M. C. A. build ing, yesterday, for the purpose of organiza tion. There were present Messrs. 'William A. Herron, A. M. Marshall, Colonel J. M. Schoonmaker, Harold Pierce, H. K. Porter, G. "W. Dil worth, Benjamin Thaw, Percy P. Smith and Bev. J. G. Brown, D. D., the entire board. Mr. Marshall wasriecled President of the board, though he protested that a younger man should fill the position. "William A. Herron was made First Vice President, and Dr. J. G. Brown, Second Vice President, Colonel Schoonmaker positively refusing to take the place when nominated. Percy F. Smith was elected Secretary on a condition proposed by himself, that he wonld not have to Keep any books or records other than those of the board meetings, and that there be no salary attached to the position. Mr. C. F. Deau was elected Treasurer, and the XTnion Rational Bank the depository of the funds. Mr. Smith moved that all meetings ot the corporators be open to the public The motion was passed unanimously. SOT BEACHED YET. The followlngmlnute was read and adopted: It harms been stated in Pittsburg newspapers that the instructors for the Western Pennsyl vania Institution for the Blind have already been selected, this board leels called upon to declare the report to be unfounded. That point in the enterprise has not jet been reacnea." A resolution was parsed authorizing the printing of the annual report in pamphlet, and the by-laws were amended providing for the appointment of an Auditing; Committee. The report of A. M Marshall, E. R. Doneboo and P. P. Smith, the committee sent to visit the institntions at Indianapolis and Uolumbus, as quite length v. Its details hare been pub lished in TnE Dispatch. When the qnestion of site came up It was an nounced that, while there were two sites to select from. Mrs. Schenley faTored what is known as the Forbes street plat. In this there are 10 acres and 78 perches. The other, also at Bellefield, is near Fifth avenue, running back toward Center avenue, and contains 12 acres. The members of the old board preferred the Center avenue site, as it is the mot eligible and most valuable, bnt they were willing to take either. The Chairman said it was not true that, while ontward professions were for the Center avenue site, any officer or member of the board had acted "treacherously" to secure the Forbes street site, but it was true that at tbe last meeting of the old Board of Directors a plan of the Forbes street site was presented to the board and. in the nandwritingof the lady herself, were the words. "Gift of Marv E. Echenley to the Blind Institute, Pittsburg." WANTS IT OUT OP THE WAY. A letter was read at the same meeting in which Mrs. Schenley said she hoped the deed would be promptly forwarded, alone with the deed for the park property, as she wished to sign both, and thus end the negotiations which had been so vexatiously delayed. The gift was accepted, a vote of thanEs passed, the secretary directed to notify the donor, and arrangements made to have the resolutions properly engrossed and forwarded to tbe lady as soon as the deed is received. Tbe deed was prepared and forwarded a few days alter toe meeting. The board disclaims any knowledge of treachery" or "traitorous conduct" in regard to the selection of tbe site, and simply state that the donor herself, or her agents, made the selection of the Forbes street site. The board trusts tbe public will accept this explanation, and that it will not be influenced by statements to the contrary. No further business being on tbe table, the board adjourned to meet at the call of the sec retary. WEESTLDTQ HT MEXICO, Tehuntepec A cents Getting; Farther Con cessions From the Country. Colonel James P. Andrews went to New York last evening. He says he has had a num ber of scents in Mexico all winter trying to get certain amendments in tbe concessions made by the Government to the Tehuantepec Ship Railway Company, but like wrestling with tbe American Congress it is slow work. As soon as tbe amendments are made tbe job of placing tbe bonds mil be renewed. European capitalists have displayed a ready disposition to indurse the scheme, and tbe Colonel hasn't any doubts that some day the great road will be built. "WOEK ON THE NOEFOLK HUE. Tbe Projectors Are Poshing; (he Road Through Ylrglnln. Charles Miller, the contractor, went East last evening. He says a great deal of work is now beinc done on the Norfolk and Western road, whose objective point is Pittsburg. Mr. Miller says the projectors mean business, ana the road will certainly be built. In tbe neighbor hood of Pulaski and Roanoake numerous fur naces and iron plants are beinc; built. The road will connect at some point with the Baltimore and Ohio, probably on the Pittsburg division. Money Needed for Rebuilding. W. C. McEldowny. An electric car on 'the Federal street hill re fused to obey the brakes yesterday morning; and flew down the incline at a terrible speed. There were over 30 passengers aboard. It was an old car, and the brakes worked badiy all the way down Perrysville avenue. At the power house the motorman declined to go any further with it. An assistant to the superintendent started with the car, but it went faster and faster, and he saw that he could not bold it with the front brake. He ran to the rear end to attempt to assist in getting the runaway trolley back on the wire. Kngene Maxwell, general agent for Clark's spool-cotton estab ment, grasped the front brake. With his great strength be made the brake press the wheels so heavily that the speed was somewhat retarded. For this reason the car did not jump tbe track at tbe North avenue switch, but as it turned out there, Mr. Maxwell was thrown from the platform. His ankle was broken and be was badly bruised. After medical attend ance to secured, he was taken to his home on Perrysville avenue, near Linden. He will prob ably be permanently lame. Tbe passengers say that they owe tbelr lives to Mr. Maxwell. Mr. Frank Keene, stock broker of Oil City, has been in town for the past two days nego tiating with some brokers in this city for a stock wire. He has closed a contract with F. A. Pollock fc Co. to furnish him with the stock markets. Tbe latter firm has opened up in the old rooms of the Keystone Commission Company and will do a regular stock business. This does not look as if tbe stock business is killed by the recent bucket shop failures. THREE TICKETS IN THE FIELD. The .Annual Election of the Duauesue Club Held Last Night. The annual election of the Duquesne Club was held last evening. There was a large at tendance of members, and considerable inter est was manifested in the contest. There were three tickets in the field, and it was decided to deter tbe counting of votes until to-day. The admission fee was not changed, and still remains at 150. An Old Citizen Laid to Rest. Tbe funeral ot tbe late James McGinnis, one of the oldest residents of Pittsburg, took place at St Mary's Cemetery yesterday. Deceased was S2 years of age, and had lived in Pittsburg from his 16th j ear. The funeral services were condncted at St. Agnes' Catholic Church, on Fifth avenne.
