The crusade against dogs trill begin to morrow, and dozens of policemen who have a spite against canines for awakening the echoes of a still .night, will now hare a chance to even things up. It is possible that the great army of tramD dogs seen running about the streets at night will be materially decreased bj Saturday. The slaughter of the innocents will besm at 7 o'clock to-morrow morning, and the rich and poor will Buffer alike. The aristo cratic pug, fed on bonbons in the lap oi its mistress and with a pedigree longer than the Sunday selling law, will have to take chances with the poor yellow cur without a home and kicked from pillar to post. The police officers haTe been giTen orders to kill all dogs found running the streets unmuzzled and there is not the least chance of the order being disobeyed. The officers will be paid 50 cents per head for killing the animals, although some people think "this a high price for tramp dogs. Chief Brown, of the Department of Public Safety, was asked yesterday if the order would include small pet dogs that might possibly stray out onto me street ana fall into the hands of the police. Mr. Brown said: CAST IBON' DOGS EXEMPT. "About the only thing that will be ex empt from the order will be the figures of dogs made of cast iron. I have heard of a case where an officer shot at an iron dog three times beiore he discovered he was shooting at the wrong dog. Pet dogs will take chances with the worthless curs, and to avoid running any risks, I would advise people to muzzle. their animals or see that they cannot get out on the streets. If the dogs jump the fence and fall into the hands of an officer thev will be 'goners.' "We are determined to rid the city of the large army of curs and expect that some lambs will have to suffer with the sheep. I expect to lave a report of 1,000 or more killed on Triday. j Paul Hackc, the great dog and horse fancier, is in favor of the order, bnt he f .thiuks there should be a dog pound. "The i forder is a good one," said Mr. Hscke. Jt'There are so many stray dogs roaming about that it is positively unsafe. It is the curs, and not the good dogs, that are to be killed. The policemen have no right to take a dog out of a man's yard or invade his house and take out a dog that is not muzzled. The best way to work it would be to have a dog pound. ADVANTAGES OF A POUND. "A dog found without a muzzle should be taken up and kept for several days. If the dog is worth anything, the owner will call for him and pay the requisite costs. If no one calls the officers will be certain the dog is a vagabond, and can be placed in an iron cage and lowered into the river. "The owners of good docs will muzzle their pets. Muzzles will not hurt dogs in the least. All that is necessary is to have the muzzles properly made with broad straps around the neck. The owners of good dogs are well pleased with such an order, because it is more safe for their own dogs to run about when the curs are killed." J. D. Brown, Esq., was interviewed yes terday regarding the legal right of Chief Brown to issue his order against dogs. He said: "There is an act of Assembly giving the right to any corporate organization, town,or city, to regulate or prohibit by ordinance the running at large of all dogs, cattle or other animals. In accordance with this act the city of Pittsbnrg passed an ordinance to the effect that all dogs must be muzzled from July 15 to September 15. BEFORE A JIAGISTKATE. "All dogs found running at large without muzzles must be taken before an Alderman or Magistrate, and on proof of the dog being dangerous or without an owner it must be shot. It also provides that tne Mayor has power to appoint as many men as he deemed necessary to crry out this ordinance, and they are to be paid by warrants drawn on the City Treasurer. It further provides that any person interfering with an officer in taking charge of a dog is liable to a fine of ?50 for each offense. "The ordinance also implies that the offi cers must use judgement in the matter. They cannot shoot dogs promiscuously. I think Chief Brown s order is in accordance both with the State and city legislation. I do not believe that Mr. Brown intends that policemen have the right to shootAlogs down. They have not the right to co into a man's yard and take out a dog because he is not muzzled. The proper way would be to serve notice on the owner, and'tben proceed if no attention is paid. George Beltzhoover, of the Pennsylvania system, is known as the lightning passenger agent of Chicago. He is said to be able to beat the fast trains of his road in getting to wherever business is to be found, and once the ground is reached, he is just as rapid in securing that which he went for, says the Chicago Post. He has only been two years in the city, and yet no man in it has a more extended acquaintance ormore close and in timate personal iriends than he. Mr. Beltzhoover is a Pennsylvania Dutch man. He came here from Pittsburg, which is his native place. His success is entirely due to his own exertions and business ability. While still a boy he entered the service of the PennsylvaniaCompany in 1S74 as news agent, being giva$ the run from Pittsbnrg to Philadelphis, and re mained at that work till 1878. In those four years he exhibited such steadiness and business ability that the managers of the road offered him the position of city pas senger agent at Pittsburg. This position he accepted and held till October, 1887, when he was promoted to the position he now holds in this city. That promotion was en tirely due to tbe'suecess which attended his efforts in Pittsburg and was all the more gratifying from the fact that the brightest and most successful men are always selected for the positions in this city. When Mr. Beltzhoover first arrived here some of the older agents were inclined to guy him a lit tle and to ply him with ghos stories, bnt they soon found that they had tackled the wrong man. He gave them tit for tat every time and they were not long in realizing that they had to encounter in him a foeman worthy of their steel. He at once claimed their respect and he has maintained it ever since. They have all to admit that there are no flies on Beltzhoover. A POPULAR STJBSCBD?XI0ir. Iiay ton for the aid of the Dunbar miners' fami lies is taking good shape, and the indica tions are that Pittsburg will do her share. Yesterday the managers of the International Sunday School Convention sent the collec tion taken for the sufferers to Mr. Layton. It amounted to 325 29. In addition to this Mr. Nelson P. Reed sent $100. In the afternoon the Montooth Campaign Committee met tor the last time. After all the bills were settled they found that there was a balance of $351 06. This it was de cided should be given to the explosion vic tims. The committee had not heard of Mr. Laytnn's movement, so the money was sent direct to George Swearingen, at Dcnbar. Captain Batchelor sent the money up yes terday. Subscriptions can be sent to Mr. Layton, at the Custom House, in Germania Bank building, or sent by mail to postoffice box 661. Census Supervisor Oliver Finds nil Esti mates Were Very Conservative Two of the thirteen missing censns dis tricts were reported yesterday to Census Su pervisor Oliver and they pleased him great ly. In one he had estimated 200 or 300 less than the report showed. In the other he had calculated 2,500 persons with 40 per cent off to alio w for contingencies, but the report shows a population of 3,275. Mr. Oliver says that all figures given out by him have been very conservative and with the returns now in he is satisfied that the popnlation of the countv will exceed 45,000 instead of 543,000 as he" estimated on Tuesday.
