Stilt SmJHSASltiS. Collector Warmcastle Wants a Special Detective Appointed " TOlEOSECDTE ILLEGAL DEALEKS, Over Six Hundred of Them Said to be in Allegheny County. THE EVIDENCE HAS BEEN COLLECTED Prom present indications the speak-easy proprietors are destined to have pretty hard times within the next few months. First it was announced that the Police Department had collected eridence against them to be presented to the Icense Court. Then the warfare of District Attorney Johnston and County Detective Langhorst was inaugu rated, and now Collector "Warmcastle has taken them in hands in behalf of the Gov ernment. He has asked for the appoint ment oi a special officer, at a salary of $100 per month, whose duty will be to prosecute all retail dealers and proprietors found selling without a Government license. The Government requires all dealers in malt liquors to pa a Government license of $20, lt,4 those dealing in spiritous liquors are taxed 25. It Is estimated that the Government has lost at least S15.000 of internal revenue through illegal liauor sellers this year, and Collector Warm castle Is determined that it shall not be re peated. A directive demanded. When Special Agent Culbertson was in the city recently inspecting Mr. Warmcastle's dis trict, the two gentlemen had a consultation with regard to the matter, and the formal re quest was made for the appointment of a de tective. Agent Culbertson promised to lay the matter belore the department, together with the facts furnished by Collector Warmcastle as to the state of affairs in Allegheny county, and the need of something being done. Mr. Warmcastle said yesterday he expected the agent would be appointed, but he did not Know Just how soon. It was reported that as soon as the information now in the bands of the notice would be offered in court that he would take possession of it and use it in prose cuting the violators of the Government laws. Mr. V arm castle said it would not be necessary to do this. He has a great deal of information of bis own, and is constantly collecting more. He also said that he did not think the police were in possession of any information he could not get by asking for it. It is not thought the agent asked for will be given a permanent appointment. The only work to be done a. present is to prosecute the people who have violated the law this year. SPEAK-EASIES TO SUFFER. Mr. Warmcastle could not tell how many there were, bnt it is the Impression that there are over 600 in the county. Those who succeeded In getting a license from the Court last year have all taken out a Gov ernment license, so that the people Mr. Warmcastle Is after are speak-easy proprie tors. The number is likely to be reduced next j ear. as it is expected more licenses will be granted. The special agent, if appointed, will be retained, however, as long as there are any violators of the Government laws to be found. The other business of the district has been so enormous that no attention could be paid to the speak-easies br the regular deputies. There are 12 of these in the 24 counties. They look after the brewers, distillers, retail dealers and cigar manufacturers and they find no time for anything else. If all other movements now inaugurated or in prospect against speak-easy proprietors are pushed to completion, the majority of the men now engaged in the illegal sale of liquor will find their lot to be a hard one before they get through. AK0THEE TOUCH OP WINTER. The Mercury Falling Steadily Ever Since Xesterday Morning. At this late day Pittsburg is to have another touch of winter. After the heavy rain of Wednesday night the weather grew colder, and the mercury has been falling slowly but stead ily ever since yesterday morning. At the Signal Service office yesterday it was predicted that temperature this morning would be between 15 and 20. This will cause overcoats to button themselves np to the chin. At Ft. Baford, N. D.. yesterday morning the mercury was 40 below zero. As the cold wave is coming east it is probable that it will not be warmer here for two or three days. AtOKKEEIX PICKLES. Having heard that the Allegheny Light Company contemplated the erection of a new station, a Dispatch reporter yester day called at the office of .the company, and in conversation with one of the officials, ob tained the following information: "The company has for some time realized the necessity of building a new station," said the gentleman, "the reason being that the recent improvements have caused such an Increase in lighting that their present station Is becoming overloaded, and the fact that provision for future business must be made, was forced upon us. In the last few years Incandescent lighting has grown from being bnt little beyond an ex periment, to a system ot great magnitude, and on a thoroughly commercial basis, the great step, of course, being made (as It was in the gas system) when the product could be sold by meter, instead of by a loose system of contract; as is well known in the gas companies, their first real success dated from this time: likewise in electric lighting, the great step Irom the doubtful to the thoroughly commercial bans was made when this ehange was introduced. "The output of light of this company is now equal to about 800,000 cubic feet of gas per day, while this time three years ago it was not above one-sixth of tnat amount; this exceeds in size many gas plants in the smaller cities. Electric light. In consequence of Its superior advantages, both In quality of light and the ab sence of vitiation of atmosphere, is bound eventually to supersede gasr just as surely as gas is bound to supersede other forms of fuel, and it is only a matter of a few years until this change will have sradually been made. "As to the details of the new station, some time has been spent in gathering facts and ideas from the largest and most economical plants in the world. The station will, of course, be built in the neighborhood of ono of the riv ers, cheap water being one of the objects; the construction will be snch as to allow of the cheapest and most economical fuel; the ma chines will have a capacity of from 5,000 to 10,000 16-candle-power lamps, probably the latter, as lor a station of this size they will be none too large. The output at a full load of one of these machines will be equal to between 5,000 and 6,000 cubic feet of gas per hour. The exper ience gained in studying plants in London, Ber lin, and other large cities in the world, will be brought to bear to design all details as to give the most economical results. "I could give you many figures on the com parative cost of production of light, but do not think it advisable to do so, but there is no doubt of the fact that in the improved stations, manufacturing in large quantities, electric light can be made as cheaply as gas. The station, when built and fully equipped. wlU have a capacity in output for incandescent light alone equal to about 600,000 cubic feet of gas per hour, and will be one of the largest stations in the world." A few days ago a letter was received by George Sbeppard, City Clerk, from the similar official in Beading, notifying' him that a dele gation ot the Beading officials, including the City Engineer, aud several Couucilmeu com prising a committee for the purpose, would visit Pittsburg yesterday to inspect the build ing regulations of the city. Owing to the fact that an enterprising reporter took the letter away from Clerk Sheppard's desk on the day be received it, he lost track of the date, and had no arrangements made for the reception of the sister city's officials. As a result; when the eight representatives of Reading arrived. Messrs. J. O. Lelnbach, Charles F. Fink. William A. link, W. M. Hels ter, William J. Rourke, Samuel J. Hoff, Charles A Miller and Cyrus T. Fox entered the City Hall without any formal recognition of their official mission. They were met by Council, man Andrew Binder, of the Thirty-first ward, who entertained the visitors and took them to the Court House to participate in the Presi dents! reception. They will spend to-day in visiting the Pittsburg and Allegheny officials. SCIENCU OP NO ATAIL. Little Alice Coll Die After Undergoing a Fearful Operation. The novel and skillful operation spoken of in The Dispatch some time ago was of no avail, and little 12-year-old Alice Coll, of Oakland, died at 7 o'clock yesterday morning after un dergoing one of the most trying operations on record in this city. It seems when the girl was but 6 months old she fell, striking her bead against a stair. She was evidently badly Injured, as she went into convulsions and later became waralyzed. Dr. Stewart, with Drs. Joe Dickson, Brockerhoff, Robinson. Ward and Mover, made a circular cut in the girl's skull and found what they ex pecteda tumor as large as a duck's egg. It was removed and the operation was considered successful, but the little one was too weak to stand the Bhock and died two weeks after. CARNEGIE'S OFFER INDORSED, The Millionaire Iron Han Denies That He Has Selected a Site, AND HE SAI8 FBJAKKLI THAT HE WOB'T The Pittsburg Library Committee, ot Councils, met yesterday afternoon in the City Clerk's office and recommended the or dinance accepting the offer of Mr. Carnegie of a free library for the city. Mr. Lambie presided, and Messrs. Ford, Holliday, Keat ing, Carnahau, Shannon and Bigham were present Mr. Keating, in offering the motion to recommend the ordinance, said tnat as nearly all the prominent cities of the coun try were already provided with public libra ries, Pittsburg would have been compelled sooner or later to do likewise, either through her public spirited citizens or by the city gov ernment. But Mr. Carnegie has very magnanimously stepped in with his princely offer and relieved the wealthy citizens of the necessity of providing the library so that they can now devote their means to some other object for the public benefit, and Mr. Keating had nodonbt that with Mr. Carne gie's splendid precedent before them others would no doubt respond. WILL PASS IT NEXT MONDAY. It was decided by the committee that the or dinance would be printed aud passed, if pos sible, in both branches of Councils next Mon day. Alter the meeting an informal discussion of the location for the proposed central library was indulged In by several members of the committee. The majority favored a down town site, Mr. Ford's preference being the cor ner of Fifth avenne and Grant street across Grant street from the Court House and he said he had It from good authority that Mr. Carnegie would pay for the'slte of the building as well as the library itself, for which he had offered $1,000, 000. Mr. Keating thought Mr. Carnegie would not consent to the location of the library in the East End, as suggested. Mr. Holliday favored locating the library on Duquesne way. HIS EMPHATIC DENIAL. A report having been rather freely bandied about in certain circles last evening to the ef fect that Mr.. Carnegie had selected a site him self, and volunteered to purchase the same aside from bis offer made for the library Itself, a rep resentative of Tee Dispatch called upon him at the Duquesne clubrooms late last evening. Mr. Carnegie was averse to being interviewed, but on being informed, of the report in question made the following statement: "I wish it to be distinctly understood that I have not, nor do I intend to have anything to do with the selection of a location for the library. The people of Pittsburg, or more Jiroperly, their representatives have the matter n band now. what they will do 1 have ho means ot knowing but everything as to arrangement or site Is for them to determine. You can say that I am pleased to have the matter so freely discussed, and want them to continue doing so. The more discussion the more nearly perfect as far as meeting with general approval will the result be.
