised that will work well on puddling furnaces, and vet even-one knows, or should know, that puddling furnaces emit a greater olume of black smoke than any other department of a rolling mill where bituminous coal is used. While wc are all anxious to get rid of the smoke Me should not attain our end at the expense of the manufacturers, who contribute so largely to the city's prosperity. I move that the consideration of the ordi nance be postponed until the regular meet ing of the committee in December. Air. Charles Gearing, of the Southside, has of fered to put smoke consumers under a set of boilers at the Bedford pumping station and take as his pay the amount saved in seven teonths.
