The reply handed to the committee is sup plementary to that issued a day or so ago respecting the matter of wages, ana' relates to the operation of the road principally. Though the railroaders' committee is chary ot erpresing an opinion on the company's answer, it can be seen that the result is far from being satisfactory. The next phase of the question will result in the matter being placed before the officials of the federation for consideration. The committee met during the day. consid ered the terms of the reply, and are remain ing here so that the representatives of the .iri.us organizations may take council to gether as to the next step to be taken. The order calling out the employes of the Ihrasen Glass Company, on the Southsldc, is expected to arrive to-day from Knights of Labor headquarters. There seems to be a dif ference of opinion as to whether L. A, 300 has been consulted in regard to the difficulty or not, and it is stated by a member of that organization that unless thev have, they will not obey the general order of the General Executive Board. On the other hand, it Is Slid that James Campbell, wbo represented L. DISPUTE OVER MINORS. Two Guardians to Claim, the Authority Over Three Young Heirs Property in Allegheny County Amounting to SlOO, OOO Yesterday in the Courts. Henry "W. Kendall yesterday made an application in the Orphans' Court for bis appointment as guardian for the persons of Joseph "W., Mary J., Henry 'W. and Frances G. Wilkins, children of the late Joseph W. Wilkins, of AVaukesha county. Wis. The chil dren are tbe grandchildren of the late Edmund Wilkins, of Allegheny countv. He died in 1SS7. leaving an estate worth from $300,000 to $m00.C00. He left no will, and the share of bis grand children, whose parents were dead, was about 5100,000. Thev lived In Wis consin, where Abram H. Hadfleld was guardian of their property and Henry W. Kendall, tboir uncle, was guardian of their persons. The Fidelity Title and Trust Company is guardian of their property in Alle gheny county. Tbe Wisconsin guardians and relatives could not agree as to the management of the children and their property, and several legal disputes resulted. Finally, Kendall took the children and brought them to Allegheny county. He now asks to be appointed guardian of their person in this county. It developed in court that Kendall had not obtained tbe convent ot the court in Waukesha county. Wis., for the removal of the wards from that court's jurisdiction, which is re quired by law, and tbe court declined, lor the time being, to make the appointment asked for. Kendall maintained that the children were not getting the treatment and education in Wisconsin that their wealth entitled them to. aud to secure that he brought them here where their fortune is. LOCAL VIEWS ON THK MATTER OF FDEL Attorney Robert Frarer's bill for the regulation of natural gas companies, intro duced in the Legislature by Senator Thomp son, of Dauphin, is in the line of his views expressed in The Dispatch some months ago, and he states that the object ot intro ducing the bill is to remove any possible hindrance in the way of taxing such com panies. It gives any user of natural gas the right to go into the Courts of Common Pleas, in case of an extortionate price being demanded, and have the court fix it, to a certain extent. It also gives the local authorities the right to tax the pipes, putting natural gas companies on tbe same footing as artificial gas companies and water companies. 'Hie preamble to tbe bill contains several "whereases," reciting that towns and cities sup plied by natural gas companies have been put to much expense for tbe repair of streets torn up to lay pipe: that the companies now seek to charge exorbitant rates, an abuse of the right ot eminent domain; that such rates have risen to an extent that the use of the commodity has almost ceased to be of public bentit or accom modation. Jlr. Frazer says the companies have no right to compel people to. make a deuosit as security, and thus use many thousands of dollars on which they (the companies) pay no interest, and that should the companies collapse the de positors would lose and the gas companies be treated as embezzlers, unless they place it on deposit where its security is assured. Mr. Frazer says If tho people interested will support bis bill and push it upon the attention of tbe Legislature It will be passed, and should they fail, tbe bill will likely drop aud another advance in rates will follow. The bill has been referred to the Committee on Corporations, and will come up soon for a hearing. W. S. Guffy, of the Westmoreland and Cam bria Gas Company, was asked for his opinion, but stated'that he had not seen the bill, and did not care to express an opinion. He turned the inquirer over tn A. W. Mellon, who said that the natural gas business had fallen into such shape that it made little difference what was dune. Mr. Mellon held that natural gas will soon be among the things that were, and intim ated that about all left was to hold the in quest. At tbo Philadelphia Company's office the renorter was referred to Mr. Uuinmins, of the land department. He said: "We are opposed to any taxing bill as a matter of course; op posed as all people are when they are interested in the same wav, I do not know of any move ment to fight the bill." F. L. Secretary of the Bridge water Gas Company, at first refused to talk, but finally said: "I don't know anything about the bill, but think natural gas companies are alreadysafflcieutly taxed. They are now taxed as other corporations are, and what more do you want?" EEADY JN SIX WEEKS. Work About Completed on the Schenley Park and Highlands Railroad. T. H. Noble, of the Schenley Park and High lands Railroad, yesterday said the road wonld bo in operation in six weeks. Power is to be obtained from tho Duquerne Traction Com pany. At present the road will be built only from Boquet street to tho intersection of Forbes and Homowood avenues, which will enable them to reach Schenley Park by three different entrances. All the rails have been laid except from Bo anet street to the bridge and through tbe Lock hart property.
