ALL SEWERS AND WATER PIPES Laid Before Streets Were Made and Every- thing How in Order. BHOET SKETCH OP A MAMMOTE WOEK Only builders, and bnt a fraction of them, are fully cognizant of tbe rapid growth of the outlying towns tributary to Pittsburg in the last five years. Since 1880 boroughs east of the city have Increased in -population from 16,000 then to 55,000 now, but this fact expressed in figures does not impress the improvement on one like a visit to some of these colonies that have separated from the parent hire. A notable example is tbe new town of Wilmerding. nestled in the Turtle Creek Valley, emerald-rimmed and protected by its surroundings from cyclones. The four score daily trains on the Pennsylvania Bail road thunder into it, and the traveler know it not until the station is reached. It is the first town in the State to be built solidly and without shanties, with "streets ready sewered and graded, with water works, in side water closets in houses, natural gas in bouses and plumbing all ready done, and with stores of all kinds, doctors, miles of sidewalks, a park, and, in fact, everything necessarry for the comfort of people accus tomed to city conveniences, not even except ing an elegant club house and reading rooms. Just when city building began history does not disclose, bnt we are told that Cain built a city in the land of Kod. According to biblical chronology! this must hare been early in the second century of man's do minion, for it seems to have been before the birth of Seth, who was born when his parents were only 130 years old. City building was quite common in those early days, but the creations were probably rather shabby affairs. Belying on Hebrew patriot ism some of us still sing "Jerusalem a city is compactly built together," but travelers assert that its compactness is a curse, and it is probable that the-sweetest portion of the Holy City is no bitter than that insalubrious district lying southof Old avenue and bet ter known by the name of Hardscrabble than by any other. TWO WATS OP BUILDING. It is somewhat strange that until within a few years past most cities in the world have been planned but little better than old Jeru salem. The Western people had sense enough, alter the old part of St. Louis was laid out, to make wide streets, but in other respects they showed but little knowledge of sanitary requisites; but this is perhaps not a matter to cause astonishment, as the material progress of the last two centuries is greater than all that preceded, whether one calls man's habitation here 6,000 or 100,000 years. There have been great improvements in this line since Cain's day. but very few towns are built properly to begin with. Host of them are like Pittsbutg, in which, as improvement goes on, streets must be widened at enor mous cost. The streets during the greater part of the year are constantly torn up for pipe laying or for some other reason, so driving, instead of being a pleasure, be comes an exasperation. All this is averted at "Wilmerding by the East Pittsburg Im provement Company setting the example of building a town ready to hand. It is com forting to know that tiie innovation has not been unprofitable. The first lot in the place was sold in April, 18S9, less than 16 months ago, and were it not tor the new look of everything, a visitor might suppose that the evidences of culture were the growth of decades. This pioneer town of the Turtle Creek Valley is 13 miles from "Union station, and from its location is destined soon to be tbe center of a vast pop ulation. A short distance east is "Walls station, where the Pennsylvania Bailroad Company will locate its shops, roundhouse, etc., make up its trains, and by its connec tion via the Pittsburg, Virginia and Charles ton and Pittsburg, Cincinnati and St. Louis Bailway, with tbe Ohio river connecting railway bridge, will move the vast bulk of its freight around Pitts burg, thus concentrating at "Wilmer ding and "Walls a business to appreciate which to the fnll requires a vast stretch of imagination, and this will all be accom plished within a few months. In addition to this is the Turtle Creek Valley Bailway, running through "Wilmerding to Brinton, and which will eventually be extended to Hurraysville, into tbe heart of tbe gas field, seven miles distant, while the Standard Un derground Cable Company's works at Brin ton will furnish employment to an army of men whose families will live in Turtle Creek Valley or on the charming heights border ing it. NEED AS ELECTBIC ROAD. Braddock, "Wilmerding and "Walls will be connected before the close of this year by an electric street railway, the need of which is already imperatively felt, notwithstand ing tbe frequency with which trains run on the Pennsylvania Bailroad. But a sketch of "Wilmerding would be in complete without a passing reference to the nucleus of one of the most complete and i vast enterprises of modern times. "Within a few feet of the Pennsylvania Bailroad, on the left band as you go east, are clustered the extensive buildings of the "Westing house Airbrake Company. To de scribe them snccinctlv would require columns. The foundry building is 225x400 feet. In the casting department, where air brake cylinders are made, the cupola, con trary to ordinary usage, is in tbe center,and the flasks travel around it by an endless cbain arrangement. Sand is also brought to the molders by a similar device, running overhead and operated by a 27-horsepower engine. The molding machines are oper ated by hydraulic power. The blacksmith shop is 252x400 feet in area. In it also the brass casting is done. In tbe boiler house are ten immense Babcock & "Wilcox boilers, and there is a great fan, which is almost a cyclone in its way, which forces warm or cold air to the various departments of the works, as may be desired. In cold weather the surplus heat of the boiler room is carried to where it is more appreciated than it is there. The lighting of the works is very complete, many arc and thousands or incandescent lamps being served by 2,000 volt power, with room for indefinite enlargement, as oc casion may require. Tbe carpenter and fitting shop is very complete in its appoint ments, and the machine shop is 300x500 feet in dimensions, with fonr acres of floor space. It has a high story in the center, with glass J rooi, wuicu maesine two stories on ine sioe as light as though ont of doors. Instead of one great monster engine, with flywheels that wreck a town in caseof a rupture, steam is conducted to the various departments and supplied to small engines, which are scat tered through the works where needed. In", this monster machine shop there are 800 lathes and miles of leather belting. A study of it brought to mind the observation 'of the imported hod carrier, that be had nothing to do but carry bricks and mortar to tbe top of a building and men up there did the work. This is almost literally true in the machine shop. The men simply direct operations, and as Mr. Gompers re sarks, machines are made make machines. It is a great triumph of mind over matter. ALL IN GOOD SHAPE. There are 4,000 feet of main shafting, tun "by lour 80-horse power engines. The wash rooms, water closets and sanitary arrange ment of the works are very complete. .Getting into the open air again, the inter ested visitor-found that he had missed his train' ad had an ionx-and-Bcvei-minute wait on his hands, so he took a stroll through the side ot the town toward the Mononga hela river. After leaving the network of railroad around the airbrake works, the solid slate filling of the low ground attracts attention. "What was almost a marsh a year aeo is now leveled to railroad Trade, making yard room for the railway yard and that of the airbrake factory. On the Mononga hela side of the town is a park, in which grows 16 kinds of tuees, on what looks like a pre-historic-sacrificial mound. In tbe cen ter of the park is an electric light tower, which sheds its soft, silvery light over sev eral squares as welL A couple of squares east is the new station bouse of the Pennsylvania Bailroad Company, now being erected. It is an elegant structure, and will cost 120,000. On the. terrace above, and to the right, is the clubhouse and library, built by the airbrake company for the benefit of its employes. It will cost $10,000, and will be similar to the clubhouse of the Cambria Iron Company, at Johns town. It has library and reading rooms, assembly room, kitchen, dining room, dormitories and a natatorium, the sight of which would ravish the, heart of youth in any latitude south of the Arctic circle. "When filled with water the depth will satisfy an expert diver. The superintend ent's residence, a stately brick building, is near the clubhouse. On'the same level is a building nearly finished which will be a well-appointed hotel of 35 rooms. Not far from the hotel is a plot of ground donated by the Bast Pittsbnrg Improvement Com pany, on which a $25,000 schoolhouse will be built. WHAT MAKES A CITT. The basis of a city is composed of sewers, paved streets, water, fnel and light! Given these and completion is a small matter, and Wilmerding starts equipped with all these, as well as hundreds of substantial houses built during the first year of its existence. The Bast Pittsburg Improvement Company's water reservoir is on the high hill overlook ing Port Perry. Water is taken from dam No. 2, on the Monongahela river, and tbe pressure in the pipes on the level of the air brake works is 105 pounds, and 85 pounds on the highest terrace, giving ample protec tion from fire without tbe aid of engines. The water works cost 250,000. The streets, as well as residences, are lighted by elec tricity. The town is but seven miles from the Hurraysville natural gas reservoir, and in addition is conected with the 16-inch nat ural gas main leading to the Bellevernon field. Aside from its unsurpassed natural scen ery, Wilmerding is connected with.the two great railway systems of toe United States the Pennsylvania Bailway and its connec tion's and the Baltimore and Ohio Bailway and connections, and it has the same freight rates as this ity. Ordinarily, these com bined advantages only come with age, and are very expensive to make after cities solidify, but here the inhabitants start fully equipped lor housekeeping on the most ap proved modern plan. The airbrake com pany, looking to its own benefit as well as to the comfort of its employes, builds them substantial houses not on the usual corpor ate plap, but each by itself, with spacious yards and room for adornment according to the varied tastes of the occupants and sells them on terms and time that enable tenants to pay for them at a slightly increased cost ot rent. Added to this is tbe fact that taxes will be light and borouch taxes almost nominal, as only revenue sufficient to keep up repairs will be required. LIFE MADE PLEASANT. To many people of sesthetic taste, residence in a manufacturing town is almost unen durable, but notwithstanding the whir ot machinery and the bustle of a restless popu lation, reminding one of that met in a min ing camp, there is an air of elegance about Wilmerding not experienced elsewhere in new places. This may be largely accounted for by the fact that to be an approved work man at the airbrake factory a man must, to a considerable degree, be educated, or at least intelligent, which is pretty much the same thing. It is not to be expected that when 2,000 or 3,000 men are huddled in tbe space of a few acres nothing disagreeable will ever occur, but it is safe to say that tbe moral tone of the town is un usually high, and as, nnJer the regulations of the controlling influences of the place, abject squalor cannot gain foothold, as in tbe japer towns and shanty towns, usually the nucleus of manufacturing centers, that tone will be maintained. In conversation with several householders who have gone to Wilmerding to better their material condition.it waslearned that they are not annexationists. They say that they have almost all the advantages they could have from a residence in Pittsburg; taxes are light, and if variety be wanted other than supplied by hill and dale and purling brooks; from association with their neigh bors, Braddock and McKeesport, it is but a few minutes' ride to Pittsburg, and com munication is almost constant during hours when honest people are abroad.
