The "Women's Health Protective Associa tion held a meeting yesterday in the parlor of the Pittsburg Library association. There wero not many of the 24S ladies of the Asso ciation present, hut enough to do business, and they wenrtit it with a wilL In the ab sence of tho president, Mrs. John SL Oakley presided. The ladies held a meeting by themselves at first, and told reporters that they might come in as soon as the attorney for the association, C. M. Scull, arrived, and they were admitted at 11:30 a. si. Mr. Scull represented the difficulties under -which the association labored in the absence of a char ter, and they instructed him to get them ono without delay. Mr. Scull was also instructed to prepare data respecting the gathering of garbage in other cities, so that in having ordinances framod in Pittsburg and Allegheny they would be guided by the best light possible. Mrs. De Puy suggested that it should cover everything, aslialf measures would accom plish but little good. Mrs. Oakley said that garbage should be gathered every morning before 9 o'clock, taken from the rear of h6ues and hauled in covered wagons as in other large cities. She especially liked tho Baltimore system. The attorney was instructed to frame an ordinance -when ho had secured sufflciont data. Stopping Expectoration in Cars. As seci ctary, Mrs. Oakley reported that their roquests that managers of steam and street railway lines suppress spitting on the floors of thoso conveyances, had been gen erally answered, in but ono instance being ignored. Notices to behave in a civilized manner in this respect -n ill be posted in care, and conductors charged with the enforce ment of them. The ladies congratulated themselves that their w ork had already in duced reform in this direction. Tho smoke nuisance was discussed at length, and the attorney was instructed to notifv the companies that the ordinance pro hibiting the burning of soft coal in locomo tives -Kithin the city limits will be strictly enforced bv the association. Mrs. Oakley said a member had a list of the davs the Junction Kail way Company had "burned soft coal last winter. Some of the ladies were in favor of proceeding summar ily against the owners ot stacks that vomited smoke incesantlj in such volume as to make life near them almost insupportable, but the attorney reminded his clients that it was not altogether certain that a jury, or even the Supremo Court might be made view the matter in the light the ladies did; they might not consider the smoke a nuis ance to be abated under any and all circum stances, so it was decided to push legislation on the subject, both State and municipal, and insure solid footing. The ladies have already communicated with the Governor on tho subject, and ho has promis-ed to co-operate with them so far as he can. As to the bill before the Legislature, Mrs. Nicola suggested that they ought to see it, as it might conceal a snake that should be smoked out. Mrs. Oakley seconded the sug gestion, but also further suggested that, as they were not scientific herpetologists, the ophidian might be there and they not dis cover it. The ladies generally, so far as heard from, coincided n ithMesdames Nicola and Oakley, so Mr. Scull will assist in the search. Several Test Suits Threatened. It was decided that tho initiative regard ing the smoke nuisance should he taken with the Allegheny County Light Company's plant and the paint works of Nevin Co., in Allegheny, and the bakery of S. S. Marvin. The proprietors will be asked to use smoko consumers and, if they refuse, action will follow. The Duquesne Club has promised to abate the smoko of its establishment. A lady stated that the ordinance of the city grunting right of way to the Junction Railway Company required it to use coke or some iion-smoko-produciDg fuel. The ladies present all decided to go to work to securo a list of all the establish ments In thee cities that emit smoke to an extent to render it a nuisance. They pro posed that Mr. Scull should be tho prosecu tor, but be evidently did not relish the job and suggested that they become incorporated as quickly as possible, so they can sue and be sued and stand on firmer footing than at present, when for a small sum they could hire an agent to in augurate prosecutions. This view prevailed and he was instructed to procure tho char ter a soon as possible. He informed the ladies that to succeed in the matter of get ting rid of garbage promptly it would bo nccesay to educate some people as to Its utility.
