Decoration Day to bo Remembered
With Less Pomp Than Dsnal.
AN ABSEKCE OP DRDil AKD FIFE,
fat the Presence of Manj Veterans at All
the Cemeteries,
IS TO MAKE THE SEW DEPAETDEE
To-day the patriotism ol the people of
Pittsburg and Allegheny will shine forth
in the impressive ceremonies that character
ixe the day soldiers' graves are decorated.
The memory of those who fought for their
country will be ever before the citizens on
this day, and thousands of preparations hare
been made to show the love and respect
that are felt for the brave soldiers who now
sleep beneath the sod.
For the first time in many years the
Grand Army of the Republic will not turn
out in the usual grand parade which has
distinguished this organization for years.
The patriotism of the old soldiers is like the
great nation itself deathless, so long as a
man of it lives who breathes its principles,
and however much they would like to
march, their aged limbs refuse to act
The patriots who stood by the Stars and
Stripes in the hour ot danger, amid priva
tion and want, have crown old in years, but
their hearts are still with their dead com
rades, and they will remember them to-day
in as impressive, it not auspicious, manner
ss in the years gone by.
nOW MET tVTLIi MEET.
The various posts, instead of meeting in a
body and marching in a solid column, as
heretofore, will meet m separate bodies and
each attend to tlie cemetery nearest to them.
This will cot reqnire much walking, and be a
relief to the great majority who are no longer
able to endure the tatigue of a long march.
The city posts will take the tram to Forty-third
Hrect. and will have only a fen blocks to walk.
The East End posts will march from their hall
to the Homewood cemetery, and the Soutbside
posts will take care of the graves on that side of
the river, and the Allegheny organizations will
look after the dead in their cemeteries.
Mass meetings and campfires, as usual, will
draw the veterans together in the evening, and
many a tale of the glorious deeds of valor will
bo gone over and over again by those who once
marched, fought, camped and suffered side by
side with the brave bors whose graves tcey
have once more decorated.
Memorial exercises will be held at Mechan
ical Hall in the afternoon, and Grand Army
men will attend to meet their friends.
The grave of that faithful nurse. Miss Helen
P. Ppeer. will receive due attention.
Speeches, orations and muMC, both vocal and
instrumental, will be prominent features of the
impressive programme tiat has been arranged
for to-day's memorial services at the Allegheny
Cemetery. Post. S. 206. 30. 259. 41 and Camp
163. Sons of Veterans, will all. except 41. form
'ii line at the corner of Liberty and Market at
8:30 and take the train for tbe cemetery as far
as Thiny-ninth street, where they will be met
l.y tbe Lawrenceville school children and
inarch to the graves. The programme of exer
cises has already been published.
At Homewood, Mt. Washington and other
suburban cemeteries, equally appropriate
services will be conducted, and in Allegben,
this morning, at 7:30, Post 113. headed by the
G. A- R. band, will decorate the graves in the
cemetery of Vocgtly's church, on Trov HilL
In the afternoon they will proceed to Union
dale Cemetery and meet Posts SS and 162. On
the arrival of Post 123, the services incident to
unveiling the soldiers' monument will be ob
served. Judge Collier will deliver the oration,
and the different schools will present the stones
which mark the location of tbe lot.
MUCH IN ALLEGHENY.
The veterans of the late war and their count
less friends will have much to interest them in
Allegheny, and the day tbey decorate will be
ono long to remember by those who observo
the services. In tbe evening, at 7:30, Encamp
ment No. 6, Union Veteran Legion, will hold
memorial services for the dead at its ball. 51

debt has been slowly but steadily decreased
and tbe sinking fund increased since 1S80. Tbe
year 1885 shows an Increase of debt, bnt tbis
was onlyan apparent increase. A large amount
of tbe old debt was refunded that year, just at
the close of the fiscal ear, and when tbe re
port was made up, tbe now bonds, at a lower
rate of Interest, had been issued, and the old
bonds had not been called in, so on the books
the city was charged with both.
Another somt in the city's favor is lu tho in
terest account. This has been decreased each
year, and. as It now stands, tbe city holds her
bonds in the sinking fund to an amount tbat
brings $100,000 of the Interest back into tbe city
coffers.
