Prices Advanced Slightly Since the Pool
Assumed Shape.
JAMES CHAMBERS TO BE PEESIDEST
The charter for the "American "Window
Glass Company" has been issued, and a
meeting of the manufacturers interested has
been called by the Illinois State Commis
sioners, who issued the charter, to be held
in the Auditorium Hotel, Chicago, one
week from to-day.
The object of the meeting is to organize
and elect officials of the company. In
another week all the window glass bouses
;n the Western district will be under the
control of the combination. The long
cherished hopes of years, of certain Pitts
burg mannfacturers, for a combination that
would combine, is now to be realized. Since
the big company assumed definite shape,
pri es have advanced slightly and the mar
ket generally is stiffen Pittsburg manu
facturers say the combination does not neces
sarily mean that the prices will go up, but as
the object of the company is to prevent cutting,
there is not any likhhood that they will de
crease to any appreciable extent.
The notices that thecharicr had been granted
were received m this city yesterday, ami in
closed with the announcement was the call for
the meeting to organize, signed bv the commis
sioners. Ihisstepis necessary under the laws
of Illinois, which are different from the charter
reculations of Pennsjlvama. The regular
weekly Catherine of the local manufacturers
was not held yesterday, but tlieie will be one
next Monday, when the Chicago meeting will
be discussed.

fc McKee, who control the window glass busi
ness and turn out more product dally than all
the other Pittsburg concerns put together, will
be President of the company. ilr. Chambers is
a man ot financial ability, and knows as much
about the practical end of a glass factory as he
does about the financial part. He was a mem
ber of the committee appointed some time ago
by the We-tern manufacturers to report upon
a plan of organization, and the plan has been
adopted. A board of directors and other offi
cers will be elected, and the duties of the or
ganization attended to.
When the company begin to do business
every manufacturer in tbe pool will turn his
vroduct over to the combination to be sold. By
tbe new scheme every farm can dispense with
its traveling men, and clerical force and ex
penses would thus be considerably decreased.
As there will be no competitioa each manu
facturer will get a fair puce for bis product.
TTIE EXPOSITION CLOSES
And the Everett Piano Club B Opens Same
Day.
On Saturday, October 18, the first piano
will be delivered on the weeklv allotments
to Everett Club "B." The litt of subscribers
is now so near completed that the manager
has decided to commence delivering the
pianos on the above date. Persons contem
plating the purchase of a piano should in
vestigate the plan and make application for
membership at once, as this is the last op
portunity to secure an Everett piano on the
liberal terms offered to these first clubs. The
manufacturers have increased their prices,
and should there be any more clubs organ
ized,, it will be necessary to make some
changes in the terms and prices. These
beauti ul pianos have taken possession oi so
many hearts and homes in this vicinity that
it is not necessary to sound their praises
here. That is done best by those who have
tested them, many of whom declare they
bave no equai, ana all agree that thev have
absolutely no superior in depth and rich

the Howe Street Railway Company, its
successors, lessees and assigns, the right to en
ter upon, use- and occupy certain streets and
highways, and to lease its franchises and prop
erty, or either.
Section 1 Be It ordained and enacted by the
city of Pittsburg, in Select and Common Coun
cils assembled, and it is hereby ordained and
enacted by tbe authority of thn same. That
tbe Howe Street Railway Company, its success
ors, lessees and assigns, shall have tbe right
aud is hereby authorized to enter upon and
construct its railway, or branches or exten
sions thereof, with a single line of track,
with the necessary sidings, turn-outs, switches
and connections, oyer aud along any
and all of the following named streets
and highways, or parts thereof, to-wit; Begin
ning at the intersection of Hone street and
Emerson avenue; thence alone Emerson ave
nue to Arabella street, and thence along Ara
bella street to the intersection thereof with
Denniston avenue; also beginning at the inter
section of Howe street and Emerson avenue;
thence along Emerson avenue to Walnut
street, and tbeuce along Walnut street to tbe
intersection thereof witn College avenue and
in and along said streets and avenues construct,
connect with its track, maintain, operate and
use during tho term named in its charter its
railway or branches or extensions thereof and
to use electricity as a motor power, and also to
erect, maintain, operate and use an over
head system for the supply of motor power,

such posts, poles or other support as said com
pany may deem convenient for the support or
maintenance of such overhead system, under
and subject, however, to tho provisions of a
general ordinance, entitled, "A general ordi
nance relating to the entry upon, over or under,
for the use or occupation of any street, lane or
alley, or any part thereoi, for any pnipose by
passenger or street railway companies, or by
companies operating passenger or street rail
ways and providing reasonable regulations per
taining thereto for the public convemenco and
safety;" approved the 25th day of February, A.

Section 2 The said Hnwo Street Railway
Company shall have the right, and consent is
hereby given to said company to lease its prop
erty and franchise. to the Duqnesni- Traction
Company, or to any incorporated traction or
motor power companv which may desire to op
erate the railway of said companv.
Section 3 That any ordinance or part of
ordinance conflicting with the provisions of

Section 1 Be it ordained and enacted by the

Dnquesne Street Railway Company, its suc

tension thereof, with a double or single line of
track with the necessary sidings, turn-outs,

AN ORDINANCE RELATING TO
"pawnbrokers."
section 1 Be it ordained and enacted by the
city of Pittsbur;. in Select and Common Coun
cils assembled, and it is hereby ordained and
enacted by the authority of the same. That no
person shall use. exercise or carry on tbe trade
or business of pawnbroker within the city of
Pittsburg without having first obtained a
license from the Department of Public Safety
as hereinafte' provided.
Section 2 Tbe Department or Public Safety
shall from time to time give and grant licenses
to all proper persona who may apply for the
same to use. exercise and carry on tne trade or
business of a pawnbroker, which said license
shall stato the hous? in which such business is
to be carried ou and continue in force for one
year (unless sooner revoked) and no longer,
and each person to whom such license sball be
given shall pay therefore at the time such
license is granted to tbe Department of Public
Safety, for the use of the city of Pittsburg, the
sura of two hundred ($200) dollars.
Section 3 No person licensed as a pawn
broker in the city of Pittsburg shall, by virtue
of one license, keep more than one plaee for
receiving or taking goods in pawn, nor shall he
at any time take goods in pawn in any other
place 'ban tbe place for whicb such license was
granted.
Section 4 Each and every pawnbroker shall
keep a book in whicb sball be legibly written
lb the English language at the time of each
loan or purchase made by such pawnbroker, a
full and accurate description of all articles by
him pnrcbased or left In pawn with bim. the
time of tbe pledging, pawning or purchasing
the same, tbe time within which sucb pawned
or pledged article is to be returned or re
deemed, tbe amount of money loaned or paid
therefor, the rate of Interest to be paid aud the
color, name, age and place of residence, with
tbe street aud number of tbe house of the
person pledging, pawning or selling the same
and In addition to all of the above in case of
a watch, tbe number, of the works and case and
the name of tbe maker, and in case of jewelry,
or gold, or silver articles of any kind,
all letters or marks of identification

upon blanks furnished by the Police Bureau
for that purpose, a description of all articles go
received in pawn or pledge, or purchased on
the business day immediately previous, to
gether with thn number of pawn ticket, the
amount loaned, and the color, name, residence
and description of tbe person making tbe sale.
Section 5 Every pawnbroker shall at the
time of making a loan or receiving any article
in pawn deliver to the person from whom be
received it a memorandum in writing signed by
him. containing the date, tbe amount of the
loan, tho rate of interest.. the time within
which tbe article is to be redeemed, with tho
description provided in Section i.
Section 6 The book provided for in section 4,
as well as 'every article or thing received in
pawn or purchased, sball at all times be open to
tbe inspection of the Chief of the Department
of Public Safety and the various officers of the
Police Bureau, and no pawnbroker shall pur
chase or receive in pawn any goods between
the hours of 8 o'clock P. M. and 6 A.M. from tbe
1st day of April to the 1st day of November,
nor between 7 p. 31. and 7 A.M. from November
1 to April 1 of each year.
Section 7 No pawnbroker shall sell any ar
ticle nntll the same has been in bis possession
at least three months beyond the time in which
It was to be" redeemed.
Section 8 No pawnbroker, his clerk or em
ploye shall receive or take in pledge any article
from any person under 21 years of age or any
intoxicated- person, or an habitual drunkard or
any person known to he a thief, an associate of
thieves or a receiver of stolen property, or any
person whom he has reason to suspect or be
lieve to be sucb. Tbe fact of so loaning money
to such person shall be prima facia evidence of
tbe violation nf this ordinance.
Section U No pawnbroker shall knowingly
receive from any apprentice or servant any
thing offered by them in pawn without first as
certaining that said article is the property of
the person pawning it.
Section lu Any pawnbroker failing, neglect
ing or lef using to comply with any of the pro
visions of this ordinance shall forfeit any or all
licenses held by him. and sball in addition
thereto forfeit and pay to tbe city of Pittsburg
for each offense the sum of one hundred (1100;
dollars, to be recovered before any alderman of
the city of Pittsburg as debts of a like amount
are now bv law recoverable.
Section 11 If any pawnbroker, licensed as
aforesaid, sball violate any of the provisions
of this ordinance, be convicted of receiving
stolon goods, or become a person of bad moral
character, the Chief of tbe Department of Pub
lic Safety sbjll have, and is hereby given tbe
power to forthwith revoke any and ail licenses
such person may have.
Section 12 Any person who shall engage in
the trade, business or occupation of a pawn
broker without taking outa license, orlicenses,
as aforesaid, or wbo shall refuse or neglect to
takeout a license or licenses, as aforesaid, or
who shall carry on, or attempt to carry on, the
said business, trade or occupation of a pawn
broker after bis said license or licenses are
revoked as aforesaid, shall forfeit and pay to
the city of Pittsburg for every sucb offense the
sum of two hundred (200) dollars, to be recov
ered before any alderman of the city of Pitts
burg as debts of a like amount are by law re
coverable. Section 13 That any ordinance or part of
ordinance conflicting with the provisions of
this ordinancobeand the same is hereby re
pealed so far as the same affects this ordinance.
