The Democratic County Convention of Centre county shall he composed of one delegate for every fifty Democratic vot<-s polled at the Preaidential or Gubernatorial election next preceding the convention. The allotment of delegate* to the several election districts in the county shall be made by the Standing Committee of the county at its first meeting in every alter nate year succeeding the Presidential and Gubernatorial elections and shall he in proportion to the Democratic votes cast in each district at such election*. 'I. The election for delegate* to repre sent the different districts in tho annual Democratic County Convention shall bo held at the usual place of holding the gen eral elections for each district, on the Sat urday preceding the *econd Tuesday of August, in each and every year, beginning at two o'clock, P. M., on said day and con tinuing until six o'clock, p. M. Tho dele gales so elected shall meet in County Con vention in tho Court House, at Bellefoote, on tho Tuesday following at two o'clock, P. Mr 3. Tho said delegate elections shall he held by an election hoard, to consist of the member of county committee for each dis trict and two other Democratic voters thereof, who shall be appointed or desig nated by the County Committee. In case any of tho persons so constituting the board shall do absent from the place of holding the election for a quarter of an hour after the time appointed by Rule First for the opening of the same, his or their place or place* shall be filled by an election, to be conducted viva voce, by tho Democratic voter* present at the time. 4. Every qualified voter of the district, who at the late general election voted the Democratic ticket, shall he entitled to a vote at the delegate election ; and any qualified elector of the district who will pledge bis word of honor to support th* Democratic ticket at the next general election shall be permitted to vote at the delegate election*. 6. The voting at all delegate elections shall be by ballot; upon which ballot shall be written or printed the name or names of the delegate or delegate* voted for, together with any instructions which the voter may desire to give the delegate or delegates. Each ballot shall be re ceived from the person voting the same by a member of the election board, and hy him deposited In a box or other receptacle provided for that purpose, to which box or other receptacle no person hut members of the hoard shall have access. 6. No instructions shall he received or recognized unless the same be voted upon the ballot as provided in Rule Fourth, nor shall such Instructions if voted upon the ballot, be binding upon the delegates, un less one-half or more of tho ballot* shall contain instructions concerning the same office. Whenever half or more of tho bal lots shall contain Instructions concerning any office, tho delegates elected at such elections shall be held to be instructed to support the candidate having the highest number of votes for such office. 7. H Whenever Irotn any district qualified Democratic voters, in number* equal to live times tho delegates which sueli district has in tho county convention, shall com plain in writing of an undue election or false return of delegate* or of instruc tion* in which complaint* the alleged I act* •hall' bo sixtciflcally sot forth and verified bv tho affidavit ol one or more persons, such complainant* shall have the right tO contest tho seat of such delegates or tho validity of such instructions, Such complaint shall bo heurd by a committee of live delegates to be appointed by the president of tho convention ; which said committee shall proceed to hear the parties, their proof* and allegations, and as noon a* mav bo report to tho convention what del egate* are entitled to seat* therein, and what instruction* are binding upon such delegate*. Whereupon the convention shall proceed immediately upon the call of the yeas and nays to adopt or reject the re port" of tho contesting parties; in which call of tho vcas ami nays tho names of tho delegate* who-o seats are contested <>r whose instructions aro disputed shall bo omitted. Delegates must obey the instructions given them by their re-pectivo districts, and, if violated, it shall be the duty of the president of the convention to cast the vote of such delegate or deb-gates in accordance with the instructions, and the delegate or delegate* so offi-nding shall b<- forthwith expelled from the convention, and shall not bo eligible to any offico or place of trust in the party for a period of two years. 11. In tho convention, a majority of all voters shall be necessary to nomination ; and no person's name shall bo excluded trotn the iist of candidates until after the third ballot or vote, when the person re reiving the least number of votes shall be omitted and struck from the roll, and so on at each successive voto until a nomina tion be madi-. 11!. The appointment would he offensive to the Merman Movcrnment, and would not gratify many of our own I citizens. Probably when the President recovers he will wish to show the people I some of that good will which has been generally shown towards hint and he I knows very well that Mich an appoint ment would not be in that line at all. Hie Treasury is working vigorously in its efTort to find out who sent the dyna | mite bombs from this country by steam | ship last week. The Secretary expects j to be successful in this cae, but says ho sees no way of preventing ex porta tions. The law is quite severe and will no doubt be made more so now, ' that the danger is demonstrated j Congressman Carlisle, of Kentucky, i is the first prominent member of the House to begin the discussion of the bond question, lie demands a three I per cent, bond and says it would be taken in this country. A change from three and a half to three per cent, on the "extended"' bonds, and no others can be charged now, would etlect a saving of about three millions a year ; in interest. Mr. <'rlisle is a member , of the Ways and Means committee and will urge this subject on the House early ;n the next -esion It will be remembered that Marland, Bayard and other Democrats rather re luotantly acted with their brethren last spring in i reventing the election of of j ticers in the ."senate. 1 hey did so solely on the grounds that the -senate had an efficient Secretary and Sergeantat Arms. By the death of Mr. I'-urch, which occurred this week a vacancy in the j rincipal office is created, and an election will probably take placeimtne diately on the assembling of the Senate. I The only question is as to whether it j shall be before or after the swearing in of the Senators from New York. If before, a Democrat will be elected. If after, a liepublican. There is no in stance recorded of a second nomination by caucus under such circumstances. The President is apparently gaining rapidly. The physicians thinks so. Mr. Bookwalter. after acknowledging the honor and deprecating his unfitness to follow the great leaders who have pre ceded him, says he hopes for success from the inherent and persistent force of Democratic principles and the real and fidelity in their defense uniformly exhibited by the Democratic paity of Ohio. He heartily concurs in the spirit and letter of the platform. He consid ers that the Legislature would not be justified in yielding to tbe dictation of corporations and mono|>olies intrenched in wealth as against the masses of tbe people, particularly the agricultural and mechanical classes, which have only numerical |Kwer without concentration or organization. With regard to the resolutions against mere sumptuary leg islation, Mr. Bookwalter sa)s he does not understand that it implies hostility to nntional and political measures for the abatement of anv evils with which society is afflicted.
