The Old Wooden Structures Ha?e Ontlired
Their Useful Days.
GAS AXD OIL PIPES IN JOE10US TO THEM
County Engineer Davis yesterday filed
with the Coutroller and Commissioners bis
report lor the year 1R90.
The report states that five iron bridges
with spans Irom 35 to C2 feet, and two stone
arches were constructed during the year at
a cost of ?39,498 94. Of this amount $34,
057 39 has been paid. In addition to-these
the superstructure of the iron bridge over
the back channel of the Ohio river at
Seville Island, consisting of 194 feet, was
completed at a cost of 32,500. The contract
for filling the approaches has been let for
&J.10S, and it is estimated that the rip rap
ping will cost 51,000.
During the year the county expended
55.457 on the maintenance of bridges, in
cluding the cost of recovering a wooden
bridge over Watson's run, at Lock Ko. 3.
In addition to this 000 was spent in paint
ing 17 iron bridges.
There still remains in the county 20
wooden bndgesmakiug 1,178 feet of wooden
structure. The greater part of these from
long use are now unfit for service. The
majority of them were erected 20 years ago.
The timber trestle approach to Duff's
bridge, near Chartiers creefc, must be re
placed this year by a permanent embank
ment, which will cost 52.000.
"nmlier and Cost of Iron Bridges.
The total number of iron bridges in the
county is 133, making 8,108 lineal feet or
1 53-100 miles of iron superstructure. They
were erected at a cost of 135,000. Some of
these are wrought iron, bow-string, truss
bridges, and were among the first iron struct
ures built bvtbe county. Tbeyare too light
ard ot bad design. Tuey should be replaced
by heavier structures to meet the demands of
in created traffic
A wroutrht iron truss bridge over Bull creek
at Tartntum is too light tor present traffic and
should be renewed at once.
The county also owns IB stone arch bridges.
hich are in fair condition and wbicb cost 50,
0OG. The amount required for renewal for the
ensuing year is Sfc.OOO. The amount required
to .onstrcct new bridges already authorized. 14
in number, is i42,o00. The amount required to
complete work under contract Is 3,508; amount
required for repairs and maintenance is $3,000:
total amount required for 1831 is ;Si,b0S.
parties controlling or operating pipe lines
continue to lay their pipes on or unde countv
bridges without authority from the county of
ficers. In manv cases these lines, as laid, en
cange the bridges.
The State Road Commission intend to submit
a draft of an ace for the improvement of public
roads during the present session of the Legisla
ture. As it is probable some law will be
IKsed, Mr. Davis would suggest that the
county officers keep the matter in view and ex
ert their influence to the end that the interests
cf Allecheny couuty may be protected.

DESTITUTION IN ALLEGHENY.
Two Families Actually Starving in the Town
Across the Ki er.
Four yeais ago William Green came to Alle

England. Soon after they followed him. and
the poor authorities of New York cave them

more added to tho number. Yesterday Hu
mane Agent Berryman was called to see them,
at their borne on Shady avenue. Eleventh
ward, Allegheny. Green had deserted them
teeu weeks ago. and tho family were actually
starving. His wife said that had a friend not
given her a dollar on Wednesday the two
younger babes would not have been living jes
terday. Agent Berryman gave them some
money ont of lus own pocket and then put the
case in the bands of Major Hunker.
Another case of even worse destitution was
found .it the home of Christ Altwalter. on
Humboldt street. Allegheny. The father has
oneec kuocked nut. and is so badly injured
that lie has not been able to work for a year.
His wile, a little German woman, has struggled
lo provide for ber-elf and her four little chil
dren, but last week she had a stroke of paralysis.
There was absolutely nothing to cat in the
bouse, or rather m the two rooms which they
occuniefl. Roth the father and mother were
fceliile-s. Arent Ccrrymaii says he never saw
suou tilth and niiserj m all his experience. The

M'KEESPOnTS TROUBLE.
Tho Registration Lists Made Up on a Basis
of Three Wards and Hardly Good lor
Eight Residents Will Certify at tho
rolls.
The election officers of the new city of
McKcesport have before them a disagreeable
problem to solve. The last registration of
voters was taken when the place tr,is a
borough with bnt three wards. The regis
tration was commenced in Jnne and com
pleted in September. Since then the wards
wero redivided, and eight wards made instead
of three. The County Commissioners are ex
pected to furnish a registry list for the city, but
their list only shows the resident voters of the
old three wards, and would be of no service in
an election in the eight wards.
It is a similar question to the one raised in
Pittsburg wben the wards were redistricted,
but it cannot be settled in the same manner, as
in Pittsburg's difficulty the court withdrew its
approval of the commissioners' report on the re
dinrictlng until after the next election.
In McKeesport's case proceedings have taken
place on a basis of eight wards, and the court
has appointed election officers for all of the
wards. At present the only way out of the mat
ter looks to be that every voter will have to be
qualified at the polls as to bis residence.
