Both branches of Allegheny Councils met last evening and considerable business of a routine nature was transuded. In the Sleci branch the interest centered in a resolution presented by the Finance Com rlittce instructing the City Controller to notify Councils in advance of the expira tion of the time when existing contracts Mith street railways can Je modified, and in the report of the Auditing Committee's report of the investigation of license and witness fee accounts. On the call of the wards Mr. Loire presented an ordinance providing for the transfer of ?C,000 to the sewer fund. This was referred, as was also a plan oficrcd by the same member, for a fence along the Vt. Wayne road through Woods' Kuu A resolution was adopted dirccting-tbe city ricrk to procure the necessary tickets, poll books, etc, for the- special election on the question of increasing the city debt. When Mr. Kennedv.for the Finance Com mittee, presented a resolution, instructing lie Controller to notify Councils of the aspiration of the time when new contracts can be entered into with the street railways of thU city, there was but little oDposition to it. A motion to postpone action wai carried without objection, but later Mr. llcrricks, who was not present when the mat'cr was brought up, entered the chamber and moved a reconsideration. Mr. Kennedy made no objection, and stated that he wa in favor of a general ordinance on the subject similar to the ordinance in force in Pittsburg- He thought the street car companies were taxed enough. Mr. Ucaricks t,aid that the resolution did not refer to taxation; that it merely directed the Controller ti Councils three raonthstiu advance of the expiration ot contracts with street car companies. Mr. Kennedy thought this would work an injustice to the first com pany irhoe contract expire, as it would cause considerable delav. A motion was made to reier the resolution back to the committee, with instructions to report a eoneral ordinance on ttic subject. Mr. Jiin--tein offered an amendment simply referring the resolution back to the Finance committee. A wrangle then ensued, and the matter was finally settled by the adoption of an amendment striking out the provision that estimates on the val-.i of franchises be based upon the value of the roads. KILLED THE CITY AUDITOR. The ordinu-ic for creating the office of citv audito- was reported unfavorably on and tndefuv 'ely tabled. A numb r ot uniraportantordinances were passed, and those providing for the building of a retaining wall on Perrvsville avenue and regulating weiglimastcrs' fees, were referred back. TW ordinance of Common Councils pro viding for the opening and widening of Euclid avenue was called up by Mr. Ken iwdv. and it cani considerable discussion. Tt was explained that certain parties wanted to lay out lots along the proposed Mreet, and both Kennedies favored post poning action on the ground that the city would he involved in damage cases. To tfiis Mr Lowe arcaticallv replied that the Ridceview Land Company could get streets opened at any meeting of Councils. Mr. Arthur Kennedy said he did not know that This was true, bii. Mr. Lo-vc replied sharply that he new that it was. The ordinance was referred hack. Council refused to appoint a committee of conference to meet a like committee from the Common branch on the postoflice site net t ion as the Common Council resolution tjonteiuplated the use ot the city square. A solution was then passed to appoint a tApmmitlee to consult with Congressman f-Jtone on this question. The Common Jjonncil resolution to appoint a special com-.-tittee to revise the street nomenclature was referred to the Committee on Streets. The resolution to appoint a committee to pre jwire a memorial on the increase of the city debt and arrange lor a mass meeting to dis cuss the question was adopted. In the Common brauch a large number of ordinances and resolutions pertaining prin cipallv to street improvements, etc., were intr. tluccd, among them being a resolution to transfer 518,000 from the contingent to the Police fund. Several ordinances of minor importance were passed. The resolution relating to the erection of a joint citv and Government building on the Southwest corner of Diamond Square was returned with the non-concurrence of the Selects. A committee was appointed to confer with Select Councils on the subject. The resolution of Select Councils o sub mit the question of increasing the bonded debt of the city to a vote was concurred in. A resolution" providing for a mass meet ing to explain the object of the proposed in crease in the bonded debt and authorizing the printing of circulars explanitory of the scheme was adopted Fa her L-mblng's Narrow Escape. Rev. A. A. Lambing, of Wilkinsburg, had a narrow escape from instant death yes terday. He had stepped off a train on the Pennsylvania Railroad at his home, and was about to cross the track, when a train west bound came dashing past. Father Lambing had only time to squeeze close against a car ofthe stationary train, while the other passed at full speed. He held his coat to prevent its being drawn by the wind to the other train, and'thus escaped. He told the boys in his school afterward that it was the narrowest box he was ever in in all his life. Fisher s. Fisher I Settled. Alderman McCxierney, of the Eighteenth ward, gave a decision last evening in the case of John Fisher, Jr., vs. John Fisher, Sr., a suit brought to recover an amount of money due as interest to the younger Fisher on the Fisher estate. The decision was in favor of the defendant. This suit became prominent when it was brought up on Mon day. Arch J. Itowand represented the dc feube. Amerota Alto Wanted In Italy. Francisco Amerosa, the Italian who is wanted by the police for the murder of Francisco Antonelli on last Sunday, is also wanted on the same charge at his former home in Italy.
