Civic conditions in a town appeai very strongly to me, as good conditions as exist with vou indicate the character of the peo- ple” We do congratulate ourselves that our lot was cast in Bellefonte, and we also congratulate ourselves upon a beginning made to change its civic conditions but the greater duty for ourselves and posterity is the pro- motion of its great natural endow- ments, that we may effectively make a more beautiful and useful city.
