The committee consists of Thomas P. Rob erts, Charles Davis, Alexander Dempster and Thomas 11. Johnson. The report is eorupreheuive in character, while the draft of the proposed law, winch is substantially ilie same as heretofore presented to the soci ety, has been revised and amended in minor particulars, but without changing the gen eral schen.e. The committee has been more anxious to.rujL.cn public opinion than to enter upon a discussion of the scientific principles of road-making. The committee sajs "that there is a pecul iar propriety, tliere'ore.in engiueers diseas ing the road problem, there on be no doubt. Of one thing we are ture, viz.: That if en gineers h.ul been called upon to lay out, construct and supervise the maintenance of roads in the Eistern States, during the last 40 years, a vastly different picture would be found from what appears to-day. "The last census report gives the total quan tities of the agricultural productsof the couutry in 1S79. Converting those quantities into equiva lent weights, omitting orchard and garden products, winch are given only in value, and not ir. quantity. It appears that the total farm products amounted to 6,300.000 tons. Of this amount about one-half is consnmed upon tne l.irm, and the other half, or 3.'JdO,(XK tons, must be hauled by wagon for distances varying from one-half to 10. 12 or more miles. The average hanl is probably not less than five miles. We will assume that the haul is five miles, and that two loads a day are made by a two horse team at a cost or 52 50 per day. "Besides the farm products, there is quite a large tonnage of other materials, such as mer chandise, machinery, coal, manufactured arti cles of all kinds including farming imple ments, eta, which must be carried to towns not reached bj railroads, or to the homes of the people in the country districts. We hae at hand no data from which tn estimato the amount of this tonnage, but it must bo large, and will swell the aggregate loss to the general coinmtii'.it to nearly double the sum already estimated, or say. $1,000,000. 'Ir. Andrew Carnegie, in speaking of his re cent cnachins trip in Englaud, Describes the roads of that country as being everywhere im proved iu the moat complete manner.and form inc a network which covers the whole country, and who-c ramifications extend into the minor as well as important districts, and that these roads are maintained in a condition of the highest excellence, even exceeding those of Central Park m N"cn York. '1 his description of the roads of England is continued by accounts from other sources. Mr. W. H. Wheeler, M. Inst. C. E.. writing in the ianitary Engineer, for 1SS7, (page 7J, esti mates that the saving to the people of England, by reason ot the excellence of their roads, amounts to 100,000.000 early, in cost ot trans portation alone. '1 bis estimate is based not on a comparison between turnpike and clay roads, but between well-kept and neglected turn pikes, three horses on the former being rated equal to four horses on the latter. The Koads In France. "In 1S35 France had 45,000 miles of roadinbad condition. An eminent French engineer of that time, writing in advocacy of better methods than were then in togue, estimated that haul inc the commerce of the conntrv over these roads cost $00,000,000. of w hich oue-third, or 30. 0(10,000, would be saved by putting tho roads in good order. .Since then these roads have been put and maintained in a condition ot the high est excellence. It would be dithcnlt to estimate how large a factor these roads have been in building up that financial prosperity which en abled France to pay $10,000,000 to Germany without bankruptcy "liut the diminished cost of hanling is not the only return which a community derives lrom good roads. At certain seasons of the tear the clay soil oi this btate becomes impracticable for load! vehicles. As . result of this the crops must be marketed when the roads will permit, and ibis in turn produces a glutted intrker, with prices ai tho lowest ebb. Per haps a tew dats or w eeks later, a change in the weather breaks up the roads, and i he honest farmer is compelled to sit at hornc with folded hands, while ths prices of his products go steadily higher and higher.' A Simple Illustration Given. in conclusion the committee says that the amount of good bard cash which the farmers of l'enustlvania lose every year in this way is difficult to estimate, but it is enormous. The hav crop in the census ear amounted to 2,811, 317 tons, of which about two-thirds was con sumed by farm stock and tlie remainder was hauled to market. For the purpose of illustra tion it may be a-sttmed that the price of hay has ranged between $10 aud 15. aud that owing to tho condition of the roaus 600.000 tons had been sold at the lesser pr.ee. and 140.000 tons only obtained tne higher price. 1 he total sum then realized by the producers would be$10, 000.000, or an average all around of 10 71 per ton. Xlut with good roads the supply would have been more evcnlj regulated to the de mand; the lowest price would not have been so low nor the highest puce so high, and there would have been le-s difference in the Quanti ties sold at the extreme prices. To carry out tins illustration, suppose that 500,OJOtons had been sold at 11 anu 410,000 tons at 14. Tn total result would then be 11,000,000, or 12 33 per ton. The total caic to the producers being in that case 1.560,000, or quite a suug sum lost on a single item of farm product. Building a turnpike, the committee says, does not make the adjoining lands produce larger crops, but it enables these crops to be marketed at better prices and less cost. It a farmer can afford to pay o0 per cent more for farms which have a turnpike outlet to market, it is because on account of the cheapened cost ol hr.uling and better com mand of the market he is able to add more than HO per cent to the income desired from the larm. How It Is Done lu Ohio. The committee says: "In those portions of Ohio which have taken advantage of the statutes provided, SO per ceut increased value is not uncommon, and 25 per cent is the least estimate placed upon such diffcreuce of location. Moreover, the people of those sections would not be deprived ot their good roads at any price; nor would they consent under any circumstances to go back to the old s stem ol mud roads. They pay their road tax in c.sh cheerfully, and without any lunging for the annual picnic, com monly called 'working the roads,' which they formerly regarded as an inestimable right, and a glorious holiday, second only to the Fourth of July aud Christmas." The following is a summary of the prin cipal points embodied in the proposed net: Summary of the Proposed Law. Koaiistobe divided into two classes, roads aud highways. Highway tax to be levied on all property in the county. State aid to be furnished each county for highways. Thirty per cent of State tax on corporations and per cent ot fetate tax collected in each county set apart for highways, and the portion ot tax on corporations set anart forlughuats to be distributed among the several counties in proportion to the hichway and road tax col lected in the same. Counties to construct and maintain all high way s within their respective limits, under con trol of county olhceis. Townships to construct and maintain all roads within their limits, under control of ttmnsbip road directors, with nominal compen sation. Itoad and highway tax to be paid in cash. Provision for a more practicable aud efficient system of road viewing. A certain percentage of money contributed by the Sstate, counties and ton n-hips for road purposes, to be expeudad in permanent lm urutemcnts. Ilovr the Costs Could He Divided, Cost of building highways and roads to be divided so that each interest, benefited bythe improvement, shall bear its equitable share. Providing a sjstein of supervision which will not be too burdensome for the weaker comities, and which may be extonded to meet the wants of the large and wealthy counties. Providing for reports which will furnish re liable statistics of roads and highways of the Commonwealth, and moneys expended thereon. Pioviding for suitable protection for the public, where parties or corporations exercise the right of occnpjing, altermgor changing the roads and highwat s of the Commonn ealth. Embodying in the law such general pro visions as wilt be equally applicable to the dif ferent sections of the btate." and leaving suffi cient discretion with the ufficers charged with its execution to enable them to meet the peculiar wants of each district.
