CHIEF ELLIOT'S POWER TO PDKCHiSE Last night there was a mmor that none ofthe poor farm sites recommended were likely to be purchased. Mayor Gonrley was interviewed on the subject by a Dispatch reporter and ad mitted there was a possibility of such being the case. He said: "Of course thereii a possibility that none of the sites offered will be selected by Councils. There is nothing requiring them to take any of the farms offered. I, however, believe one of the four tracts recommended will be selected. Still the committee is not bound down to the lour farms. They can select any of the others. L invself, thought five or six of the larms ought to have been recommended. "No matter who makes the selection it ought to he made in a business-like way the same as any private man would do if he were buying a farm for himsel'. The city is not bound to take any farm at the price offered. It certainly has the right tn say what ltwiilgive. In this war I believe J100 an acre could lw knocked off the price of most of them. If the owners of the farms recommended did not want to come down some of the others could be tried, aud in that way the citv could tret a poor farm at at least a reasonable figure. A prominent clergyman of the city said to a reporter jesterday: "I don't think mucn can be got by farming except by able bodied and industrious labor. There is u rea.on given for their hope, but there is certainlr an idea among tnee would-be tavern keepers that the Judges will be more lenient than they were last year. They contend that the number of saloons is not in proportion to the population. Proposition to Utilize Old City Hall as a Market Homo Buildings to Be Con nected by Covered Footways Wonder ful Increaso in the Receipts. The annual reports of the market houses in the city were presented to Chief Bigelow yesterday. The report from William M Adams, whosuperiutendsthemarkets on the north side of the river, is accompanied by a communication containing a number of sug gestions made with a view to improving the markets under bis charge, particularly the old Diamond market. He suggests that Old City Hall be utilized as a market house, as he says there are a large number of applicants for stands at all times, and if tbe old ball were fitted up with stalls tbry could all be rented within a few days. In order to carrv out this idea he suggests further that a bridge 20 feet wide and covered with a glass roof be erected to connect the second floor or the east building with that of the west building across Market street. Elevators to carry produce to tbe second floor and new pavement around the buildings are also recom mended. Mr. Bigelow says the idea of transforming the Old City Hall into a part ot the market is not new, it having been considered at various times duriug the past IS years. The reason it wae never done was, first, because there were so few large halls in the city, and, second, be cause there was a sentimental feeling against the change on account of the associations con nected with the place. But Mr. Bigelow is in favor of making tbe change now, and it will probably be carried out dnritig the present year. If street legislation is secured that will permit carrying out the plan of widening Dia mond street and opening it through the mar ket house, two bridges will probably be built, one at each end of the building, but if tbe street is not to be opened through a single bridge in the center will suffice. Tbe financial report shows a total of S5.3.10S 23 receipts from all the market houses ot tbe city. The estimated receipts made by tbe Finance Committee last year was $50,000, The Diamond Market yielded JH.278 82, including hall rents and outside privileges; tbe Adams Market. 531 SO; the Fifth Avenue Market House, f 40! 51): total 345.212 82 from tbe Nortbside mar kets. Residents of Hold en Street Want to Build a Sewer Themselves. In spite of tbe fact that the Pittsburg street laws are in a worse condition than some of tbe streets, many of the citizens are willing to icmcdy tbe latter without tbe assistance of any law. At 10 o'clock this morning a delegation of tbe residents on Holden street will bold a con ference with Chief Bigelow for tbe purpose of having that tberoughfare put in better" condi tion. A sewer was in course of construction on Holden street when Judge Williams' opinion put a stop to all work, and left tbe residents in tbe mud. Now tbe property owners agree to pay for the completion of tbe work, and will sign personal contracts to that effect.
