The British dele gates to the International Socialistic "Work men's Congress held a meeting to-day to consider the committee's reDOrt presented to the congress yesterday in favor of pledg ing workmen of all countries not to sup port a candidate for public office unless he announces himself prepared to advocate re forms for the benefit of labor and the pro tective legislation demanded by workmen. The 'amendment offered yesterday by 3Ierr Bebcl, providing that candidates must accept the full socialist programme, was rejected by the British delegates, who declared themselves labor, and not social istic delegates. They adopted a modified resolution to the effect that workmen should exercise their political rights to secure any useful reform. A VOICE LUTED FOR WAS. When theCongree reassembled to-day de bate was resumed on the committee's re port. Mr. Kahan, of America, declared the report was inadequate. "It is useless," lie said, "to bee, cringe and fawn for needful legislation. We must forcibly exort re forms and the abolition of the existing wage system. This Congress should declare plainly fora labor war and an unflinching 6truggle between labor and capital." The Congiess, alter a long discussion, passed the 1 evolution virtually as modified that there be organized in every country a permanent commission to inquire into the conditions of labor. The parsing of the resolution was the signal for a scene of wild enthusiasm. After quiet had been restored Mr. Kahan opened the discussion on the attitude of labor toward the Hebrew question. HerrMiquel, the Minister of Finance, has sent a petition direct to tho Emperor, asking the latter to suspend tho duties on corn for three months. Herr Miquel ha been compelled to take this step, Recording to his friends, because Chancellor von Capiivi has declined to enter into any further discussion of the question. At the Cabinet meetings tho differences between Von Caprivi and Herr Miquel, the man ho is supposed to be the Emperor's f aonte, seem to increase dav by day, and Imve undoubtedly- reached such an acute stage that it would seem the end must be the Jail of one or the other of them. Westrup, of Chicago, who believes that there should be no government, held a secret meeting Inst night -v. ith a number of People's party and Alliance leaders In regard to a scheme lor making money, which was so wild and daring that even the most radical of the new party theorists laughed it to scorn. "Westrup believes It is possible to Induce the Alliance to substitute "The Mutual Bank Propaganda" for the sub-Treasury plan and Issue money on mules, horses and wheat without the consent of the Government and in defiance of its laws. For the past two or three days lie has been interviewing the People's party and Alliance leaders and ap pointed a meeting in the law office of A. W. Slacker, la partner of the late Sam Wood. He gathered the leaders around him in a mysterious lashion, ana in his opening ad dress declared that ho did not believe in government or any form. The Government Hid not have any more right to say that this coin or that piece of paper should be ac cepted in payment of a debt than any of its cmzens and all the financial difficulties of the age could be easilv remedied by a recog nition of this theory. He wanted the People's partv ot Kansas, ihich had shown more progression in financial legislation than any party which had ever exi-ted, to consider his scheme and embody it in their platform. To illustrate his scheme, he said that any numbei of men could associate themselves and put their eflects, either real or personal, into a fund, issue notes for any amount, and by giving proper security, could force its acceptance in any com munity. The objection which the People's party men lound with the idea was in its non-ree-ogmtion of the pow ers of Government. The People's party believes in an advanced paternalism and wants the Government to control everything, one of the men present ut the meeting said: "We more than half suspect that the meeting was a scheme of the Chicago Anarchists to capture the People's Party.
