BAEBEES'TO HOLD AN ASKITEESARI Thourh the interesting subject of "Ballot Reform" had been advertised for discussion at the meeting of the Sin trie Tax League last evening, the attendance was sparse. Three leaguers, four ordinary mortals and a DisrATCU representative composed the gathering, when Mr. Edmnnd Zurdley re cited the "Battle of Xaseby," by Macaulay, as a sort of introductory to the proceedings. Subsequently five other citizens appeared. That so few were present may or may not be laid to the account of the weather which was moist "When Secretary Roberts had read the principles of the League, President Zardley called on Mr. J. J. Quinn to speak to the question of "Ballot Beforei." Mr. Quinn described the cause which led Francis S. Dutton, a member of the South Australian Legislature, as earlv as 1851, to originate the system of secret voting which has since became known as the "Australian Ballot System." He explained the workings of the system and illustrated, from his own ex periences, the impossibility of a free voter casting his ballot as he might desire with out running risk of discharge by his em ployer or losing cast and friends by running counter lo their wishes. "Under the existing system he declared no man can vote secretly. AT THE MERCY OK HEELERS. The voter was not his own master, nor a free agent, but to a large decree at the mercy of the heelers and others who make a living by spying on voters on election day. He said that the Australian system was in operation in most English-speaking coun tries, including Victoria, South Australia, Tasmania, New South "Wales, Xew Zea land, Great Britain and Ireland, British Columbia, Outario, Canada, Quebec. Kova Scotia and Manitoba; and in the "United States it was the law in Ken tucky, Massachusetts, "Wisconsin, Rhode Island, Indiana, Missouri, Ten nessee, Montana and Minnesota. The measure was defeated in thisState in the House by a majority ot Republicans oppos ing it a majority of Democrats favoring it. Is never came to a vote in the Senate, being referred to a committee consisting of Sena tors Cooper, Reyburn and MacFarlane, who were opposed to the bill. The record of the House shows that the following representa tives from Allegheny county voted against honest elections, pursued Mr. Owen, name ly Charles "W. Rohison, James L. Graham, William T. Marshall, James F. Richards, David E. Weaver, William H.McCullongh and William H. White. The condition in Pennsylvania to-day was,said Mr.Owen.that it wasnthe man who knocked out the ballot system that has his man up for Governor. It was the duty of the people to rote for the Democratic nominee because he was disposed to give them an honest system of balloting. WHAT THE TOTE SHOULD BE. Mr. Yardley affirmed that in a free coun try the vote should be the true expression of the popular mind. Under the Australian system voters could not augment their in come by selling their votes as they did so freely in ICew York, and perhaps here. They could not sell because their would be no assurance of their delivering the goods. They would go into the booth, deposit their vote, and no man would be the wiser. The pronosed system would make voting decent, 'dispense with heelers, and by lessening the cxnense enable the poor man to run for og-e. JHr. Cal Wyatt desired lo know whether it would not be necessary an amendment to the constitution should be effected before any suih reform measure could become law. Mr. Yardley said that the constitution re quired the ballots should be numbered, and so votingconld not be secret. They thought in Philadelphia that if the numbers were turned down at the corner and secured with paste that the difficulty could be overcome. He bad his doubts about that. Mr. Wyatt said he was interested in the system, as he thought it could be applied with success to organizations. It would prevent bribing and the purchase of votes, whicn was carried on to some extent in Ionizations ot which he had cognizance. Discussion then turned on the applica tion ot the system to societies, and its ap plicability or the reverse was ireely entered into. TALKED TO RAHSOAD MEN. Second Grand Engineer Deloss Everett made a short address before a railroad men's meeting yesterday afternoon in the Twenty eighth street branch of the Y. M. C. A. When several hymns had been sung, the Rev. Mr. Hudson opened the meeting with prayer, followed by Grand Chaplain Douty in an invocation, fervently delivered, on those present. Mrs. Cassiday then sang a hymn in a pleasing manner. Secretary Callender next introduced Mr. Everett, tvhom, he said, had replied to his invita tion that he would be with them, God willing, to further their purposes. He was here, and would address them. Mr. Everett said he was glad God had spared him to be present there to-day. He had collected a few thoughts on a principle mat was as oia as eternity itself. He would speak to them a little on "Integrity." He said in part: Integrity has its own reward where it is sacredly cherished, but it is only realized in many cases where patience has had her perfect work in training our hearts and minds to accent those particular corditions wliicli if pronerlv understood, woik out their own salvation. The mtegritj of life does not involve our honesty m a financial, social, public or a re ligious sense. There is that integrity or devotion to excel In the profession that we have adopted as the part we shall play in the great'drama of life. The master minds of every art are those whose whole life have demonstrated the fact that to succeed we must te honest, faithful and true. There is no avocation around which cluster so many responsibilities as that of ther llnay employe. Nu nutter however humble his por tion mavbe,evcrvnneofthemareall entrusted with the care of human life to a greater or less extent. But none of them are more so thau the engineer. When we look over the vast field of inland trade and commerce, with all of Its diversified interests, we are only led to see and understand of what lncomniehcnsible welfare and happi ness surrouud that of the successful operation of our railways. In the management of such a tremendous interest there must certainly be a corresponding degree of integrity in every de partment of this wonderful combination of railways. Prosperity never attends any other method of conducting business, no matter of what character it may. Nothing but honest, upright dealing mil ever bring lasting, per manent success. Mr. Everett concluded with some timelv allusions to the work of the association, and was visibly affected by the earnestness he brought into his remarks. The Barbers' Association Celebrates This Evening at Turner Hall. The Barbers' Protective Beneficial Asso ciation of Allegheny County will celebrate its eleventh anniversary at Central Turner Hall, Forbes street, this evening. This -organization has grown to be one of the most prosperous of its kind in the country. It had a hard road in its earlier years. The bosses first fought against closing the shops on Sunday, and then opposed'the shorten ing of the hours, while the regulation of the apprentice question was a source of great trouble. .Perseverence carried the fight, the bosses joined the journeymen in the organi zation, and now both enjoy their rest on Snnday, the shops close at S P. L, and an apprentice must serve his full time as such before becoming a journeyman. During the 11 years ot its existence the association has lost two members by death, has paid $1,645 in sick benefits and has a good surplus in the benefit fund. Section i The constrnction of tbe said switch track shall be dons under the supervision anil subject to the approval of ibe Chief of the De partment of FuolicjWrks. Section 3 The said Union Storage Company shall have and are hereby granted tbe right to erect and maintain a bridge over First avenue, First ward, connecting their storage ware house, said bridge to be not less than 30 feet above the roadway of said avenue, tbe work to be done under the supervision and snbject to the approval of tho Chief of the Department of Public Works, and in accordance with plan hereto attached. Section 4 In consideration of the foregoing privilege, right and license to lay down and operate said switch track, tbe said Union Stor age Company, their snccesors and assigns shall annnally pay t the city of Pit'sburg tha sum of seventv-five (S75 00) dollars, which pay ment shall be made immediately af ter-the ap proval by the Mayor of this ordinance, and shall be made each and every year thereafter during the continuance of the privilege and license for said switch track.
