The Dispatch at frequent in tervals has produced facta and figures show ing the srea necessity of such an institu tion. This has led to an earnest considera tion of the subject by prominent men, offi cial and otherwise, and from one and all came uqualified approbation. It has been shown that the desire to bathe on the part of persons to whom the proper places are unavailable has rcsnltcd in the destruction of more life than all the great mills and fac tories surrounding I'ittsburg, and as much as the railroads all over Allegheny county, have destroyed. The rivers are frequented on warm even ing by scores of men and boys eager to take a plunge into the cool, cleansing water. Men who work in the mills all day till they are covt-red with soot and grime have no place to go to thoroughly cleanse them Fclves but the rivers. In two-thirds of thce cases they cannot swim, but in their eagerness to reach the water thev forget all about treacherous, slippery banks and deep holes. Although there are no statistics to prove the exact figures it is safely estimated that more than one-half of tho houses inf the more thickly populated and less desirable portions of the city are -without bathrooms. HOW XEW YORK 'WORKS IT. Another instance of the avidity with which tho nnblic rushes to bathhouses was blown Monday in Xcir Tork, when the De milt Db-peusarv threw open a portion of its cellar on Twenty-third street, -which had been converted into bathrooms for the pub lic No demonstration or any kind attended the opening save the placing in conspicuous places on the outside of the dispensary of placard announeins that tho baths were ready for the public use. Ten cents -was charged for a bath, although any one too poor to pay this sum could obtain a ticket lrom the house physician of the dispensary that would penuit'htm to bathe fornothing. It didn't take a err long to assure the man apcrs that the baths- were bound to prove successful, tor within a tew hours alter thev were opened a score of persons had used them, and each had p-iid 10 cents for the privilege. It cost about 2,(100 to fit no the oaths. When it i- elsow n that more baths ore needed another big section of the cellar w ill be ill-voted to them. There is room for at least 1 1 mure baths, and it these are added to tho present number it is likely that sec tion will oe reserved tor the use of women. "There can be no question about tho great benefit public baths would do to the people, of Pittsburg. I hops to -eu a movement on foot for the establishment of such a place here. Considering the amount of patron age a public bathhouse would draw, and tno inestimable benefit it would be as a san itary measure alono the cost w ould be very small. There is no necessity for anything elaborate.- On the other hand, it would bb a mistake to havo the place constructed in any but a very plain tyic, since its patrons would be plain people. My idea would bo to rent or build a house at as small cost as possiblo, equip st with u sufficient number of tubs, shower baths and all neces sary equipments. A swimming pool might also bo added, but that would not be abso lutely necessary. It might be well to ohargo 5 cents a bath to all who cared to pay it In order to make the establishment s-elf-snstaining or nearly so, A small chargo would not mate it anj less a public bath. Those who felt iudispo-ed from one reason or another to pay ev-n that small miiu could be furnished a ticket on application to the pioper authorities which would admit them at nil times. The cost of keeping the plaie up would b- verj small and the city conld w ell afford it. ADVANTAGES rOR MILL MEN. "Working In our many manufactories are hundreds of men, and women too, to whom such an establishment would provide a luxury heretofore unattainable by them. Many of these people would now patronize baths run bj private firms, in barber shops, hotels, etc but they will not bo admitted. A. man who has worked all day in an iron mill und comes out black and dirty cannot go to these places. If he applies he is told all the tub are occupied, oi something of that sot. It is this class or people, just as w oi-thy and respectable a those w itli cleaner occupations, that would bo benefited by public baths. I know nothing about how these amain, aro conducted ill other cities, but I do know the people of Pittsburg are sadly in need of something of the sort, and will lend my aid heartily to any movement to further it." Coroner McDowell has repeatedly stated Ins approval or the public bath idea. His work in the summer months brings him in duily contact with the effects or a lack or proper bathing facilities. A petition for n writ of habeas corpus -was filed yesterday by William and Mary Sexton to secure their release from tho -workhouse. They allege that they are unjustly and ille gallv confined. They were committed Au gust 21 by Magistrate Ilyndman for 60 days, indemnitor $50 and costs on a charge or keeping a disorderly house. Edward Con nelly also filed a petition for a -writ of habeas corpus to secure his release from tho workhouse. He alleged that he is unjustly and illegally confined in. that institution. In the United States District Court yester day, a nolle pros was granted in the case of Joseph Kirscu, who was indicted at tho July term for sending improper mntter through the mail. The motion for tho nolle pros was mado by United States District Attorney Lyon on the ground that Kirsch was clearly insane. Want the Case Reopened. In the United States Circuit Court yestor day a motion was made by the defendants to reopen the case of Harmon, Gibbs & Co. against J. Struthcrs, J. C. Wells, A n. General Agent O'Brien, of the Humane So ciety, made an information yesterday beforo Squire Kuppet, of Little Washington, charg ing Martha Jacksoii. colored, with cruelty to Charles Boss, a colored boy, aged 8 yeafs. 1 Martha Jackson runs a boarding house, and the boy, whom 6he secured from the County Home, washed dishes and did housework for her. It was stated by the neighbors that she had frequently beaten the boy with a cowhide, and In other w avs abused "him. Ten days ago, the neighbors say, the boy had been terribly beaten, and had shown them the stripes across his back. PUTTING ON THE FINISHING TOUCHES The Pittsburg, Allegheny and Manchester electric road is almost completed. In a few days the streets of Allegheny, that now re echo to the lazy tinkle of the mule bells and the monotonous plunk of iron-shod hoofs upon the cobbles, will know these things no more. Rapid transit lines now cover almost all of Allegheny's territory, and the harsh, resonant bang of the motorman's gong re sounds through every principal street and far into the suburbs. George Eice, the engineer who con structed the Manchester line, said yester day that the IS miles ot track have been laid, with the exception of a curve or two yet to finish. The curve at the end of the Sixth street bridge was put in yesterday morning and the horse cars at once began passing around the loop. This loop extends down Duquesne way from Sixth street to Fifth, up Fifth to Liberty, to the present point of starting at the cor ner of Market and Liberty streets. The cars going north will pass down Sixth street, as at present, and those coming in the opposite direction will pass around the loop POTTING OX FINISHING TOUCHES. The Thomson-Houston Company is push ing the work of stringing the wires, and has thntpart of the work almost finished. The power house at the foot of Locust street, Allegheny, is finished and the finishing touches being given the machiuerj". President John II. Dalzell says the date set lor the opening or the road is September 15. J. C. Cotton, thehnstlingsupeiintendent or the road, stated yesterday that tho Thomson-Houston people hnd promised to turn tho current on oy that time, and there is no doubt that everything elso will be in readines. Every detail is being attended to beforo the opening of the road, so that after that event there need bo no experimenting, with tho conseq'nent delay and annoyanco whioh ha6 attended the beginning of operations on other roads. The engines at the power house are now running, so tho bearings may bo worn smooth and ground down. CARS LIKE THE DUQUESNE'S. Forty or the new cars have arrived and are now nt the car stalilc, at the foot of Bearer avenuo. They were built by tho Pullman Company, and are of the same size and de sign as those used on the Duquesne line, ovo i to the extra high step about which tho ladies complain. There being no heavy grades on the Man chester line very fast time will he mado. The running time of the Beaver avenue and Rebecca street lino will be 18 minutes from tho foot of Beaver avenue to Fifth and Liberty streets, three miles. The Western avenue lino will make tho trip between tho samo points in 22 minutes. The Union line cars, running to" Woods' Enn, and tho Tioy Hill line will make equally good time. The full equipment will be 70 cars. The residents of lower Allegheny are highly elated over the pleasant prospect atiorded them of a competing line, as they oomplain bitterly or their treatment at tho hands of tho Pleasant Valley Company. Cars on the latter lino are now running so far apart that time can often be saved by walk ing in pieference to waiting for a car.
