He is Tisiting America lor the purpose of investi gating the condition of the industrial classes and comparins it with the condi tion of the people in his own country. M. de Billy will be in Pittsburg for three weeks, and will devote the most of his time and attention to tbe analysisoftbe principles or labor organizations, and of such devices as are intended to better the condition of the workmen, as for instance, building and loan associations, etc Included will be the manner of cvery-day life of wage workers, the cost of food, rents, clothing, in sDort. what the man earns, now much it costs him to live, what he has over at the close of a year, and fea;ures of all this referring to what results are gotten from the things he uses. An effort was made last night to see the young Frenchman, but he was too bnsily engaged to talk about his mission to America. Another gentleman, however, who is thoroughly posted on the object ot Id. de Billy's trip, said: "II. de Billy holds that all the statistics as to wages and terms of labor are ol the least account for comparison except there shnll be furnished with them data as to what those wages can bnv; nor can the condition of labor be determined without also a com prehensive account 01 the results the work men gets from his earnings as shown in the .quality of his every-day life, and which re sults are largely dependent upon himself and lamily." An investigation will be made intothe workings of the Amalgamated Association, all the giassworkers' unions aud other labor organizations and the result of the research will be looked for with interest This is not the first time investigations of this kind have been made, but deficiencies have hitherto occu.red. because of an intent to mislead. It is understood that II. de Billy's f intentions are honest and he hopes to secure snch data of labor conditions in America as will enable him to make an intelligent com parison with corresponding conditions in the other Republics. DISCTJSSIKQ THE WAGES. Coal Miners Keeping an Eye on the Prices of Their Product. A special convention of District Assembly l?o. 5, composed of railroad and river min ers, was held in Knights of Labor Hall yes terday, with the Master "Workman, Hngh McLaughlin, in the chair. The meeting was called for the purpose of considering the wages question. Since many of the manufacturers have re turned to coal, it has been promiscuously stated that prices would advance very mate rially, and the miners felt that they would be justified in asking for a proportionate ad vance in wages. The matter was thorough ly discussed at yesterday's meeting, and re ports were received from a number of coal dealers on prices and the state of trade. It was thought best not to act hastily in the matter and accordingly a resolution was passed binding the members to present prices and calling for a special convention of all railroad and river miners to be held during the latter part of this month to settle the question. Secretary Boyd said after the convention adjourned that they would watch prices pretty closely, as if there in to be an advance they want to get an equal share of the benefit witn the operators. A Dispatch reporter talked with Mr. X)e Armitt, of the New Tork and Cleveland Coal Company, and he said there had not been an advance since the manufacturers have abandoned gas and he did not think there would be any. Present prices range from 6 to G and that is about where they have been all season. XO ADVAKCE IK PBICES. The Baking Trust Directors Look at Each Other Around a Table. The directors of the United States Baking Company held their regular monthly meet ing in the general offices in the Hamilton building yesterday. This is the combination of bread and cracker men of which S. S. Marvin, of this city, is President. The Secretary stated at the Anderson last evening that only routine business was transacted. Prices were not touched and he said there was no prospect of an advance, though that is one of the uncertainties of the luture. Wheat manifests a disposition to remain stationary for the present. He added that the trade was very good, and all interested expected to co'a good business during tLe holiday season, and others who ongnt to be wiser usually gorge themselves on the good things of life. NO TEOTJBLE IN CHICAGO. Eight Hoars Will be the Rule in the Windy City by the Lakes. W. H. Kliver, President of the Brother hood of Carpenters and Joiners of America, passed through the city yesterday. To-day, be says, arbitration, committees of master builders and tbe Brotherhood will meet in Chicago and decide wages for next year. Eight hours has been ronceded by the Chicago builders, and Mr. Kliver feel's con fident the matter will be settled amicably so lar as Chicago is concerned. He also pre dicted success for the Pittsburg carpenters in case they demand eight hours. Electric Cars for Suarpsburjr. The Citizens' Traction Company has closed a contract for a complete equipment of electric car motors for tbe extension of their lines trom Butler street to Sharpsburg. The outfit will include 20 cars. Operations Will not be commenced until spring. No Change to be Made. The report that the scale at the Edgar Thomson Steel Works is to be changed Jan uary is denied by members of the firm. The change cannot take place without a 30-days' notice from either side, and no notice of this sort has been given. Among His Grandchildren. J. "Yhatwere they?" asked the reporter sadly. "Well, he may have killed Custer and stolen Government whisky, bnt there is no record of his ever having talked about the tariff. He never used the tin-plate argu ment, nor hammered us with the Hills bill. These are virtues, indeed. Then there was one sentence that Sitting Bull used, and which I wrote out ten years ago, that will make one love him always." "What was that?" and the reporter leaned forward to catch the lone Indian's sentence. "It was this," said Eli. "After the Cus ter affair they arrested poor old Sitting Bull and put him in prison. He bore his im prisonment for months without complaint, but oue day bis swelling heart was lull, and, standing np in all the majesty of Jere miah, he said, clinching his tomahawk: 'If I ever get back to the white man again I'll scalp the miserable white-livered con of a gun who's been telling around that I grad uated at West Toint.' " "But alas!" continued Eli, "Sitting Bull had to go. The Government could pardon him for the Cnster massacre, but the charge the last awful charge that the Indians had been dancing was too much. I am glad the strong arm of the Government has been raised against dancing. The Metho dist Church, with Sam Jones andTalmage, tried to stop dancing and failed. If they had killed the dancers thev might have suc ceeded better. So I sty I'm glad General Miles and tbe army, with Congress behind them, are going to break un dancing in the West, even if they have to kill the dancers. And when they stop dancing there, I hope they will go to New York and kill Ward McAlister, stop dancing there, and then kill the leader of the german in Pittsburg. This dancing must be stopped if we kill every dancer in the country. If we succeed iu stopping dancing all over the country the death of poor Sitting Bull will not have been in vain." Mr. Perkins concluded by inviting the reporter over to Carnegie Hall to-morrow evening where he is to raise a disturbance for the benefit of the Washington Monu ment fund. A QU0BTJ3IAT LAST. Coraopolls Councils Orders a Boardwalk Built to the Cemetery. The world moves. Coraopolis Council se cured a quorum last Monday night, and Mr. E. D. Smith rejoices in the fact that it was decided to build a boardwalk on the street leading to the cemetery, not that he wants to be taken there, but that bis residence is on that street. ST0KX OP HIS TEN MONTHS' ABSENCE John C. Brosi, who has gained an interna tional repution because of his fight against extradition on charges of forgery preferred by tbe German Savings and Deposit Bank and other banking'institutions of the South side, is in Pittsburg and in tbe clutches of United States law. Inspector McKelvy and Special Officer Carrigan reached the city last night at 930 on the Pittsburg and "Lake Erie Railroad, in company with Brosi. The trio left Windsor Tuesday and promptly at 9:45 last night, Inspector McKelvy landed his pris oner in the Twenty-eighth ward station according to programme. A number of Brosi's former friends saw him on tbe street and shortly alter his ar rival at the station were there to see him. BROSI BETTEB FOB HIS TRIP. Brosi was looking well fleshy and ap parently in the best of health. He said that his four months' imprisonment had not affected hishealthintheleast. Mr.Brosi said: "You may say that I expect to clear myself of the charges all right. I don't care to tell you my story just yet, but I will make it public in time." "Many of your friends wondered at your leaving so suddenly, Mr. Brozi.aud thought you might have settled tbe matter up." "What made you leave so suddenly?" was asked. "I was sick," said 'BroBi. "When I left the Southside. last March I did not go willingly. In fact, I was forced to go." Mr. Brosi was asked to explain, but said be wonld wait until the proper time. He had been treated well by tbe officials in Windsor, and had often been on the street on parole. He said that when he first left Pittsbnrg he went to Wheeling, and then made his way to Canada direct. Before his arrest he was often in Detroit, across the river. won't talk about his case. He chatted pleasantly with a number of friends and appeared very prodigal in his remarks and cheerfnl in his demeanor. However, he wonld not talk on any point touching his case, saying that since arriving in Pittsburg be had told no one more than stated, and would not do so at present. Inspector McKelvy said that the trip had been a very pleasant one. Brosi did not sbow any wish to escape and seemed in clined, so lone as he was caught,-to face the mnsic and make the best of it. It is whispered that Brosi's remark about being forced to leave home is only the fore runner of other statements to follow that will be decidedly sensational in their char acter. L00KIHG FOB CONBOLIDATIOIT. An Alleghenian Gives Reasons Why He Thinks the Cities Will Fool Issues. One of the best informed men in Alle gheny on political qnestions said yesterday: "I think City Attorney Elphinstone had the correct view of the thing when he said that the people of the Korthside city were not in favor of seing it placed among cities of the second class. I know of my own knowledge that a big majority of Council men are opposed to it, and even if they were not the powers that will be influential with the next Legislature are opposed to the scheme. About the only people over there who want the change are a few ambitious politicians, "Now I know you will smile when I mention the subject of annexation, but mind what I tell you, that is what is going to happen, jnst as sure as shooting. Lots of work is being done quietly, already, to that end, and all tbe signs ot the times point to that ultimate end. Booth & Elinn walked off with abont 65,000 worth of contracts over there the other night, which was de cidedly unusual. That is one pointer. Another is that some of the most influential and wealthy men in Pittsburg are investing large sums of money in street railroad sys tems that practically belt both cities and make them one. Still another is that the line which was drawn and jealously guarded by ex-Congressman Bayne is slowly but snrely being wiped out. All these and other things wake it almost certain to my mind that the sister cities' will pool their issues at no distant day." GOING DEEPER AFTER GAS. The Pressure Increasing; as the Exposition Well Goes Down Farther. The Exposition gas well was drilled in some two feet yesterday and then shut down for the purpose of cleaning it out thorough ly. Yesterday morning the sand pnmp was started and worked for an hour or two, and then the drill was pnt in, bnt after penetrat ing some two feet it was taken out and the pump put in acain. The well will be cleaned out by this morning and drilling will then be renewed. Yesterday when the drill was withdrawn there was a perceptible increase in the flow of gas.
