AfGOOD 0PES1XG FOE A FODNDET HERE iilsn't it strange there is no cast-iron pipe ijinade in Pittsburg, although it is the great Jheadcenter of the iron industry?" asked a Iprominent manufacturer of a Dispatch (reporter yesterday. "The demand for that class of pipe," he continued, lor water and for" purposes other than natural gas is very much in excess of the present capacity of -the country, and yet there is not a foundry in Pittsburg, nor has there been one since the faliare of Marshall some rears ago." The peculiarity of these remarks brought about an investigation which developed the fact that, although cast-iron pipe can be pro duced at a much lower cost, it is not always the safest or most reliable. It will be re membered that a struggle ensued last fall between cast and wrought iron pipe manu facturers for the material which the Colum bus Natural Gas Company proposed using. At'that time a number of cast-iron manu facturers claimed they were able to furnish pipe, thoroughly uniform in thickness and quality, which would withstand Jhe pressure lequired for lines laid from fields register ing heavy volumes of natural gas. CAUGHT IT AFTEE A FIGHT. After considerable struggle for supremacy, a part of the contract, whuh included the miTu lines from gas districts to Columbus, was awarded to the American Tube and Iron Company, of this city, and a large portion of the lines to be used within the city limits was purchased from castiron maters. At mat time me uaugers iiKeiy to arise from the use of the latter material was predicted by manufacturers and others, owing to us lack of uniformity, which might entail great loss of life and large damage. These fears were well lounded, as the recent explosion in Columbus in which several lives were lost, no doubt proves. The fatality occurred on one of the castiron portions of the line, and claims for damages have already been entered against the gas company. Several pieces of tbe bursted pipes, taken from the Columbus line, were shown the re porter. They were from a six-inch pipe and varied all the wav from one-fourth to three fourths of an inch in thickness. Tbis possi bly explains why Pittsburg capitalists have never invested money in the industry. It is claimed that it is almost, if not entirely, im possible to make cast-iron pipe of unitorm thickness. This is due to some portions of the iron being more fluid tnan others and does not flow evenly when the casting is be ing made. The pipe used in Columbus was supposed to be three-quarters of an inch in thickness, but, owing to these variations, due to the caue mentioned, and which was perhaps unavoidable, the pipe was not at all satisfactory in character. Of course all pipe, both cast and wrought iron, is tested witti 200 pounds water press ure. The gas, however, is more penetrating, and is liable to find the utmost strength of the material sooner than water. SATETr ABOVE EVERYTHING. All natural gas companies appreciate the urgent necessity of the greatest possible uni formity of quality in their lines, since the relative carrying capacity must necessarily be based on the weakest portions of the lines, and as life is so much endangered when pipe proves imperfect It is said that the irregular sample brought from Colum bus was made from Southern iron, although the same difficulties ot the same character occur with old makes of cast iron. There is some cast iron pipe used in the city, .and it has given general satisfaction, with but few exceptions. Leaks have oc curred through the irregularities in the pipe mentioned. Superintendent Brown, of the Water Department, said that the city could save many thousands of dollars if cast iron pipe could be put into universal use. Last year the city spentS51, 000 on a large line two miles in length and 543,000 for eight miles ol pipe extension. The cost of the cast iron material is, on an average, about 10 to 20 per cent less than wrought iron. On an annual expenditure of from 50.000 to 580,000 lor water pipes alone, the city could save some money. Anexcellent opportunity is also offered for capitalists to invest in a paying industry if a material can be produced that will give satisfaction. The demands lrom a score or more towns immediately sunounding Pitts burg, ail of which have water works and natural gas, together with outside trade, would no doubt keep an establishment pretty busy. , JI0EE EAPID TEASSIT EEADT, Tbe Allegheny rmMtown Line Begins to , Knn In Cars. The regular operation of the Crosstown Electric Kail way, a branch of the Pleasant "Valley line, was begun yesterday morning. The line runs lrom Superior station, at the lower end of Allegheny, along Superior avenue, Sedgwick and "Washington streeU, to the main line of the Pleasant Valley road, at the corner of Washington and Fre mont. One fare will be charged from the outer end of the line to the Pittsburg ter minus. Ten cars are run on the main line and six on the Crosstown line, rn that ctrs now" leave the corner of Smitbfield street and Six avenue about every three minutes. The expectation is that the eiectni cars will be placed upon the East street line within ten days. The following distinguishing shields will be placed on the ends of the cars of the sev eral lines: Main line to Charles street, red Maltese cross; the Crosstown line, a yel low keystone; the East street line, a blue shield; the Observatory Hill line, a white star. At night there will be illuminated glass signs of the same designs. No Library Control Ordinance Yet Selected A Disclaimer ns to Star Chamber Ses sions Tbe Olntter to be Poshed Right Alone. The members of the sub-committee of the Allegheny City Property Committee, met at the office of Edwin Lare & Co., Diamond street, yesterday afternoon, and engaged in an informal discussion of the question of the ordinance governing the Carnegie Free Library. There were four ordinances re ferred by Councils to the committee, and each one of the sub-committee stated that a general draft of an ordinance would be ar ranged, special matters in connection with the Free Library to be provided for in the shape of amendments. Subsequently to the informal gathering, Mr. Arthur Kennedy was seen and ques tioned as to the business transacted at the meeting. He said there was none, and stated that the regular meeting of the sub committee would be at the City Hall next Monday evening, and that there would be no star-chamber business about the meet ing. "I have heard statements that the sub committee was trying to exclude citizens from its sessions. It is not so. for no meet ing held has been ot a secret nature. Tbe members of the City Property Committee know what they are about, and will proceed carefully in the matter, and when an ordi nance is reported by them it will be in such shape as to receive the sanction of Councils. There is no intention to deprive anyone of their rights. The matter will be pushed right along, and when the ordinance is ready to report to Conncils a special session will be held. The intention now is to get the matter in shape as speedily as possible." Another member of the sub-committee stated that the Board ot School Control was not at all reasonable in tbe matter oi the permanent control of the build ings. He stated that it was altogether likely that the library section of the building would be placed in the hands of a committee of 16 nine from Common and seven from Select Council to be known as the Standing Library Commit tee of Councils, no such committee being now in existence. The control of Carnegie Hall would be placed with the' City Prop erty Committee, who would arrange matters in connectio-i with tbe appointments, etc., in the best possible manner. If these plans did not prove thoronghly satisfactory a change could be made by Conncils at any future time. It is believed that this plan will receive the commendation of Conncils and the citizens. Councils are reported to be ready to resent tbe criticisms of the.intelli pence of Councilmen and the way iii which motives have b?en impngned has aroused a natural resentment which has caused the members of Councils to take the ground that Councilmen not only can, but will run the library successlully. CE1ZED BI flEE L0YE6VS DEATH. An Old Woman Who Brooded Too Much Over Her Lift's Romance. Mary Faterbach, 65 years of age, was committed to jail yesterday by the Depart ment of Charities in order that the question of her sanity and disposition may be de. termiued upon. It is probable that she will be committed to Dixmont for treatment to day. TJbe woman is unmarried and has no friends in America. The story of her in sanity, as learned by Examiner George Hoffman, is that she came to this country when about 18 years of age, coming direct to Pittsburg. Alter living here some time she became acquainted with a young river man. After a courtship extending over a number of years, tbey were engaged to be married. A" short time before the time set for the wedding, however, the young man was killed in a boiler explosion. Alter that event the girl went to live with the Gallinger family at Penn avenue and Twellth street, where she remained until yesterday. From the day of her lover's deatb she brooded over ber misfortune, until finallv, when the years of her youth had passed, It affected her reason. For several years she has occupied a room in the Gallinger house, doing only what suited her. Gradually her insanity took on a violent form, until the family thought that for their own safety she had better be placed under restraint DOILE'S LIFE 1NSUEANCE. A Queer Stnte of Affairs Developed by a Firemnn's Death. Peter Doyle, of tbe Southside, was a loco motive fireman while in the flesh, and be longed to a life insurance organization known as the Brotherhood of Locomotive Firemen. He died on the 5th of January. He had a policy on his life calling for $1,500. Tbe law of the organization is thatathe bene ficiary must be a relative. Originally the beneficiary in this case was a sister, but as she was living in Johnstown and no trace of her coyld be found after the flood of May 31, she was supposed to be drowned, and Doyle substituted for tho sister the name of a man whom he styled his cotsiu. Doyle has an aged mother living in Beloit, Wis., and ""he is next heir after the sister. The man designated as a cousin by Peter admits that he is no relative, but, neverthe less, is wiliincr to accept the 51,500. Peter's mother wants it also, and has put the matter into the hands of J.
