GKEELI OBJECTS TO A CITIL BUREAU mtimj roa rax sxsrxTCK.1 The recommendation made in President Harrison's message to have the Signal Service corps of the United States army transferred to the Department of Agricul ture has drawn more or less attention to this unique branch in Uncle Sam's service whose principal occupation just at present is to guess at the weather. Not that it is mere guessing, for the percentage of correct predictions in the serrice is over 80, but the fact that it is not 100 lends to the whole business an air or doubt which renders bet ting on the Governmentffcrophets just a trifle hazardous. The Signal Service is unique in many re spects. Although a branch of the army, outside of the officers there is not a man in it who "the order of a battle knows more than a spinster." Then, again, though its members are regularly enlisted men the meanest private receives for his pay about five times the usual J13 a month doled out to his fellows in the infantry, cavalry and artillery. Another trait which distin guishes the Signal Corps is that unlike the other branches of the- service it is recruited from among the most intelligent class of citizens and uo one in it feels ashamed of his uniform, but on the contrary is proud of his position. The position of a second-class private in the service is as hard to get and so fairly recompensed when obtained as to make it a prize worth striving for by many who would never dream of sporting the uni form of a common soldier. VACANCIES ABE BABE. Joining the Signal Service Corps is very different in comparison with joining any other branch of the service. There are now about 325 enlisted men in the Signal Ser vice, and enlistments are only made to fill the places of men who "seldom die and never resign." Supposing vacancies to ex ist, the young fellow who aspires to serve his country in the capacity of a weather prophet and an expert in signals has to go about it in the following way: He makes an application to General Greelv, the Chief Signal officer, stating that he is desirous of enlisting in the corps, that he is between 21 and 30 yearsof age, is sound in body and limb and has a good English education. He adds any special qualifications he may have for the duties he may be called on to perform and encloses such recommendations as he may possess. Although from 21 to 30 are thelimits of age for regular enlistment the applicant may be allowed to join at 18, pro vided he has the written consent of his par ents or guardians. Should the applicant be successful he is ordered to appear before a board ot officers of the corps at Washington, who examine him as to his mental qualifica tions, and should he pass he is then enlisted, alter passing the usual physical examina tion, to serve for five years like any other soldier, except that it is stipulated that this service shall be performed in the Signal Corps. Once regularly enlisted, he ranks as a second-class private and is assigned for the pur pose of instruction to someone of the 150 signal stations which dot the continent from Maine to California. In addition to ac quiring a knowledge of meteorology and meteorological instruments he is instructed in army signalling until with lights, flags, etc, he is capable of sending and receiving from ten to 12 words per minute. His pay while thus employed is from 60 to 570 a month, depending upon the importance of the station. THE WEEDISG-ODT PBOCESS. If at the end of a year the recruit shows no aptitude for his work he is quietly dis charged from the service, but if he gives promise of being a valuable man he is pro moted to first-class private. His pay it then from $70 to $90 a month according to the importance of the station to which he is assigned. The next step in promotion is to the rank of corporal, but it takes one full term of enlistment and often two years into the second before that rank is attained. The pay of a corporal is from $85 to $100 per month and except in the large cities he is usually in charge of a station. Tne next step is to the rank of sergeant, and when that can be reached depends very mnch on the man himself and the impression he makes on the inspecting officers. "With this grade, promotion in the Signal Service Corps virtually ends and the maximum of pav from $100 to $150 is reached. In the old days under General Meyer and General Hazen the corps was much stronger than it is now. From 500 enlisted men it has been cut down to 325, of which about 90 are sergeants and 50 corporals. This has been done since General Greely was ap pointed chief signal officer. The excess of sergeants and corporals over the number al lowed to regular military companies is ex plained by the fact that they are experienced men, whose services the Government does not care to lose. A man like Sergeant Dunn, who from his attic on the roof of the Equitable building, dispenses weather daily to If ew York.or a man like Sergeant Oscar D. Stewart who is assigned to Pittsburg, is not to be picked up every day and in point of fact a man has to serve from one to two years before he can be depended upon to make a fair guess at what a variable climate has in store lor us. If a man is of no use he can get out of the Signal corps easily enough, but if he be a valuable man he can whistle for his dis charge until his time is up. The men who compose the Signal Service Corps are nearly all gentlemen by education and cultured, and their officers never assume toward them those airs which have driven so many of the humbler members of the regular army to de sertion. .Desertion is unknown in the signal Service Corps, which includes in the rank and file graduates from Harvard, Yale, Co lumbia and Princeton; indeed college grad uates amount to two-fifthsof the entire body. ONE GREAT DRAWBACK. There is one great drawback to the other wise rather happy career of the Signal Serv ice soldier; it is that he cannot rise in his own branch of the service above the rank of sergeant. Under Generals Meyer and Hazen two second lieutenants were ap pointed each year from among the rank and file. This continued for about seven years, when, through the failure of Congress to make any appropriation for the pav of ad ditional lieutenants from the Signal Serv ice, it was dropped. Under the present system General Greely can send two men as second lieutenants into the line provided they pass the examination, but as those en rolled in the Signal Corps are not drilled and hardly know "lours right" from "fours left" they are not anxious for a promotion which would place tbein in a false posi tion, and one, too, in which their special knowledge would be abso lutely valueless. There are 20 officers in the corps at present, and of these more tban one-third have been detailed from the line to the Signal Service. To their want of ex perience is attributed a falling off in the per centage of current predictions from Wash ington. Assignments to the Signal Corps, however, are much desired by line officers, as the pay of a Second Lieutenant is $3,000 a year and increases to something in the neighborhood of $4,TK)0 for a Captain, while the pay of the Chief Signal Officer is $5,500. Promotions are made on the recommenda tion of the inspecting. officers who visit the stations once a year. There is no examina tion required for the promotion of a Corporal to a Sergeant, but should a Sergeant aspire to a commission be is subjected to a rigid examination in the very military matters which he has not even been allowed an op portunity to study. OREELT OPPOSED TO CHANGE. Speaking recently of the President's rec ommendation that the Signal Service should be placed under the direction of the Depart ment of Agriculture, General Greely drew attention to the fact that though the' recom mendation is approved by the House of Representatives it is disapproved by the Senate, which, when the proposals came up once before, voted against it 33 to 9. He is quite willing, he says, to have the change made whenever Congress and the President decide that it should be made, but he adds: "The transfer could not be made at once. It would have to be a matter of a long time for there is now no line of sharp demarca tion between the Weather Service and the strictly Signal Service. A great many men are engaged in both duties, and in order to divorce the two there would have to be a general readjustment that would be the work of many months. The main thing to be considered' is the fact that civilian experts on weather are few and far between, that they can be hired only on high salaries and that without them a civilian weather bureau would not be a success. There are such men. but they come high." Adjutant General Hastings will be in the city this week to attend the banquet of the Press Club. Company G. Eighteenth Regiment, was in spected by Captain Penny last Thursday, and presented a most creditable appearance. Captain Day. of Company E. Fourteenth Regiment, has asked for a board of survey to condemn the property of the company Injured by the fire last week. Major McCandless, of the Fourteenth Regiment, journeyed to Washington last week in the Interest of Lieutenant Brown, who wants to be Surveyor of Port. The Canadian military authorities are al ready making arrangements for a rifle team to send to Creedmoor next summer to compete with the National Guard teams of the United States. Aspirants for political honors among the local officers of the Guard are becoming nu merous. The latest announcement is Lieuten ant James R. Treacy's candidacy for constable of the First ward. The members of Company A. Fourteenth Regiment, have decided on February 17 as the date for their second annual reception. The committee is Headed by Captain Schmidt and Lieutenant Ferguson, and success both socially and financially is excepted. Fibst Lieutenant William McClxjko, of Company H, Eighteenth Regiment, ten dered his resignation to Colonel Smith last week. This company is in rather poor condi tion for officers at present, as the Second Lieu tenant ha not been commissioned owing to his failure to appear before the Brigade Examin ing Board last falL Lieutenant John McAskie, of the Thir teenth Regiment, who is well known to many local members of the Guard from meeting him in the rifle contest at lit Gretna, tendered his resignation last week. Mr. McAsklo Is a re markably fine shot, and has been a member of the famous Thirteenth team for a nnmber of years, also taking honors at Creedmoor last fall. The President will issue a proclamation this week pardoning all deserters from the regular army who left prior to January L 18S7, and giv ing deserters since that date the privilege of arranging for their discharges. It is estimated that nearly 40,000 men will be benefited by this order, but, owing to the vicious precedent It es tablishes, it is being severely commented on by regular officers. At a meeting held in Harnsburg last week, at which Governor Beaver, Adjutant General Hastings, Generals Gobin and Snowden were present, it was decided to bold a division en campment of the National Guard next sum mer, beginning July 18 and ending Jnly 26. Captain William Awl condncted an elec tion for First Lieutenant In Company C, Eighteenth Regiment, last Thursday evening. Second Lieutenant William Little received the promotion, and the vacancy caused by his ad vancement was filled by the election of Ser geant Miller. Captain E. M. McCombs. of this company, intends resigning at an early date on account of throat troubles. It is hard to say who his successor will be, as several gentlemen outside the company are spoken of. General Hastings has issued the follow ing order relative to the annual spring inspec tions: "During the months of April and May there will be made by the Brigade Inspectors, under the direction of the Acting Inspector Ueneral, at such times and places as the Brig ade commanders may designate, an inspection ot the teveral organizations in their armories. When companies are located at different points, transportation will be granted to one or more of tbe Field Officers of the regiment to attend snch Inspection." At the solicitation of a number of commandants. Major Patterson, the Second Brigade Inspector, has decided to hold his in spections as early as possible, in order to give the men tne benefit of the cooler weather.
