There has been great excitement durice the week at Lyons over the new United States tarifi law, and M. Bordean, the License Deputy, has given no tice that he wili, in the Chamber, demand xetaliation for the increased duties on French goods. He will especially propose that a retaliatory duty be placed on petroleum, end will suggest that boards of inspection be established for the examination of all imports from the United States. On the other hand, .the committee for tbe defense of '.tie silk market held a great meeting at Lyons, at which the speakers took the ground that a policy of retaliation was likely to do more harm than good. The meeting was attended by silk merchants, spinners and silk workers gen erally from St Etienne, St. diamond and the entire adjoining region. COSISIEKCIAL PEOII.E AFRAID. Host of the Senators and Depnties from the district, as well as the Mayor of the city and a majority of the members of the Cham ber of Commerce, were present. The Presi dent of the Chamber of Commerce called at tention to the fact that the adoption of the retaliatory policv against Italv has already cost the license market 7,500,000 francs' worth of business, and has given Germany an industrial supremacy in Italy. The Americans, he Baid, wih to export without importing. They would see that this was impossible, but he would leave them to real) the inevitable fruits of their own bad policy. It would be much better not to interfere with these results by any angry steps on ttie part of France. Besi'des, the injustice committed by France and other countries toward America in the matter of pork had led to the conferring ot extraordinary powers upon the President of the United States by the Edmunds retaliatory bill, and might entail dancers to the great French staple articles of export, particularly wines and silks. The President was followed by a Senator and two members of the Chamber of Deputies to the same effect. teess orixioss. The Petit Journal thinks that the bill affects England and Germany more than it does France, which ought not to be drawn into making common reprisals against the United States. "On what," it demands, "could we make these reprisals? On raw cotton? That we cannot afford. On wheat? We already tax it 5 francs per 100 kilos, and onr economists declare that the imposition of even that tax is a crime. American petro Itum is already heavily taxed, 25 francs per 100 kilos. Is anyone going to increase that duty, and so deprive the poor man of his light? To make this proposed economical war it is necessarv to have munitions of war, and we are without them." The Temps holds that if the new Ameri can tariff is injurious to French interests, France cannot complain, as it has for over nine years persisted in enforcing an unwise act that has been injurious to America. THE AMEBICAX HOC. The moment has come, it says, to repair this mistake, and the circumstances are lavorablc The Council of tbe Department of Bouches du Khone has already called for tbe annullment of the decree against Amer ican pork, the hygenic authorities having unanimously declared that its admission would involve no danger fo the public health. Some of tne newspapers contain exagger ated and grotesque accounts of a disagree ment between United States Consul General King and his landlord which led to his throwing up the lease of his private apart ments. They describe it as a clandestine removal at 'daybreak, and think they can give a fine point to the narration by report ing that Mr. King has encaged a furniture van in which to establish hereafter his head quarters. The matter of fact is, Mr. King's landlord was an American, and whatever differences there may have been between them do not concern the French. HE WAS 8UBPBISED. Don Emilio De Mnrvaga, the Spanish Minister to this country, was somewhat surprised yesterday when questioned as to the truth of the story that he had been recalled by his Government "Many changes are impending in tbe personnel of the diplomatic corps in Spain," he replied, "but I have not yet received a letter of re call, though I would not be at all surprised to receive such a summons. Dnring my stay in "Washington, I have been treated very kindly by all the officials with whom T hive been brought in contact, and 1 am rather proud of the modus vivendi which X negoti ated with Mr. Bavard under the last admin istration. Secretary Blaine is following in the footsteps "of his predecessor recardlng the benefits of reci procity, and this is very acceptable to my Government. Of course we wast compensation for any commissions which we may be called upon to make under the provisions of the McKinley bill, and reci procity will be a good thineior both na tions." Senor Muruaga was accredited to this country as the Spanish Minister, April 5, 1886, but he was not a stranger in "Washing ton, ha vine craduated at Georgetown Col lege many years ago. The Power Must Kemain in the Hands of the Judges. Philadelphia, October 18. A confer ence meeting of prominent business and professional men of this city, who are friends of the Brooks license law and favor keeping the power of granting liquor licenses in tbe hands of the Judges and not an Excise Board or Commission, was held in the lecture room of the Young Men's Christian Association, Fifteenth and Chest nutstreets, yesterday. There were barely 50 persons present at the meeting, but they were, with hardly an exception, leading citizens of this city. Bishop "Whitaker presided. Bev. Dr. Joseph May, in opening the discussion, said that no law passed in recent years had been so beneficial or esteemed so highly by the people as the Brooks license law. In re viewing the bill the speaker said that the granting of licenses should be intrusted to no other body of persons than the Judges. The Judges in the discharged their onerous duties had evoked the esteem and tbe ap probation of the masses. Besolutions were then proposed to the effect that the Brooks license law was neces sary to the welfare of the community; that the power of granting licenses could only be practicably vested in the hands of the Judges of the court, and that a committee be appointed whe shall arrange for a mass meeting of the citizens of Philadelphia for the purpose of showing confidence in the Judges and respect lor tbe manner In which the law has been administered by them in the courts of this citv. The meeting concluded with the passage of resolutions providing that a committee be appointed to interrogate the city candidates for election and re-election to the Legisla ture as to their attitude toward the transfer of power of granting licenses from the Judges to a Commission, and such other questions as the committee may deem proper.
