PBOGKAJIMB FOR TO-DAI'S CONCERT The voting topic at The Dispatch headquarters in the Exposition building Jast night embodied the suggestions in the prize essay oa "What Public Undertakings "Will Best and Most Speedily Promote the Future Greatness and Prosperity of Pittsburg." The suggestion in the essay which was published created so much interest and favorable comment that it was decided to see how the general public thought on the subject. The word, ing of the question was, "Should an iron tower, glass palace and coal and coke dome be erected to advertise Pittsburg's re sources?" The novel character of the question with out explanation rather puzzled some people who had not read the essay. Some people wanted a detailed plan before voting. "WoulQ they be erected by "the cityr "WhereT" 'How expensive?'" were some of the queries, showing that interest was excited in the ques tion. AH voted affirmatively on the benefit of tbe-e advertising agencies, but n anted to know more about it. From the negative answers and remarks written by some, it was evident they were not in favor of having the city pay the bill rather that needed improvements be made. Bat this view was crashed by a voter who re corded in the remarks column: "By all means, if our business men possess the enterprise. Bring new people to Pittsbnig oy new, at tractive methods of advertising the city's re sources. Pat the iron tower in Scbenley Park so tnat visitors will be drawn to it and learn that fittsburg extends beyond Grant street, and so they can view from a height our great ness. Put the other structures on Duquesne wav. Let them be put up by private subscrip tion." There was a Celtic invasion at the Expo last meat. The band programme consisted of Irish airs. Application of Hydraulic Pressure to Ex. pedite Cnunl and River Navigation The display of Arthur Kirk & Son, which is at tbe east end of Machinery Hall, de serves carelul study. A large working model 28 ieet long, 12 feet wide and 10 feet deep plainly demonstrates bow it is possible to avoid the greater part of the delays neces sitated by the generally used system of locks in canal and river navigation. The model should be inspected to more fully master the improvements of the invention, but it may briefly be stated that the device consists of gates worked vertically, raised or lowered by hydraulic pressure (instead of working horizontally as in old fashioned locks), the pressure being controlled bra simple system of levers and small gates, which regulate , the influx of water from the higher level, j In ascending, a boat can , sail right over the gales, which are then quickly raised by hydraulic pressure. If it is de sired to descend, the pressure is simply re lieved and tbe gates sink by their own weight. By this iuvention it is possible to construct locks in rivers and canals that will enable a steam or other boat to pass from a higher to a lower, or a lower to a higher, level without making a pause for any purpose. From the working of the model it can readily be seen that tbe lock can be made of any desired lift, since tbe princi ples upon which the gates are constructed and operated will admit of their being in definitely extended in height. These prin ciples can also be applied to dams, which by them can be lowered in high water if de sired, and raised again when the water be comes scarce and it is necessary to retain it. J. F. City Attorney Moreland 'had another seance yesterday afternoon with Mayor Gourley, and Controller Morrow was invited to lend his counsel to the conference. There was not much necessity for loaning his coun sel to tbe Mayor, as the latter was still ob durate, and refused to append bis signature to the deed for tbe sale of the old Poor Farm. It is not likely that the Controller wanted to lend even his counsel, as he is successfully trying to keep himself out of tbe difficulty, and does not care whether tbe Mayor signs the deed or not. The conference yesterday only lasted about SO minutes and at its conclusion Major More land and the Controller emerged, smiling as Eleasant as a basket of chips, but the Mayor ad a careworn ob-I-wish-l-wasn't-in-the-posi-tion look on his countenance. He said: "Major Moreland called to getmy answer as to whether I would or would' not sign the deed. I told him my final answer was that I would not sign it, as The Disfatch stated to-day. While I would like to end this agony and worry I can not execute this deed until the matter is set tled by the Supreme Court. No, Major More land did not advance any new arguments. His chief reason for signing the deed was that the city was losing 5 per cent interest on a $370,000 mortgage. The Supreme Court will render a decision within 60 days at tbe most and for two months the interest would amount to only 33.0&33, What would this amount to if this city got into a big damage suit? It would hardly pay attorneys' fees. "If I sell a piece of ground I have to give a warranty deed to protect the buyer against loss by defective title, etc I think the city would also have to give a warranty deed and where would it be if the Supreme Court upset tbe sale? Ifullv agree with the City Solicitor in bis statement that Mr. Staub's bond should be more than $500. It should at least be $5,000 in order to protect the city agcinst the loss oi tne interest money.
