BUYIHG OP TAX RECEIPTS OPPOSED The world is moving toward a better state of things politically, and probably in other respects. Its political progress is slow, but by setting up a line of sight stakes it can be perceived. A prominent county official, the veteran of many hard political battles, said yesteroay that in hts last campaign the bummer element cost him much less than in any previous one, and this was on account of the diminution of saloons. "When there were oyer 1,000 saloons in the county, each with its little sphere of political "influ ence," and an office seeker was forcedjto pay his conrt in each, he usually came out at the end of the campaign a physical, mental, moral and, if his purse were not unusually long a finan cial wreck. The strain is not nearly so great now, and if Allegheny county courts were to follow the lead of those of pnuaaei phia county, and the suggestions of some practical politicians were adopted, there would be a great saving, not only of money, but of public debauchery as well. Two years ago the Judges of the Philadel phia Common Pleas decided that courts were not run exclusively iu pre-eleetion times for the benefit of people who wanted to be naturalized and for the politicians who wanted the votes of the aforesaid. So these Judges decided that applications for natur alization should only be heard between December 1 and July 1. This was hail on the practical politicians who, to secure the vote of the man whom he has spent money to make greater than a king, must keep the fresh-pledged citizen in sight and in goad humor for four months prior to the time he wants to use him. MUST GET THESI THEMSELVES. These Philadelphia judges also decided, in cold blood, that certificates must be deliv ered N the applicant himself, who must also pay all charges. United States Commissioner McCandless and Couuty Prothonotary Bradley state that there has been neither variableness nor shadow of turning in this county. In all parts of the country the United States conrts put the finishing touch on exotic, would-be citizens whenever they ask lor them and show their legal right to them, but our county courts hear such applications daily, only when in reeular session, and during vaca- i tions applicants must present themselves on Saturdays or such other days as the courts may elect to sit It costs but f 2 here for a foreigner to matriculate, while in Philadelphia the cost is 3 50. loreigner coming into this country 18 years of age can get his final papers two years after declaring his intentions, but if over 18 at the time of his -arrival, he must wait five years before first papers can be ob tained, and two years more before securing certificate ot citizenship, or seven in alL MAT BE THE EEASOX. While the reason for the distinction may seem occult, it may possibly have arisen out of an impression among law-makers that the minds of people under 18 years of age were more plastic than those of more mature persons, and that less probation was needed. Any count, baron, marquis, viscount, lord or duke who may wish to vote for Del araater or Pattisnn must secure final papers before October 4, and in consequence the United States courts in Philadelphia may be lorced to run double turn for the next six weeks. Pniladelphia judges have also pointed the way to a reform, which, as even prac tical politicians applaud it, ought to be popular with all who do not wish to see themselves outvoted by hangers-on. That is, requiring voters to pay their own tax as a qualification to vote. "Were this rule carried out it would eliminate much of the Etonswill method of electioneering, and as, Sam Miller termed ft, there would be no profit ' in "hocusing." At present, it only requires, as a rule, 38 cents payment of tax to get a vote, and a man who cannot raise that amount hasn't the time to waste going to vole, and should not be asked to defer his evening repast for the sake of saving a country that won't stay saved any great length of time, anyhow. It has been suggested, and by politicians at that, that the chairmen of county and city committees should confer and decide not to pay taxes for anyone. The experiment would not do any harm.
