JAMES CHAMBERS TO BE PEESIDEST The charter for the "American "Window Glass Company" has been issued, and a meeting of the manufacturers interested has been called by the Illinois State Commis sioners, who issued the charter, to be held in the Auditorium Hotel, Chicago, one week from to-day. The object of the meeting is to organize and elect officials of the company. In another week all the window glass bouses ;n the Western district will be under the control of the combination. The long cherished hopes of years, of certain Pitts burg mannfacturers, for a combination that would combine, is now to be realized. Since the big company assumed definite shape, pri es have advanced slightly and the mar ket generally is stiffen Pittsburg manu facturers say the combination does not neces sarily mean that the prices will go up, but as the object of the company is to prevent cutting, there is not any likhhood that they will de crease to any appreciable extent. The notices that thecharicr had been granted were received m this city yesterday, ami in closed with the announcement was the call for the meeting to organize, signed bv the commis sioners. Chambers is a man ot financial ability, and knows as much about the practical end of a glass factory as he does about the financial part. He was a mem ber of the committee appointed some time ago by the We-tern manufacturers to report upon a plan of organization, and the plan has been adopted. A board of directors and other offi cers will be elected, and the duties of the or ganization attended to. When the company begin to do business every manufacturer in tbe pool will turn his vroduct over to the combination to be sold. By tbe new scheme every farm can dispense with its traveling men, and clerical force and ex penses would thus be considerably decreased. As there will be no competitioa each manu facturer will get a fair puce for bis product. TTIE EXPOSITION CLOSES And the Everett Piano Club B Opens Same Day. On Saturday, October 18, the first piano will be delivered on the weeklv allotments to Everett Club "B." The litt of subscribers is now so near completed that the manager has decided to commence delivering the pianos on the above date. Persons contem plating the purchase of a piano should in vestigate the plan and make application for membership at once, as this is the last op portunity to secure an Everett piano on the liberal terms offered to these first clubs. The manufacturers have increased their prices, and should there be any more clubs organ ized,, it will be necessary to make some changes in the terms and prices. These beauti ul pianos have taken possession oi so many hearts and homes in this vicinity that it is not necessary to sound their praises here. That no person shall use. exercise or carry on tbe trade or business of pawnbroker within the city of Pittsburg without having first obtained a license from the Department of Public Safety as hereinafte' provided. Section 2 Tbe Department or Public Safety shall from time to time give and grant licenses to all proper persona who may apply for the same to use. exercise and carry on tne trade or business of a pawnbroker, which said license shall stato the hous? in which such business is to be carried ou and continue in force for one year (unless sooner revoked) and no longer, and each person to whom such license sball be given shall pay therefore at the time such license is granted to tbe Department of Public Safety, for the use of the city of Pittsburg, the sura of two hundred ($200) dollars. Section 6 The book provided for in section 4, as well as 'every article or thing received in pawn or purchased, sball at all times be open to tbe inspection of the Chief of the Department of Public Safety and the various officers of the Police Bureau, and no pawnbroker shall pur chase or receive in pawn any goods between the hours of 8 o'clock P. M. and 6 A.M. from tbe 1st day of April to the 1st day of November, nor between 7 p. 31. and 7 A.M. from November 1 to April 1 of each year. Section 7 No pawnbroker shall sell any ar ticle nntll the same has been in bis possession at least three months beyond the time in which It was to be" redeemed. Section 8 No pawnbroker, his clerk or em ploye shall receive or take in pledge any article from any person under 21 years of age or any intoxicated- person, or an habitual drunkard or any person known to he a thief, an associate of thieves or a receiver of stolen property, or any person whom he has reason to suspect or be lieve to be sucb. Tbe fact of so loaning money to such person shall be prima facia evidence of tbe violation nf this ordinance. Section U No pawnbroker shall knowingly receive from any apprentice or servant any thing offered by them in pawn without first as certaining that said article is the property of the person pawning it. Section lu Any pawnbroker failing, neglect ing or lef using to comply with any of the pro visions of this ordinance shall forfeit any or all licenses held by him. and sball in addition thereto forfeit and pay to tbe city of Pittsburg for each offense the sum of one hundred (1100; dollars, to be recovered before any alderman of the city of Pittsburg as debts of a like amount are now bv law recoverable. Section 11 If any pawnbroker, licensed as aforesaid, sball violate any of the provisions of this ordinance, be convicted of receiving stolon goods, or become a person of bad moral character, the Chief of tbe Department of Pub lic Safety sbjll have, and is hereby given tbe power to forthwith revoke any and ail licenses such person may have. Section 12 Any person who shall engage in the trade, business or occupation of a pawn broker without taking outa license, orlicenses, as aforesaid, or wbo shall refuse or neglect to takeout a license or licenses, as aforesaid, or who shall carry on, or attempt to carry on, the said business, trade or occupation of a pawn broker after bis said license or licenses are revoked as aforesaid, shall forfeit and pay to the city of Pittsburg for every sucb offense the sum of two hundred (200) dollars, to be recov ered before any alderman of the city of Pitts burg as debts of a like amount are by law re coverable.
