Allegheny Told to Emploj More Men in the Pire Alarm Service. DILLON GIVES EXPERT TESTIMONY The city of Allegheny and the overhead wire system were ihe subject of a terrible roasting yesterday by the Coroner's jury "in the inquest of George "Winn, late Super intendent of theAllegheny Fire Alarm Tele prapb. who was electrocuted last Friday. The Coroner's jury first declared all over head wires should be buried. It also repri manded the city of Allegheny for not having more men to take care of the work lately done by Mr. "Winn. It thought 30 miles of fire wires were too much for one man to keep in repair, and orders Councils to pro vide more assistants in this department. The testimony was opened by "William "Winn, a son 01 tbe deceased. He stated that his father was Superintendent of the fire alarm system of Allegheny, and that the witness assisted him in the work, although not a paid employe. The deceased was paralyzed on the right side and did not have the use of his right hand. The wit ness last saw his lather alive on Friday at noon, when he stated that he was going to the lower end of Allegheny to look for a break on the line. The witness did not know of his father having requested help on tbe work. DUTIES Or THE SUFERIXTEXDEXT. Robert Jones, Chief of the Allegheny Fire Department, stated that George "W. Winn, the deceased, was elected Superin tendent of the fire alarm by councils. His duty was to take charge of all fire telegraph line's and keep them in repair. The ordi nance creating the office contained a section placing the Superintendent under the con trol ol the Chief Engineer, and all supplies for his department could be obtained only on an order signed by the -Chief Engineer. The telegraph lines on Friday last-were in very bad order, and the witness told Mr. "Winn to get them fixed np In some kind of shape. The pole Mr. Winn was killed on belonged to the Bell Telephone Company, and the city of Allegheny had the right of way on the top cross beam. Mr. "Winn did not ask the witness for any help, but Assist ant Chief Clark told him betore dinner that Mr. Winn wanted a horse and wagon, and the witness instructed the Assistant Chief to go with Mr. Winn wherever he wanted him to go. Richard Clark. Assistant Chief of the Fire Department, met Mr. Winn at City Hall, on Friday, and took him in a buck wagon to the place where lie was killed. The witness talked with Mr. Winn in the morning and the deceased asked him lor as sistance. The witness then went to Chief Jones and the latter ordered the witness to go with Mr. Winn. INSTAXTLY ELECTEOCUTED. ' The pole they were working on was at the corner ot Washington avenue and Manhat tan street. The deceased climbed the pole and stepped on what looked to be an in sulated wire. Mr. Clark was standing on the opposite side of the street and saw smoke under Mr. Winn's foot The witness yelled at the deceased, but he seemed to pay "no at tention, and in a couple seconds fell to the gound. The witness has since learned that tbe wire was an induction lice. The witness gave the deceased all tbe assistance he could. In answer to the Coroner the wit ness 6tated that they often experience trouble at fires from wires, and the men are constantlv in danger of their lives. There are 30 miles of fire alarm wire in Allegheny and only one man to take care of it. The witness did not consider one man enough to care for the lines. "CNDERGKOUifD SYSTEM "PRACTICABLE. Harry Dillon, city electrician of the Al legheny police department, said that he went up the pole five minutes after Mr. Winn fell, and rt eased the wire from the pole. The telephone wires were heavily charged with electricity. The witness thought it practicable to place the wires underground. Drs. Venn. Kirkpatrick and Gulliford, and Messrs. Noble Jones, James Brown and Edward Loury were called, but their testi mony was a repetition of that of the former witnesses. The jury returned the following verdict: George v.. Winn, aged about 57 year?, came to Ills death on Friday, December 19, 1S90, about 1:10 o'clock, v. bile in performance or nis duty as superintendent of the tire alarm tele graph srstein of Allegheny City, repairing a wire on a pole at the corner of Manhattan street and Washington avenue. Controller Morrow received a communica tion from Superintendent Porter, of the Eleventh Census Bureau, yesterday, inclos ing a blank form to be filled out, showing the bonded debt, floating debt, sinking fund and net debt of the city at the beginning of the present fiscal year, as compared with a similar period in 1880. The object of tbe inquiry is to ascertain definitely the exact financial condition of 1,100 municipalties ot the United States having a population of over 2.500, and the result of all these inquiries is to be published in a bulletin by the Cen sus Bureau as soon as ther are all in. The information asked for was identically the same as furnished by tbe Controller when the Census Bureau sent him blanks to fill out showing the city's financial condi tion several months ago. The reports from many cities were not satisfactory, however, as they had used the original blanksto show the assets of their cities, including in these, as against the municipal indebtedness, every piece of property they owned, even down to lamp posts, gas and water pipes. Several large cities, which baveheretofore figured away up in the financial world as solid corporations, free of debt, have main tained their reputations in this way, while others, whose officers were honest enough to submit only tbe actual indebtedness oa one side and tbe cash and bonds on the other, were marked away down. Controller Morrow was very much pleased when he received the communication from the Census Bureau. He said: Now, when this bulletin is issued, you will see Pittsburg loom away up above many munici palities that have in the past been ranked ahead of her. Philadelphia has been figured comparatively freo of debt and held np as a model to us, because of the last census figures. In our own countv. McKcesport has figured as entirely out of debt. How is it done? Why, they counted as assets their school property, fire department property, engines, buildings and all. water works, water, pipe, gas lamps and ports, in fact everything that could be called the city's property. 1 bis amount footed up against their debts would overbalance and then they claimed they were free of debt. Now. if We did that, where would wc be 7 Suppose we set against our liabilities tbe actual value of all our school property, of our excel lent fire department and engine houses, our police stations and tbe lots thev occupy, our city hall property, our market house properties, our parks, our water works and reservoirs, our wharves and numerous other things we, as a city, own. why we would bo able to count up a large surplus, instead of an indebtedness, of be tween J9.000.000 and $10,000,000. Now that'swhat many of our big cities have been dqing. They reckonod as as-ets, at their original cost every thing they owned. We have not been doing that, because It would not faithfully show our real financial condition. Onr parks, for in stance, are worth 21,000.000. but they cannot bo used for anything else than parks, and we conld not realize on them, because they are only to be usea as parks. Our market bouse, onr wharves and many other things are the same way. They are valuable, but cannot be fairly counted as assets, and its the same way in other cities.
