V?5 t . S A. iIHE PITTSBURG DISPATCH. SATURDAY, JANUARY 10; 18i. FIGHTING FOK FEES. Controller Grier Won't Sifjn'Deputy Coroner Kerry's Warrants. BE IS TO BE MAXDA HUSED TO-DAT. McDottcU Shows Where and TThj He Is Entitled to Assistance. TKOOBLE AHEAD IX TlIE SALARY BOAED There is trouble in tne County Court House. Controller Grier refuses to counter sign & warrant for the payment of W. Hi Treganowan, a McKcesport jeweler, for his services as a juror in an inquest, tbe war rant being signed by Deputy Coroner Berry, and also declines to reimburse Mr. Berry for bis services as Deputy Coroner. Coroner McDowell has engaged T. M. McFarland and AV. D. Moore as counsel aud 'will go into court to-day with a pe tition for a mandamus to compel the County Controller to sign the warrants. Mr. Trega nowan is also determined to push tbe matter rigorously. The work of the Coroner has increased so rapidly within the past few years that it was impossible for one tnau to give the proper attention to all the caves coming beneath his notice. The last Legislature realized this fact and passed an act for his relief, which was approved and signed by Governor Beaver on Mar 9, 1889. The act is as fol lows: Providing for Deputy Coroners. An act to provide for the appointment of deputy coroners in the several counties of this Commonwealth: Section 1 Be it enacted that from and after the passage ot this act, the regularly elected and duly qualified coroner of any ronntyin thia Commonwealth may apuoint and deputize any additional person to act in his pUce and stead, as he may deem proper and necessary. Sec. 2 That such person so deputized by him as aforesaid shall receive for such services as they may perform by virtue of such appoint ment tbe same fees as are now provided bylaw for similar services rendered by such Coroner, aim the same t-hall be pid from such funds as tbe said fees of tiio Coroner are now payable. Sec 3 All acts or parts of acts inconsistent with this art be and the same aro hereby re pealed: provided, that this act shall not apply to tbuic counties in this Commonwealth acting unacr special laws. Fortified by this act, the Coroner believes he will have no trouble in compelling tbe Controller to allow the payment of Deputy Coroner Berrv's fees and also the fees of the jurors who served under him. Too Much Work for One Man. Coroner McDowell, in speaking of the Matter, said: "We have had 19 cases to look after here since the 1st of the mouth, and that by no means surpasses the record. "We luve lrequently as many as six aud seven Cities in a single day requiring investiga tion. It is simply impossible for one man to attend to this amount of work personally, and on a just recognition of this impossi bility the act was founded. There is a case out in the county to day to which I should really send the deputy coroner. The deputy coro ner is not a regular employe. He is depu tized to hold every case he has anything" to do with, and he would as soou think ot at tempting to fly to McHeesport as to hold an inquest in a case without receiving his deputization. Kow as to Mr. Treganowan'i case, I may say that Mr. Trcganowau is de termined to get his lee. He is a reputable cjitizen, and a property owner, and he tells line that ne will spend 500 to compel the Controller to give him his just remunera tion." j Controller Grier refused to talk on the ,' subject, hut he engaged J. S. Bobb to rep ' resent him in court More Trouble Anticipated. A meeting of tne County Salary Board ir to be held to-day, and it is expected there will be lively times'at it. Recorder Von Bonnhorst wants 15 additional clerks, and in this he is opposed by the Controller. The latter wants another clerk in his own office and this will be opposed by the Recorder. Several members of the board think it has no longer an existence, and it is stated that if Recorder Von Bonnhorst does not get per mission from the board to employ the addi tional clerks, he will engage them without consent, holding that the board has no legal existence aud has had none since the popu lation ot the connty passed theoOO.OOOmark. The actofAssemhly creating the Salary Board provides forits existence in all counties which have a population between 500.000 and 500,000 population, and it is held that the very moment the population of the county was found to be over 500,000 by tbe report of the census that the board became a thing ot the past. The county officers that hold to this view say that they are lelt to run their offices as best they mav at their own discretion until a new order of things is established.
