Melbourne Quietly Gets Up a Bain and Spoils Signal Service Predictions. Kansas City, Mo., Oct 17. It is be lieved that Rainmaker Melbourne has played a trick on the local Signal Service observers, who are much mystified over a rain which feH here yesterday morning. The indications for the past three days have been clear and wanner. At 6 o'clock there was not a cloud to be seen, but at 6:30 it was pouring down rain, with heavy wind and thunder. At 7 o'clock it was clear and there was no depression of the barometer. It is now asserted that the rain was due entirely to the efforts of Melbourne, the rainmaker, who, it is-alleged, has been working secretly here for the past three days, and whose work was crowned with success. A dispatch from Topeka says: Governor Humphrey is in receipt of a letter from Stockton, CaL, from an individual who mens himself Michael Cahill, who says that Melbourne, the rainmaker, is an imposter and is infringing on his rights, he having applied several years ago for a patent on his discovery. Cahill claims to have been SO years in "developing his discovery, and says he laid the matter before the Australian Government, when Melbourne discovered a, part of his secret He says when the ground is damp and the stratum of air next the earth contains vapor, Melbourne's operations fail, but as the art was explained by him it never fails.
