CHIEF BSOWK PREFERS LOXGUR TIME Chief Brown yesterday received a copy nr the Yules adopted by the judges appointed for the fire engine test of the Anioskeag and Silsby engines, and publishes the same, so the conditions governing the contest may be' thoroughly understood. He professes satisfaction -with the rules, although he would have preferred a more extended time I for testing, as he says the public well knows that engines have had to do 24, 36 and even much longer terms of continuous work. Still, he thinks the nine-hour test will be sufficient to cover the points requiring in vestigation. Asked if any postponement on account of weather would be made, he said, decidedly, no, as the fires which break out do not con sult the Signal Department before getting into operation, and he desired the test, as far as possible, to be made under the same general conditions as at a fire. It will be held at Exposition' Park next "Wednesday, commencing at 8 A. 21. and continuing until 5p.il Tb.e grand stand will be thrown open to tt general public, and no lees or admission will be-permitted to be charged. The rules adopted are copied below: First The contest to take place on Exposi tion race aack, Alicgneny city. Second both engines to be weighed on the city scales bef oro the test begins, the weighing to be done in the presence of the judges, each engine to fcavs sufficient water to proceed to work, due allowance to be made for the differ ence iu the weight of the engines, and the lighter engine tobe properlv credited. Third The gauges of both engines to be tested by the judces before the test. THE JUDGES IN CHARGE. Fourth The judges to have entire charge of the test. All orders coming from them to be promptly obeyed, said orders to be Issued through the officers of each fire department. The test to be as follows: Both engines to stand side by side and draught their own water. Each engine to play three hours through a 151 inch nozzle, three boars through two (2) lji lnch nozzles and three hours a J-inch nozzle. The time of play through each size nozzle to be increased or decreased as may be required by the judees. Fifth The nozzles of both streams after being fixed at the proper elevation, to be securely strapped down, and not to be interfered with except by order of the judges. Sixth Both engines to play through lines of hose to be laid as follows: Two lines ot ISO feet of three-inch hose to be laid from each engine, at thlS point the two lines to be siamesed, from this Siamese one SO-foot length of hose of the same sire is to be laii to this the play pipe is to be attached. Seventh Water motors to be used to measure the amount discharged into the tank by each engine. Eighth Two engineers and two stokers to be allowed to operate each engine, said engineers and stokers to be members of the fire depart ment the engine belongs to. A VERY BUST JOB. Ninth Each judge to appoint two men to take statement of gauges every five minutes throughout the test. Tenth Fuel of the best quality to be fur nished both engines by the city the test takes place in. Eleventh Both engines to be started and worked up to their maximum speed, and to continue working until ordered to be stopped by the judges. The engine having the greatest displacement, discharging the water the great est distance and maintaining a maxima m work the longest time to be considered the best. All other conditions to be subject to the above proposition. Twelfth Five minutes' time to be allowed to chance nozzles. Assistant Chief Steel, who has a great re gard for the engines which be has so long and ably manipulated, said he was very sorry the test bad been limited to nine hours, as the longer the test Tasted the better, he said, the Amoskeag engine would come out. "Why," he said, "when the cinder bank fire was under way some years ago we sent two engines out, harp tank Amoskeags, and they ran for two weeks continuously, with almost anybody handling the engineering end of the stream. For duration I think we can put up the engines which Pittsburg uses against any engine in the world, ana this simply on the basis that the very best provi sions have been made for protecting Pitts burg property." The annual meeting and election of the stockholders of the HoqongftheU Naviga tion Company was held ivesterday at the company's office in the Mporhead building, Grant street, and the vast Amount ot water that ran tn waste doting tbfc year is shown iu the record of business noted below: The report of the President, JI. K. Moor head, showed that navigation was sus pended during 1889 by Ice at the various locks only 7 to 17 days, and all during February. During 321 days of the year there was easy navigation for barges, and there were so serious "floods, the highest water being only 25 feet that on the day after the Johnstown disasteiwmd the locks were flooded for but a short time. Notwithstanding this immunity the mak ing of repairs was difficult, owing to the al most continuous ioating stage by water, and the absence of drouth, during which period repairs are usually made. - Attention is called to the reports of the Engineer and Superintendent of Repairs, showing that the locks and dams are in good condition, and that sheeting of the locks has proven very efiectiveto save the stonework in the chambers from frost and abrasion from passing vessels. The coal miners' strike from November 6 to December 26, 1883, seriously diminished the revenue of the company. The total decrease of tolls compared with 1888, is $43,430 61 on coal, $1,665 95 on coke. 519,055 93 on freight; total $64,152 49, from which substract the increase in passen ger traffic of ?588 85, leaving a net decrease of $63,568 64. As the company has on hand $63,000 redeemed bonds, it is enabled, not withstanding the deficit, to make the usual dividend and stock distribution as required. The rest of the report is a rehearsal of the Government's condemnatory proceedings and necrological so far as the company's affilia tions extend. Chief Engineer T. P. Eoberts report i shows that tberejwere nine or more leet of water in the Ohio river sufficient to float barges on 129 days in 1889, and on the slack water that depth" for 321 days.
